A RESOLUTION TO AUTHORIZE THE SUBMITTAL OF
A GRANT APPLICATION REQUESTING ASSISTANCE
FROM THE U. S. DEPARTMENT OF EDUCATION FOR
A SPECIAL RECREATIONAL PROGRAM FOR
HANDICAPPED INDIVIDUALS.
WHEREAS, there are numerous handicapped individuals in
Clearwater, Florida, a community of the Tampa, St. Petersburg,
Clearwater Metropolitan Statistical Area and the 21st largest MSA
in the nation, and
'WHEREAS, there are '11, 137 handicapped persons identified
in Clearwater as of Apr~l 1984, and
WHEREAS, the Tampa, St. Petersburg, Clearwater Metropoli-
tan Statistical Area in the 19BO Census had the largest concentration
of disabled individuals of any metropolitan area in the country, and
WHEREAS, many of these handicapped indivi~uals can benefit
from special recreational programming for handicapped individuals,
especially in terms of experiences contributing toward vocational
rehabilitation and in tel~S of improved and normalized quality of
life, and
WHEREAS, the lack of organized recreation for handicapped
individuals has been an increasing concern of the City since being
specifically identified by City Staff in 1980, and
WHEREAS, a small six-month pilot program organized by the
city has been met with strong acceptance by handicapped organizations,
in the community and has now shown 1100 user occasions per month, and
WHEREAS, it is desirable to install a comprehensive recre-
ational program for handicapped individuals suitable to the total size
and breath of the handicapped population, and
WHEREAS, additional resources are necessary, and
WHEREAS; tile U. S. Department of Education Office of
Special Education and Rehabflitative Services may be able to offer
