As you know, this MOU is an update of the recently expired MOU and continues the terms that were in place. Drawer 2500 - Largo, FL 33779 (727) 582-6200 http://www.pcsoweb.com RECORDS MANAGEMENT AND COMPUTER AIDED DISPATCH PROGRAMS MEMORANDUM OF UNDERSTANDING Between THE PINELLAS COUNTY SHERIFF'S OFFICE And THE CLEARWATER POLICE DEPARTMENT This Memorandum of Understanding (MOU) is entered into by and between the Pinellas County Sheriff s Office (PCSO) and the City of Clearwater Police Department (CPD). ARTICLE 1. THE PROJECT The Pinellas County Sheriff s Office will provide a records platform to the Clearwater Police Department for sharing automated records and computer aided dispatch systems in order to maximize data resource sharing, increase efficiency, eliminate redundant records systems and the associated fiscal impact. ARTICLE II. TERM The term of this MOU shall be from August 1, 2008 through July 31, 2009, with an option to renew for an additional 12 months by mutual agreement of the parties. ARTICLE III. OBLIGATIONS OF THE PARTIES The Pinellas County Sheriff's Office shall operate a law enforcement records system (ACISS) on a computer hardware system and provide a point of network connectivity for the Clearwater Police Department. The Pinellas County Sheriffs Office is responsible for maintaining the records management computer system, including all required software licenses, upgrades, updates and system administration. The Pinellas County Sheriff's Office is also responsible for maintaining the records management software (ACISS), including all necessary software licenses, upgrades, updates and system administration. The Clearwater Police Department and the Pinellas County Sheriff s Office shall share the expense for the leased network connectivity between the records management server and the Clearwater Police Department. The Clearwater Police Department will provide a microwave communication link to the Pinellas County Sheriffs Office public safety campus at 10750 Ulmerton Road, Largo, Florida. As the network technology continues to evolve, typically with improved throughput and reduced cost, either network connection may be substituted upon agreement by both parties. The network described herein shall provide connectivity for the records management system and the computer-aided dispatch system. k Both CPD and the PCSO have independently purchased the rights to a computer-aided dispatch application, TriTech Software Systems. Each agency independently purchased the systems hardware and software and each agency is responsible for maintenance, upgrades and updates of the respective systems. CPD and PCSO shall share all computer-aided dispatch information real time, with minimum delay, so the benefits of a shared system will be maximized and officer safety enhanced. The Pinellas County Sheriff s Office will offer to the Clearwater Police Department access to software applications that have been developed by the Sheriff s Office Computer Services staff. Initially, PCSO will provide all software relating to the ticket-writer program, the document imaging program and the gps-avl (automatic vehicle locator) program. Other in-house programs will be shared as the software is developed. Modifications and enhancements to the software will be entertained on a case-by-case basis dependent on the statement of work and the availability of staff to accomplish the desired outcomes. ARTICLE IV. TERMINATION Either party may terminate this Agreement thirty (30) days after receipt by the other party of written notice of intent to terminate. ARTICLE V. OTHER CONDITIONS Any alterations, variations, modifications, or waivers of provisions of this Agreement shall only be valid when they have been reduced in writing, duly signed, and attached to the original of this Agreement. The parties agree to renegotiate this Agreement if revisions of any applicable laws or regulations make changes in this Agreement necessary.
