.The City of Clearwater's downtown area has the opportunity to experience a major renaissance
during the next few years tllat is predominantly driven by the national and regional strength for
urban residential housing.
.The City's downtown area has the added advantage of being strategically located minutes away
from one of the Illost beautiful beaches in the country, attracting a large volume of residents
and seasonal tourists, and itself is experiencing a phenomenal demand for new housing.
.Tllis consumer-driven market for urban and beach housing and visitors provide support for
quality retail, nationally and locally recognized restaurants, and multiple entertainment venues.
.A signlficilnt opportunity exists for the attraction of a major quality multiplex movie theatre to
the downtown area. Based on industry data, sucll a theatre would entail a construction cost of
upwards of $5-8 million dollars and contain 12-14 screens.
.In October of 2003, city staff documented, in a regional movie theatre analysis, that there
currently exists a huge market "gap" within the City of Clearwater and its sub-region (See attachment).
.This analysis further documented the fact that a downtown movie theatre location is
geographically an ideal location for a theatre to capture a substantial portion of the resident
theatre demand and the demand from the 1.4 million visitors to the beach each year.
During the past few months, staff has had multiple meetings with regional and out-of-state
development entities experienced in developing entertainment venues, and several movie
theatre operating companies. These corporations are expressing interest in participating in a
downtown multiplex theatre project.
.Staff is also aware that the industry is considering sites outside of the downtown area.
. Based on the ma rket gap that currently exists in the greater Clearwater area, proximity to the
tourism market and the current interest in redevelopment in downtown Clearwater, a unique
window of opportunity exists to attract a multiplex theatre to the downtown.
.Since downlown is competing with other locations in the market area, development incentives
suCtl as public parking, land acquisition, lease subsidy, etc., may be necessary.
.The CRA and City Commission have approved programs for these types of incentives in the
updated Downtown Redevelopment Plan.
