SUBJECT/RECOMMENDATION:
Approve the conceptual design for the downtown waterfront, and Station Square Park,
~ and that the appropriate officials be authorized to execute same.
SUMMARY:
Bellomo-Herbert & Associates presented on March 24th two design concepts for the downtown 18-acre
waterfront park. The two design concepts primarily differed in circulation patterns, amount of green open
space, the configuration of Marina slips, use of a restaurant on the water, and community facility/meeting
space. At this meeting, the CRA reached consensus on the following overall concepts for the park:
. Closing Cleveland Street in favor of a pedestrian pathway;
. An interactive fountain;
. A "Great Lawn";
. A waterfront promenade that extends to Pierce 100;
. A parking garage on the base of the Bluff, and parking under the new Bridge; and
. A new location for the Amphitheater with Drew Street access.
After discussion of the two concepts plans, the Administration was directed to consolidate the preferred points
from the two designs into one final Master Plan design for the park. This final design incorporates the following
elements:
. Existing Harborview Center, delineating the access points and parking;
. Parking garage enlarged to accommodate 450 spaces (4 tennis courts on top floor);
. Pierce Street as the main circulation road ending in a turnaround at the Marina; Drew Street ending in
parking spaces to access the Amphitheater;
. "Great Lawn" that extends to the waterfront;
. Restaurant with possible meeting space on land next to Harbormaster building;
. Marina slips to be accessed off a main pier;
. Additional surface parking for restaurant and Marina; and
. Cleveland Street with pedestrian terraces leading to an interactive fountain and kids play area.
This final conceptual design will remain fluid, so that design adjustments can be made to reflect the ultimate
design of the Bluff redevelopment sites and the Marina.

Bellomo-Herbert & Associates also prepared a conceptual design plan for Station Square Park on Cleveland Street
as part of their overall contract. The Station Square Park plan is designed to integrate into the overall Streetscape
design approved by the CRA in January of 2003. In addition, the design includes:
. Security measures include an arched entry with security gates to lock the park at night;
. Decorative fence and entries;
. An elevated stage with terrace/plaza seating for downtown events;
. An open forum for events such as the Downtown Clearwater Farmer's Market;
. Areas for vendor carts;
. Curved bench seating along the plantings; and
. Existing trees.
The Station Square Park design will also interface with the proposed Station Square Parking Lot Redevelopment
Site adjacent to the Park.

Authorize agreement with Bellomo-Herbert and Co., Inc. to prepare Wayfinding and Signage construction

SUMMARY:
· The City retained Bellomo-Herbert and Company, Landscape Architects, in August 2002 to
develop a Master Streetscape and Wayfinding Program for Downtown (including the expanded
CRA area).
· The CRA approved the Master Streetscape and Wayfinding program on January 27, 2003.
· Due to the fact that the Memorial Causeway Bridge is schedule to be opened in the early part of
2004, it has been determined that it would be advantageous to implement in advance the
GatewaysWayfinding segment of the overall Streetscape program.
· Therefore, we are requesting that the CRA approve a work order in the amount of $27,380 with
Bellomo-Herbert and Co., I nc. to prepare the necessary construction documents and
specifications in preparation of bidding the Wayfinding and Signage program in late-2003. The
funding source will be from the CRA capital improvement project 315-94714, Downtown
Redevelopment.

CLEAR\V ATER AND THE FIRM OF BELLOMO-HERBERT AND COMPANY, INC.
OF 100 EAST PINE STREET, SUITE 204, ORLANDO, FL 32801
PROJECT: SIGNAGE/W A YFINOING CONTRACT OOCUMENTS
CLEAR WATER, FLORIDA
I. PURPOSE
This is a Contract for Professional Services between the City of Clearwater (CITY) and the firn1
of Bellomo-Herbert and Company, Inc. (LANDSCAPE ARCHITECT). The purpose of this
Agreement is to specify the required services of the LANDSCAPE ARCHITECT to provide
Signage and Wayfinding Design and Contract Oocument preparation for various locations
throughout the City of Clearwater Redevelopment Area.
II. LANDSCAPE ARCHITECT'S SERVICES
The LANOSCAPE ARCHITECT'S services shall consist of the completion of Contract
Documents (construction drawings, specifications, bid documents) for various signage types to
be placed throughout the City of Clcarwater Redevelopment Area. Additionally, the
LANDSCAPE ARCHITECT shall assist during the bidding phase of the work and shall also
provide fabrication and construction phase services.
III. SCOPE OF THE WORK
The LANOSCAPE ARCHITECT'S Scope of Work shall include the completion of Contract
Documents for various sign types previously developed under a separate Agreement. More
specifically, the LANDSCAPE ARCHITECT'S services shall include the following tasks:
A. DESIGN
1. The LANDSCAPE ARCHITECT shall review the designs previously prepared,
and shall make any additions or modifications to these plans as may be deemed
necessary by the LANDSCAPE ARCHITECT or the CITY.
2. Such additional designs shall be presented to the City of Clearwater Project
Manager and any other City staff deemcd necessary and appropriate by the CITY
for comment and possible modification.
3. Cost Estimates - The LANOSCAPE ARCHITECT shall prep arc estimates of
project cost for each sign typc designcd.
B. CONSTRUCTION DOCUMENTS

1. The LANDSCAPE ARCHITECT shall prepared complete construction drawings
for the proper and accurate fabrication of the signs designed. The plans shall
indicate all materials, connections, graphics, colors, and installation methods.
Such signs shall include the following:
a. Gateway sign at Highland and Gulf-To-Bay (to be mounted on exiting
FOOT overhead directional sign structure)
b. Gateway Signs
c. Oirectional Signage
d. Parking Signs
e. Oistrict Identification Signs
f. Pedestrian Kiosks
g. Icons and Glyphs
2. The LANOSCAPE ARCHITECT shall complete a Signage Location plan
indicating the proper placement of each sign within the Redevelopment Area.
3. Approvals - LANDSCAPE ARCHITECT shall present the completed design
drawings to the Florida Oepartment of Transportation to receive approval for the
installation of the aforementioned signs which may occur adjacent to or within
FOOT rights-of-way. Any required pemlits for installation and construction shall
be the responsibility of the project fabricator and/or installer.
4. Technical Specifications/Proiect Manual - The LANDSCAPE ARCHITECT shall
prepare technical specifications for all items identified under this contract. The
LANDSCAPE ARCHITECT shall coordinate and prcpare the technical
specifications, design a Project Manual cover sheet and prepare an itemized bid
foml to be used during the bidding process. The LANDSCAPE ARCHITECT
shall coordinate with the CITY Purchasing Oepartment or other department
identi fied by the CITY to assure that all required bid documents (General
Conditions, Supplcmentary General Conditions, Bonding Requirements, etc.)
along with the LANOSCAPE ARCHITECT'S documents are assembled as a
complete bid package.
5. Maintenance of Traffic Plan - A Maintcnance of Traffic Plan shall be completed
as a part of this Task Assignment for the completion of the installation of the
Gateway Sign at Highland and Gulf-To-Bay only. It is assumed that no other
M.O.T. plans will be requircd by FOOT. Should other M.O.T. plans be requircd
by FOOT of by thc CITY, they shall bc considcred an additional service to this
agrcemcnt and fees for such work will be dctcnnincd at that time.
C. BIDDING
1. Pre-Bid Mceting - Thc LANOSCAPE ARCHITECT shall attcnd and manage a
pre-bid mceting at a time and a placc dctermincd by the CITY, and shall present

the intent of the project, as well as answer any questions that may arise during the
meeting.
2. Addenda - If necessary, the LANDSCAPE ARCHITECT shall issue any Addenda
which may be required during the bidding process.
3. Bid Opening and Bid Review - The LANDSCAPE ARCHITECT shall attend the
project bid opening and shall assist the CITY in the review of the bids to assure
compliance with the bid documents and procedures.
D. CONSTRUCTION ADMINISTRATION
1. Fabrication - The LANDSCAPE ARCHITECT shall visit the location of the
project sign fabricator three (3) times during the course of the fabrication of the
project signs to assure that they are constructed per plans and specifications.
2. Installation - The LANDSCAPE ARCHITECT shall visit the project site a
maximum of five times during the instalJation of the aforementioned signs in
order to assure compliance with the Contract Oocuments.
IV. ITEMS NOT INCLUDED
1. Geotechnical Services
2. Any other item or service not expressly outlined or described within this Agreement.
VI. SCHEDULES
Within ten (10) days after receiving the Notice to Proceed, the LANDSCAPE
ARCHITECT shall provide a proposed work schedule and an anticipated payment
schedule.
VII. COMPENSATION
1. Compensation - In exchange for the services described herein, the LANDSCAPE
ARCHITECT shall be compensated as indicated below:

Follow-up Discussion Regarding City Plnce/Misner IJark Trip
A number of Commissioners and Downtown Development Board Members expressed a
desire to conduct an oven-iew and brief discussion related to how the infonnation,
experience and opportunities that we all heard about from representatives in West Palm
Beach and Boca Raton might apply to the rede\'clopment of Downtown Clearwater. The
staff will provide a brief presentation of our visit using many of the images that were taken
during our walking tours with representatives of the respective development teams. At the
conclusion of the presentation it will be appropriate for the Commission and the ODB
representatives to comment on key issues or opportunities that may apply to Clearwater.
From a city administration perspective the following observations arc provided for
discussion purposes:
· The market for Downtown redevelopment in Clearwater for residential, retail,
restaurant and entertainment uses is as strong as existed in \'\lest Palm Beach prior to
City Place and CaImatis Street de\-clopment.
· The amount, quality and mi..... of uses in Misner Park can be supported 111 the
Downtown Cleanvater market.
· The commitment to Downtown redevelopment must be strong, bold and have
community support.
· Strong commitment(s) from elected official(s) is a requirement of success.

City staff and processes must be user friendly, fast, flexible and willing to pursue new
ideas.
