SUMMARY:
As sections of the Downtown Plan have been developed, city staff has been presenting them to the
Community Redevelopment Agency (CRA) for review and discussion. To date, the CRA has reviewed major
concepts to guide the plan update, character districts and development potential, streetscape improvements
and plans for Coachman Park.
The Capital Improvement Plan (CIP) is the last key component to be submitted for review prior to finalizing the
draft Downtown Plan. The attached CIP addresses streetscape and road improvements, public uses, utilities,
and parks. Existing and potential funding sources have been identified and a description of each proposed
project is included. Upon CRA agreement of the CIP items, funding sources and priorities, the CIP will
become part of the Implementation ~tion of the Downtown Plan,
which will be presented for approval on August 21,2003.

In anticipation of the 2004 opening of the Memorial Causeway Bridge, the City is
pursuing the preparation of construction drawings and specifications for the Wayfinding
Signagc component of the overall downtown Strcetscape package.. It is anticipated that
these new directional and infonnationaJ signs would be in place by February 2004.

Fort Harrison Avenue/Alt. 19 Resurfacin2:
An FOOT resurfacing project is currently underway on Fort Harrison Avenue from Drew
Street south to the City of Largo and will be complcted by latc 2003. This will be
followed by an FDOT Fort Harrison A venue resurfacing project from Orew Strcet north
to the City of Dunedin to be completed by mid-2004. At that time the northcrn phasc of
the Fort Harrison A vcnue rcsurfacing projl:ct and the Myrtle A vcnue projcct will have
been complctcd and thc State Road 595 (Alternatc U.S. 19) designation will bc
rcassigned from Fort Harrison A vcnuc to Missouri A venue, Court Street and Myrtle
Avenue. Concurrently, thc wcstem tcrminus of thc S.R. 590 designation on Drew Street
will move from Fort Harrison Avcnuc east to Myrtlc Avenuc.
Intersection Improvements:
Various improvcments to downtown intcrscctions, primarily signal timing modifications
and/or turn lanes arc proposed. Thc location of the actual intcrscctions will be
dctcnnined following a traffic analyscs to be conducted subscquent to the opening of the
new Memorial Causeway Sridgc and transference of thc State Road 595 (Altcrnate U.S.
19) designation from Fort Harrison Avcnue to Missouri Avenue, Court Street and Myrtle
A vcnue.
Mvrtle Avenue Reconstruction:
Thc City is finalizing plans to reconstruct and resurface Myrtle A vcnue throughout the
downtown arca. Construction is scheduled to be complete in mid-2004 at which time the
State Road 5 95 (Altemate U.S. 1 9) designation will be r eassigncd from Fort Harrison
A venuc to Missouri A vcnuc, Court Strcct and Myrtle A venuc. In addition, thc western
tenl1inus of thc S.R. 590 designation on Drew Strcct will move from Fort Harrison
Avcnue cast to Myrtlc Avenue.
Station Square Park Redevelopment:
As part of the Cleveland Street strcctscape and wayfinding signage improvcments, it is
thc intcntion of the City to encourage thc redevelopment of this important downtown
urban spacc. It may be possible to initiate this projcct concurrent with the proposed
rcdevelopmcnt of the Station Square parking lot as part of a significant, mixed land use
project.
Clearwater Beach Connector Spur (Pinellas Trail):
The Clearwater Beach Connector Spur will provide a multi-use trail facility connecting
Clearwater Beach, Downtown and the Pinellas Trail. Approximately 2,000 feet of the
Connector Spur is located within the downtown area between the intersection of Tumer
Street and East Avenue (part of the proposed Pincllas Trail and East Avenue Widening
project) and the new Mcmorial Causeway Bridge (presently under construction).

Gulf to Bav and Hh!hland Avenue Gateway Intersection Improvement:
Oncc the Memorial Causeway Bridge is open in 2004, a substantial portion of existing
traffic utilizing Cleveland S trcct will move 0 nto Court S trcet r csulting is a significant
reduction in traffic downtown. This reduction may rcsult in certain negative impacts on
downtown businesses. In addition, future traffic might mistakenly utilizc Cleveland
Street, which will terminatc at Osceola Avenue, as a route to the beach.
Therefore, the City, acknowledging the levcl of importance of this "Gateway"
interscction, wiII implement this portion of the downtown streetscape indicating the
correct routes to eithcr the Downtown or Beach to motorists.
Fort Harrison Avenue Streetscape:
As a major "Gateway" thoroughfare within our Downtown, the City intends to implcmcnt
this portion of thc downtown strcetscape as soon as possible. To that cnd, the City will
initiatc the preparation of construction drawings, specifications, and partial construction
of this scgmcnt in 2003/2004.
Glen Oaks Park Stormwater Detention Facilitv:
Locatcd immediatcly south of thc Downtown arca at the intcrsection of Court Strcct and
Betty Lane, the Glen Oaks Park Stomlwater Detention Facility is a 20-acre flood control
and water quality project which will remove 78 residenccs from the 100-year floodplain.
Approximately one half 0 f these residenccs are located within the downtown area. In
addition, IOO-year flood levels will bc reduced on streets within this arca. The project
will also include amcnities including two multi-purpose ball ficlds, restrooms,
playground, walking trails and associated parking.
Memorial Causeway Bridee (landscapine)
The City and FOOT are constructing the new Memorial Causeway Bridge to rcplace the
cxisting drawbridge at the foot of Cleveland Strcet. Thc new bridgc will tie into the
Court! Chestnut Strect corridor. There will be no access to the bridge from Clcveland
Strect or Drew Street. The bridge is schedulcd to opcn to traffic in Oecembcr 2003 with
dcmolition of thc cxisting bridge to follow. In early 2004, whcn construction is completc
on the new Memorial Causeway Bridge, the State Road 60 designation will be reassigned
from Cleveland Strcet to Court and Chestnut strcets. Extcnsive landscaping will be
locatcd along Court Street up to the waterfront and will continuc on the west end of thc
bridge along the causeway to thc beach. Thc landscaping will be coordinated with
cxisting landscaping already in placc along the sides of and within islands on Court Strect
and cxisting landscaping part of the beach roundabout.
Cle\'eland Street Streetscape:
As the primary "Main Street" within our Downtown, the City intends to implement the
construction of the downtown streetscapc for Cleveland Street from Myrtle to Osccola
Avenues as soon as possible. To that end, the City will be initiating the prcparation of
construction drawings, specifications, and thc partial construction of this segment in
2003/2004.

Cleveland Street and Gulf to Bav Repaving:
FOOT is currently preparing plans to resurface Cleveland Street between Frederica
Avenue and Highland Avenue. The construction date is in Fiscal Year (FY) 2005.
Cleveland Street and Memorial Causewav Rel>avinl!:
FDOT is currently preparing plans to resurface Cleveland Strcet between Fort Harrison
Avcnue and its western tenninus.
Main Fire Station:
Funded by Penny for Pinellas, this projcct encompasses the rcnovation and modernization
of thc main fire station locatcd downtown. Thc improved and cxpanded facility will mcet
current standards and better providc for the nceds of a diverse population. In addition, a
review of possible alternate locations farther to the south is being considered in order to
provide a consistent standard of coverage for the entirc Clearwater community. Funding
for the project will be partially reimbursed by Pinellas County since these resources will
also serve the unincorporated areas of the Clearwatcr Fire Oistrict.
Osceola Avenue Parkinl! Garal!e (750 - 1.000 spaces):
Oue to the strategic location of this primc rcdevelopment sitc (Superblock), a
public/private partnership may enable the construction of a major downtown parking
garage to service the block's redevelopment potcntial, and the redevclopment activities
which might occur on the parcels lying west of Osceola Avenue. This parking garage
will also provide additional parking for the new public library, currently under
construction.
Coachman Park Redevelopment and Garal!e:
As part of the future redevelopment of thc prime downtown parcels lying adjacent to
Osceola Avenue, the City is planning to construct a park which will act as a significant
downtown waterfront destination. The Coachman Park Amphitheater will be enlarged
and relocated on site and Drew Street will terminatc at the water providing for a
pedestrian promenade a long t hc waters edge and waterfront restaurant which could be
leased to a private operator. A unique interactive fountain would be built as a major focal
point. Cleveland Street, west of Osceola Avenue, would be closed and converted into a
meandering pedestrian pathway between Oowntown and the water. As part of this
project, the City may construct or enter into a public private partnership to construct a
garage in the less appealing southern portion of this IS-acre sitc near the start of the new
bridge. In addition, the current surface parking would bc removed in favor of a large
"great lawn."
Downtown Marina:
The City has awarded a consulting contract for the purpose of analyzing the regulatory
proccss for permitting the future construction of a 150 - 200 slip waterfront marina. The
marina would be publicly owned and operated accommodating both power and sail crans
with a mix of pennanent and transient slips. A limited number of tourist relatcd fcrries
and pleasure crafts would be allowed, howcver, commercial fishing operations would bc
prohibited.

Pinellas Trail and East Avenue widening::
The portion of the Fred E. Marquis Pinellas Trail along East Avenue constitutes the last
remaining unimproved se gment 0 f the t rai 1. The p roj eet p rovides for t he a ddi tion 0 fa
multi-use trail facility and roadway improvements for approximatcly 0.7 miles within the
East Avenuc right-of-way betwccn Orcw and Druid Streets including the replacement of
the southbound lane of East Avcnuc and the sidewalk on thc west side of East Avenue
with a landscaped, asphalt surface consistent with the Pinellas Trail standards in
2006/2007.
Betwcen Tumer and D rcw Strcets thc southbound traffic lanc of East Avcnue and the
sidewalk on the west side of East A vcnuc will bc removed. The Pinellas Trail will be
reconstructed in thc ccntcr of this area with landscaping on eithcr side.
New Citv Hall:
Recently thc City Commission has madc thc decision to makc available the City Hall sitc
for r cdcvclopment i.l it ism adc part 0 f a I arger site in c onccrt with t he two adjoining
propcrties owncd by the Calvary Baptist Church. Making the City Hall site availablc for
private devclopment would rcquire a rcferendum.
At this time, it is anticipatcd that a new City hall would be largely funded from the
proceeds of a futurc sale. In addition, it is expected that City hall might be built on the
partially vacant lot lying south ofthe MSB.
Osceola A ven ue Streetscar>e:
Oue to the array of prime rcdevclopmcnt parcels along Osceola Avenue (Calvary Baptist
Church, City Hall, Harborview, and the Superblock), it is expccted that this streetscape
segment would be implemented as projects come on line.
Cleveland Street and Gulf to Bav Streetscape:
This segment of Clcveland Street from Myrtle Avenue east to Gulf to Bay will be
improved in futurc years as new developments arc implcmented.
Commercial Streets "A" and "8":
Thcse constitutc sccondary local strcets, which will be improved subsequcnt to new infill
redevclopment projects built adjaccnt to them.
Court/Chestnut Beach Corridors Streetsc3pe:
With the opening of the Memorial Causeway Bridge, these east-west major arterials will
become the primary route to and from thc beaches. It is anticipated that, as new infill
projects are develop on the land parccls adjacent to these streets, the City and potential
developers of these propcrties would participate in the implcmentation of a new
streetscape.
