',' U Interoffice Correspondence Sheet ~ MEMORANDUM TO: FROM: Community Redevelopment Agency CC: Ralph Stone, CRA Executive Director Bill Horne, City Manager; Garry Brumback, Assistant City Manager; Pam Akin, City Attorney DATE: RE: March 11, 2003 Waterfront and Station Square Park Concepts The Bellomo-Herbert & Associates presentation on March 24th will address multiple design issues for the approximately 18-acre Waterfront Park and will propose a new design concept for Station Square Park. For clarification of several key design considerations, Bellomo will be presenting two distinct design options. Encompassed in these two designs will be features that can be selected as being MappropriateM for a vibrant waterfront park. If consensus is reached on these elements, then Bellomo will proceed to finalize an overall Master Plan design for the park. Obviously, the plan will remain flexible, so that design adjustments can be made so as to reflect the ultimate design of the Bluff redevelopment sites and the Marina. Key design elements include: 1. Circulation - option of either having a roadway along the waterfront, or one located closer to the foot of the bluff slope. 2. Concurrence on the need for a public parking structure tucked into the "dead zone" lying in the southern portion of the site adjacent to the bridge. 3. Whether or not to include a Community Function building adjacent to the waterfront. If the Harborview stays there might not be a need for one. If the Harborview is redeveloped, it is possible that it might include replacement meeting space. 4. The inclusion of a restaurant on the waterfront or on the proposed Marina, as a tool to attract and retain visitors. . " Page 2. Waterfront and Station Square Park Concepts Memorandum March 11,2003 5. The closing of Cleveland Street at Osceola, in favor of a major pedestrian pathway from the bluff to the waterfront. 6. An interactive fountain (Note the fountain in West Palm Beach/City Place attracts thousands of people on a regular basis, and has been identified as the "key" to attracting families.) 7. Approval of the "great Lawn" concept. This feature has the added benefit of being a component of drainage for the park. In addition, Bellomo will be presenting a final concept drawing for the redesign of Station Square Park. This design will be an extension of the Streetscape design and should be compatible with future infill redevelopment of the adjacent parking lot.
