SUBJECT/RECOM M ENDA TION:
Accept the recommendation of the staff Selection Committee to accept the proposal submitted
by The Balk Company (Developer), and authorize staff to neqotiate a Development Aoreement
between the Developer and the CRA-
n and that the appropriate officials be authorized to execute same.
SUMMARY:
· Two proposals were submitted in response to the RFP/Q (Request for
Proposals/Qualifications) for the Dimmitt Option Parcels A & B only.
· Two firms submitted proposals that included Parcels A & B and in addition City owned
Parcels C& E.
· The Evaluation Criteria listed in the RFP/Q includes: 1) Development Proposal; 2)
Development Qualifications: 3) Economic Benefit to Clearwater; and 4) Financial Capability
of the Business.
· The Selection Committee reviewed the proposals. and based on the evaluation criteria listed
in the RFP/Q. recommend neqoti1tino with The Balk Company. This action does not
constitute acceptance of the Balk Company as the developer.
· The Balk Company proposes to construct 100 townhouse dwellino units with a
Mediterranean Revival motif includino a swimmino pool and banquet hall with decorative
wrought iron fences.

Authorize the notification by the CRA to the City of Clearwater its Intent to Accept the
proposal submitted by the Balk Company, subject to negotiations of a development agreement.
o And that the appropriate officials be authorized to execute same.
SUMMARY:
· F. S. 163.380(3) requires the CRA to oive the oovernino body a notification of its intention
to accept such proposal not less than 30 days prior to the acceptance of a proposal.
· This item is continoent on the approval of the CRA to accept The Balk Company's final
proposal.
· The CRA has authorized negotiations between staff with The Balk Company.
· The eRA anticipates that it will consider approval of a development aoreement by March 1.
2000.
