AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
RELATING TO PRETREATMENT AND DISCHARGE
RESTRICTIONS; AMENDING SECTION 32.211(4) TO ADD
GREASE TO THE DEFINITION OF POLLUTANT; AMENDING
SECTION 32.212(1)(b)2 TO REVISE PH LEVEL; AND
AMENDING SECTION 32.212(1)(b)5 TO CHANGE AVERAGE
TEMPERATURE; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Clearwater adopted the terms and conditions for Industrial
Pretreatment of wastewater collection and discharge restrictions, as set forth in this
Ordinance in 1999; and
WHEREAS, after almost two years of experience with the Industrial Pretreatment
Program, the City of Clearwater finds it necessary to adjust some of the criteria therein to
more feasible levels; now, therefore,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY
OF CLEARWATER, FLORIDA:
Section 1. Division 2., Sec. 32.211, Code of Ordinances, is amended as follows:

Definitions. Unless a provision explicitly states otherwise, the following
terms and phrases, as used in this Division, shall have the meanings
hereinafter designated.

Pollutant. Dredged spoil, solid waste, incinerator residue, filter backwash,
sewage, garbage, qrease, sewage sludge, munitions, medical wastes, chemical
wastes, biological materials, radioactive materials, heat, wrecked or discarded
equipment, rock, sand, cellar dirt, municipal, agricultural and industrial wastes, and
certain characteristics of wastewater (e.g., pH, temperature, TSS, turbidity, color, BOD,
COD, toxicity, or odor).

Section 2. Division 2, Sec. 32.212, Code of Ordinances, is amended as follows:
Sec. 32.212. General Sewer Use Requirements.
(1) Prohibited Discharge Standards.
(a) General Prohibitions. No user shall introduce or cause to be introduced
into the POTW any pollutant or wastewater which causes pass through or
interference. These general prohibitions apply to all users of the POTW
whether or not they are subject to categorical pretreatment standards or
any other National, State, or local pretreatment standards or
requirements.
(b) Specific Prohibitions. No user shall introduce or cause to be introduced
into the POTW the following pollutants, substances, or wastewater:
1. Pollutants which create a fire or explosive hazard in the POTW,
including, but not limited to, wastestreams with a closed-cup
flash point of less than 1400 F (600 C) using the test methods
specified in 40 CFR 261.21;
2.
Wastewater having a pH less than 5.5 e-,.O or more than 9.0 M, or
otherwise causing corrosive structural damage to the POTW or
equipment;
3. Solid or viscous substances in amounts which will cause
obstruction of the flow in the POTW resulting in interference but in
no case solids greater than three-eighths of an inch (3/8") or ninety-
five-one-hundredths of a centimeter (0.95 cm) in any dimension;
4. Pollutants, including oxygen-demanding pollutants (BOD, etc.),
released in a discharge at a flow rate and/or pollutant concentration
which, either singly or by interaction with other pollutants, will cause
interference with the POTW;
5. Wastewater having an average temperature greater than 1130 F
(450 C) 950 F (350 C), at the point of connection with the City's
sanitary sewer system;

Section 3. This ordinance shall take effect immediately upon adoption.
