We b�lieve that �iolations tn such codes should indeed b$ appropriakeiy eniorced, for such viofakions -- esper.iaf�y those governing �xterior con�ltions - - can be a cause for blight while ha�ing a detrim�ntal impact an prap�rky values a�d the in#�grity of our r�eighborhoods. � � It is our understanding that und�r currently existing circumstances a�d cade, a property owner who rents their property must camply with � complex maze of ominous gavernment reg�lations, including: Cle�rwater Community Development C�de (which includes ESuilding 8 Development R�gulatior�s), �lorida Statutes, Deve�opmer�t Standards, Minimum Housing Code 5tandards, City Code of Orciinances, and Occupational License Requirements. . � Al�o, there currently ewsts a process for penalizing violations to the aforemer�tione� reg�lation5, which includes: notificatia� of violation to owner/tenant, civii penalties/citations for prosecution in county court, �nes by order of t�►e Municipal Cade Enforcement Board, Ei�ns against the property andlar the land wMere ihe violatior� exists, foreclasure on a lien, repairs at the violator's expense, resiar�tian of landscaping at th� violat�r's exper�se, revo�ation of a city occupational license, ar�d nuisanc� abatement. In add9ti�n to bei�g ihtrusive and und�ly burdensome to a property owner who demonstrates a proppnsiiy to com,�ly with the devefopment code and tlie existing code of ardinances; the proposed ordinance simply adds additional girth to any alreacfy vo��minous code�ook. Th� ordinanc� reprESents more gn�ernment bureaucracy, nat bet�er, more efficient gnvernance. Eve� if a property is in pristin� conditian, we question whether an owner woufd �e comforta�l� with sfgning the propos�d Affidavit of Campliance.
