Papa's, and Mr. Hunt's pensions were approved by the Pension Advisory Committee (PAC) on. December 11, 1997. Section 2.393 ' (p) provides for normal retirement eligibility when a 'participant has reached age 55 and completed twenty years of credited service.or has completed 30'years of credited service. 'Mr. Wilson' and Mr. Collie qualify under both criteria; 'Mr. George , qualifies under the 30 years of service criteria; and Mr. Lloyd, Mr, Papa, 'and Mr. Hunt qualify under the age 55 and twenty years of service criteria. Mr. dogola's and Mr. Pidala's pensions were approved by the Pension Advisory Committee on December 11, 1997. Section 2.393 (p) provides for normal retirement eligibility when a participant has completed twenty years of credited service in a type of employment -described as "hazardous duty" and further specifically defines service as a Firefighter or Assistant Fire Chief as meeting the hazardous duty criteria. Mr. Gagola and Mr. Pidala qualify under the hazardous duty criteria. BACKGROUND: e Coopers & Lybrand's contract for actuary services was extended to include the 1996 and 1997 reviews in .order to assist with the conversion to a qualified pension plan. The intentions at the time were to rebid the service for the 1998 review. • In 1996, it was determined that other professional services were needed in order to properly manage the new aspects of the pension plan, including counseling employees and dealing with the regulations and tax considerations of the new plan. • An RFP was issued for Third Party Administrative Services and Coopers & Lybrand was selected as a result of that process. Discussions with various vendors during the process revealed that many firms would like to perform the actuary, services and administrative services as a single contract. The services provided by the actuary and the administrative services provider are closely related. a Coopers & Lybrand has now served as Third Party Administrator for one year. During that time we have determined a need to adjust the requirements for services that originally were part of the contract. * Since we are still fine-tuning the services needed from the administrative services provider and since it appears that bidding the contract jointly as actuary and administrative services provider would be in the best interest of the pension plan, staff has worked with Coopers & Lybrand to amend the current contract to a one year contract for both actuary services and administrative services for 1998 and to bid out both services for 1999. • The $13,000 fee for actuary services is the same fee paid for each of the 1996 and 1997 valuations. • Fees paid to Coopers & Lybrand as third party administrative services provider during 1997 totaled $12,610 as of 12118197. Fees will not exceed $13,000 and will include one presentation of the valuation report to the Board of Trustees and any ,correspondence required by the Florida Department of Administration regarding the report. Em 1 e PM-Retirement Plannin Workbo Coopers & Lybrand, L.L.P. will review the workbook prepared last'year and will notify the City as to whether it needs to be revised due to material changes ist law, the pension plan, Social Security, or any other reason. If the information contained in the workbook is materially incorrect due to any changes, Coopers and Lybrand will provide an updated version in camera-ready format by January 31, 1998. The fee for this will be $250. The City will handle the printing, duplication, and distribution of the workbook, BenePt Statements Coopers & Lybrand will provide individual pension plan benefit statements to plan participants. The benefit statements will include such information as projected plan benefits, employee contributions, accrued plan benefits, date of 100% vesting, etc. The fee for preparing the statements will be $1,000. The statements will be delivered to the City around April 1, 1998, for distribution to employees. !Quarterly Pre-Retirement Seminar Coopers & Lybrand will conduct quarterly pre-retirement seminars. These sessions will be targeted to employees approaching retirement and will be presented in a workshop format to groups of employees (etze of group is at the City's option). These workshops will assist the employees in identifying their retirement goals and objectives and the actions required to achieve them. The seminars can be used to educate employees on investment strategy, plan options and the retirement planning process. The fees for the workshops are $80 to $240 per hour for the time involved in the sessions, depending on the staff level desired. Telenhone_Pensi2n Advise and Counseling Servictl Coopers & Lybrand will provide the counseling to employees within one year of retirement on benefit estimates and options counseling. Fees for this service will be up to one hour of counseling per employee at $100/hour. Coopers & Lybrand will get approval from the City prior to counseling any employee. Advice to pity Staff on Tax and Plan Issues Coopers & Lybrand will be available to advise City staff on issues pertaining to tax and plan considerations. The fee for such advice will be $240/hour. Recognizing that service providers and clients have an ongoing need for communication, Coopers & Lybrand will advise the City when discussions are such that a billing will occur. Exhibit A
