Subsequently, when employees were provided an opportunity to make up pension contributions, he did not elect to do so. He began contributing. to the Plan on April 30, 1974. BACKGROUND: Carolyn Carrasquillo, Police Officer, Police Department, was employed by the City on June 19, 1978, and her pension service credit is effective on that date. Ms. Carrasquillo resigned from City employment effective July 5, 1996. As of her resignation in July, Ms. Carrasquillo had approximately 18 years of service and pension participation. The Employees` Pension Plan provides that should an employee cease to be an employee of the City of Clearwater after completing ten (10) or more years of creditable service (pension participation), then such employee shall acquire a vested interest in the retirement benefits. Vested pension payments commence at the time the employee normally would have been eligible for retirement. Ms. Carrasquillo would have completed twenty (20) years of service on June 19, 1998, in a hazardous duty position. Her request to vest her pension was approved by the Pension Advisory Committee on June 13, 1996, and will be effective July 1, 1998.
