Garvev questianed the status af bill�oards. The City Attamey stated negotiatians are continuing
with twa companies. The Mayar expressed concern regarding whether the �ocatian of the bus

PSTA's. Commissioner See! qt�estianed if there are suddenly a lot of new shelters being

Sign �rdinance was a comp�ete surpr�se to Cer�tra! Christian! We have always taken
great pride in our grounds and bui�dings, and strive to opera#e according to aii applicable
reguiat�ons and requirements.
The requ�sted variances are precipitated by fh� noti�catian tha# two signs which
have existed on this Church property for many years, predating the 1985 sign ard�nance
implem�ntat�an date, do not meet code rsquiremsnts. Speci�ica!!y, �he two signs are no#
300 feet apart, and #heir combined area exceeds the allowable l�mit ot 48 square feet.
The main sign is located directly �n f�ont of #he Sanctuary, approximately 238 feet
from the south properly (ine and approximately 228 f�et fram fhe north properiy (fne. It
is a iarge concsete sttucture and s�rves to highlight the Ch��ch's exisience, id�niify our
denominakion, convey when services are heid, and oth�r rela#ed informat�an. '
The auxiliary slgn is located 1T�0 feet south af the main sign, �n �ront vf the
phys�cal lacation of the nursery schoo� within the Church comp�ex. This sign serves to
identify the schoo!'s existence, its purpose, and to set �t apart from the Church's
messages on ihe main sign. Its �ocation is inter�ded #o enabie parents to iocate and
inquire about the schao�'s faci�ities, wt�ich serve an imporiant need in the community.
Strict appl�cation o€ the provisions of the code would require e�iminating the
nursery sign, due to the impracticalEty ak relacating the main sign; r�e�oca#ing the ma9n
sign wou�d be necessary to achieve a 300 foot separation within the 4fi6 feet properiy
frontage on Keene Road.

• The applicant is rsquesting th� #ollowing variances: (1) a variance of 8.3 square feet to

• Propane is usually purehased on a daily basis using an index price, which fluctuates daily as the supply and
demand dictates.
• The current fixed price is at an all time historical law of 38.5 cents a ballon. Durin�; thc 9G197 fiscal year,
we have paid as high as 81.5 cents a�allan,
• This contract will save Clearwater Gas System {CGS) and our gas custamers a�proximatety $G1,00Q in gas
costs when compared to the $1.5 cents.
• Clearwater Gas System needs ta enter into tltis cantract immediakely Ueforc prices start to rise a�ain.
• This represents approximately 1/2 of our annual propane gas usage. This is the maximum �a�lnns tl�at can be
prepayed fro�n Canoco. CGS under this contract is required to pay a nickel up front for each gallon reserved.
The nickel down payment will cost $8,750, but this is included in the 38.5 cenks per gal�on pricc.
• This gas is for resale to our propane gas custamers,

Proposal: To merge the SPJC / Clearwater campus and Easti
Branch of the Clearwa�er Pub�ic Library System on �he SPJC
campus facing Drew Stree�.
A 30,0�0 square foot 2-s�ory public library wou�d be added �o
the fron� of the current 45,000 square �oot 2-story,�unior
col�ege library. The ent�ance facing Drew Street would be i:he
�ublic entrance; the internal campus entrance would serve
the studen�s,
Funding: Penny for Pinellas has $�..5 mil�ion alloca�ed �'or
replacement of the Eas� Library at Drew and Belcher, whzch
has outgrown its 1.5,00� square foot faci�ity �n.d has no room
for expansion. That facility is valued at � 1.25 million and
would be sold. $60�,000 in grant funds would be requested
from �he state and county library funds to comple�e the
project.
SPJC would provide the land and paved restricted parki.r�g for
144 public library customers. The 30-year--old SPJC library is
scheduled for renovation, which would be coordinated with
�h.e public library decor. Additional ameni�ies, such as smar�
classrooms for distance learning, ur�ll be included in the
college library p�ans.
Staf�ng: '�'he public �ibrary has 5�ibrarians anc� 10 support
staf� serving East Library customers. SPJC employs 3
librarians and 7 suppor� staff a� �he Clearwatear Campus. The
two staffs wi11 soon become focus groups to study how to bes�
serve the combined clientele. SPJC would provide custodians,
ma2ntenance workers, and utili�es for the combined
buildings.

Cal�ection maintenance: SPJC and CPLS would con�inue �o
purchase materials for their res�ective collections from their
centralized l.ibrary materials budgets.
Benefits:
(� j Expanded hours: The public Iibrary is now open 64 houxs
per week; the junior co�lege library is o�en 73.5 hours.
The combined library would be open more weekend and
evexa.:ing hours than are curren�Iy available �o �he
community.
(2) l�mproved service: SPJC programs �lecture series, etc. j
would be available to �he public; East Library programs
{s�ory times, book talks, author visits e�c.) wou�d be
availabie for faculty and students. SPJC's early education
program can cooperate with youth services librarians �o
' broaden �he scope of chiidren's programs.
(3) Broadened collection: Availabili�y of SPJC's journais,
reserve material.s, in-depth reference coll�ctions, computer
training Iabs, and d�sfiaxace 1earn�ng capabi�itFes for public
lzbrary cus�omers. Availability of East's best sel�ers,
videos, iiction, CD roms, chi�dren's materials, and popular
non-fict�an for studen�s.
Issues to be re�olved:
(�, ) SPJC librarians have �aculty status and receive higher
salaries than public librarians.
(2) SPJC collection is cataloged according to Library of
Congress system. CPLS uses Dewey Deczmal Sys�em.
(3} SPJC is on �he Col�ege Center for L�brary Automation
(CCLA)automated system which uses DRA sof�ware and
cannects all Florida communi�y co��eges. East is on the
�Gaylord Galaxy sys�em, which connects aIl Clearwater
librarzes and links to o�her public library systems.
