The specific: purpose of this workshop is to review preliminary plans for the portion of Keene Road from Gulf.ta-Bay Bouleyard to Virginia Street. (See Figure 1). The Keene Road project is a highway design and construction project to extend Keene Road from its current end at Gulf-to-Bay Boulevard in Clearwater to Alderman Road in Palm Harbor. PROJEGr OVERVIEW The Keene Road/C.R. 1 corridor has been an integral part of Pinellas County's long-range highway plans for over 15 years. The present MPO 2010 Long Range Plan, first adopted in 1984, included Keene Road as a four-lane divided roadway between S.R. 60 and Alternate U.s. HWY 19. This MFO Plan has been amended several times since it was first adopted and today (1993) the Keene Road corridor is still an important part of the overall transportation plan. Currently the primary north/south travel corridors in central and northern Pinellas County are U.S. HWY 19, Alternate U.S. HWY 19 and Belcher Road. Collector roadways such as Hercules Avenue and Highland Avenue supplement this north/south traffic flow. The Keene Road/C.R. 1 corridor between Gulf-to-Bay Boulevard and Alternate U.S. 19, will provide a major north/south thoroughfare in northern Pinellas County and will serve as a much needed parallel traffic reliever for Alternate U.S. HWY 19. Major portions of this corridor already exist as either two-lane or four-lane facilities. However, several discontinuities and missing segments severely limit the overall effectiveness of the corridor. The section between Virginia Street and S.R. 580 has just been constructed but the full value of the roadway will not be realized until the missing segments near Gulf-to-Bay Boulevard, Sunset Point Road and areas north of Nebraska Avenue are constructed. This roadway project will provide a 90ntinuous multi-lane thoroughfare between St. Petersburg on the south and Palm Harbor on the north. In February of 1987 the Pinellas County Subdivision Regulation Sector Plan,. Traffic Corridor Plan and Right-of-Way Requirements Plan was adopted. This plan established a lOo-foot wide right-of-way for ,Keene Road between Gulf-to-Bay Blvd. and Alternate U.S. HWY 19. Much of the needed land for the extension of Keene Road has been dedicated or acquired in accordance with this plan. The roadway will typically be situated within a 12Q..foot right-of-way, south of Drew Street and within a 100- foot right-of-way north of Drew Street. The schematic plans shown here tonight and the Preliminary Engineering Report were based on traffic forecasts for the northern Pinellas County area using information provided by the County MFO and data collected by King Engineering Associates, Inc. Traffic forecasts, roadway and intersection designs ", were developed using state-of-the-art techniques, and current roadway design standards. The roadway and intersections were designed to accommodate maximum traffic flows through the year 2015 and to provide relatively smooth flowing traffic operations. Throughout the study and design, special attention was given to left turn and right turn storage lanes at intersections to ensure adequate storage area. ", . . The need to minimize additional right-of-way acquisition and construction costs was very important. Right-of-way cost will be minimized by using areas already dedicated to the County for this project and construction costs were minimized by analyzing several alignment and construction options. The schematic plans show that the roadway needs to be a six-lane divided urban facility with curb, gutter and sidewalks between Gulf-la-Bay Boulevard and Drew Street. North of Drew Street to Virginia Street, the roadway will be a four-lane divided urban facility also with curb, gutter and sidewalks throughout (see Figure 2). Full median openings will be provided at acceptable distances to provide for V-turns and access to side roads. The predominant posted speed limit will be 45-mph and truck traffic may be restricted to daytime hours. The typical section (see Figure 2) includes a 20-foot wide grass median and two or three travel lanes in each direction. The inside lanes will be 12-feet wide and the outside lanes will be 14-feet wide to accommodate bicycle traffic. Recovery area between the back of curb and the right-of-way is 12 feet in most areas and will include a sodded area and a sidewalk to accommodate pedestrian traffic. On display at this meeting are: graphics depicting the Project area; the schematic plans for the alignment being considered (including right-of-way requirements for the improvements); typical sections for the roadway; cost estimates and schedules (see Figure 3); and other additional information regarding drainage and environmental considerations. Technical staff from the County's Department of Public Works and King Engineering Associates, the . engineering consultant assisting tbe County with this study, are available to ~er any questions you may have. BACKGROUND: Bid 45-93 covered Clearwater Gas System's annual needs for 11 gas meter & regulator related items to various vendors for the contract period of 3/5/93 to 3/4/94. Schlumberger Industries was awarded a contract for six (6) of these items under Purchase Order #1351 in the amount of $66,766. The other vendors are Key Control, National Meter and Equipment Control. The Schlumberger Industries' purchase order is the only one that needs to be modified as we are exceeding our projected annual quantity requirements. During the first nine (9) months of the contract period, Clearwater Gas System connected a greater than expected number of large up-scale residential homes with high consumption gas loads. The majority of these homes had pool and spa heaters that required the use of Size 675 gas meters that had been originally projected for use on new commercial accounts. The larger gas loads from these residential accounts are certainly enjoyed; however, the inventory of one (1) inch regulators and Size 675 gas meters for the year has already been exhausted. Clearwater Gas System needs to purchase 48 additional one (1) inch gas regulators and 18 additional Size 675 gas meters with connections at an estimated annual cost of $10,746. This amendment will provide the necessary regulators and meters to connect small commercial and large residential customers for the remainder of the contract period to 3/4/94. BACKGROUND: In July of 1986 the ci ty received a permit from the Florida Department of Environmental Regulation to excavate an area of Allen's Creek known as Arcturas Pond. This was done for the purpose of providing increased stormwater detention and silt retention. However, design water elevations could not be maintained due to the failure of an old existing weir incorporated in the design and located at the south end of the pond. This failure caused lower water elevations which deviated the purpose of the pond. This project, as designed, will replace the failed weir, remove 700 cubic yards of accumulated sediment, construct a littoral shelf for water quality purposes, provide an area for sediment removal, and restore the detention capability. The available balance of $108,628 as of September 30, 1993, in the Miscellaneous Ponding capital improvement project is sufficient to fund this contract. RECOMMENDA 110 N/MOTION: Award a one year contract (11/02/93 - 11/01/94) to Marinco Laboratory, Sarasota, Florida, for the purchase of bioassay tests for Water Pollution Control Division at a cost of ' $18,600.00, which is the lowest most responsive bid submitted in accordance with specifications, ~ and that the appropriate officials be authorized to execute same. BACKGROUND: The City is required under the terms of the U,S. Environmental Protection Agency (EPA) and the Florida Department of Environmental Protection (DEP) operating permits to have bioassay tests run bimonthly on its treatment plant effluents. The frequency of the tests, while specified in the permits, can be changed via administrative order, or permit reissuance by either agency. While the City of Clearwater operates a modern, advanced, state certified laboratory with significant capabilities, these tests are highly specialized and involve the use of living organisms. The cost to do the bioassay tests in-house would be prohibitive for the limited number of tests required. An in-house program would require capital expenditures to construct a building with a controlled environment. Special equipment would be needed for rearing, holding and acclimating organisms. These organisms must meet the criteria set by EPA and DEP for toxicity testing and care must be taken to ensure that test organisms obtained from outside sources are disease-free. Passing the toxicity tests requires not only survival of tests species, but also demonstration of adequate growth and reproduction rates in 'a wastewater effluent environment. Failure to maintain a healthy population of anyone of the four required test species, could result in a violation of the EPA and DEP discharge permits. Presiding officer of the City Commission shall be the Mayor-Commissioner. In case of his absence, the Vice Mayor shall assume those responsibilities, and if both are absent, the senior Commissioner in years of service shall preside. The presiding officer shall preserve order. He may call to order any member of the Commission who shall violate any of the rules; and, when in the chair, he shall decide all questions of order, subject to a majority vote on a mot ion to appea 1. Such minutes shall stand confirmed at the regular meeting of the Commission without the reading thereof in open meeting unless some inaccuracy or error be pointed out by some member of the Commission present, and in such event, an appropriate correction shall be made. Upon request, the City Manager will cause the City Clerk to provide any Commissioner with transcribed , excerpts of tapes of City Commission wopkshops or regular or spcci31 meetings. During that conversation, it was brought up that the fresh water effluent that is being put into Tampa Bay, is a possible source of fresh. water - through the conversion, first,of maldng it blackish water I and then using a reverse-osmosis plant to convert it back into potable drinking water. I don't know whether this is a valid thing that we s.hould start studying, or whether we should just be studying building desalinization plants. etc. A fresh water supply for the citizens of Clearwater is an issue that requires long-term planning. It should be done in cooperation with the County aIld with Swiftmud. but I believe the City of Clearwater has the responsibility to its citizens to not sit idly by, waiting for the County 01 Switfmud to see to it we have plenty of drinking water. I would like the City Commission to develop an Ad Hoc Committee to study all levels of this problem and bring to the Commission possible solutions. I understand that former Commissioner Lee Regulski is interested in this issue. and also citizen activist, Roy May. There are, I am sure, some other citi2ens who are interested in this issue. I would like this Committee to be composed of five citizensl one from each of the Commissioners and the Mayor as their Iepresentatives. That would keep them from going evety other day to check out another item until they have 100 items checked out and in their possession. Wright, City Manager From: Arlita Hallam, Library Director copies: Date,: September 2, 1993 subject: commissioner Thomas' request for circulation statistics At Tuesday's budget session, commission Thomas again requested statistics on how frequently individuals check out library materials. For confidentiality purposes, we do not keep materials records tied to individual library customers after the materials are returned; therefore, statistics representing library usage over time are not available. Perhaps his concerns can be addressed, though, with the attached data, which looked at all materials which were out on patron cards on a given date. We ran a statistical analysis on September 1, 1993 (a "slow" time of year), which showed that, on that date, 54,249 library materials were checked out on 17,284 library cards (an average of 3.14 per borrower. Of that 17,284 library patrons, 151 had more than 25 items checked out on their cards. Of that 151 "large users", 118 were Clearwater residents, 23 were non- residents, five were city employees, two were temporary residents, and three were internal library codes. A further breakdown showed that only one customer had more than 100 items checked out at this time. This person was a Clearwater resident, a school teacher, and the books were children's materials checked out from the Main Library. Five customers had 50-99 items checked out at one time. Four were school teachers who had checked out children's materials from the Main, Countryside, and East Branches. Mr. Malowany has no desire to be a consultant to the City of Clearwater, nor does he expect to have an exclusive agreement with the City of Clearwater to sell or lease said Maas property. ~rr. Malowany has been approached by certain out-of-state investor groups / developers, who have expressed desire in developing a significant parcel of real estate for retail and/or other commercial uses. Presently, Mr. Malowany is checking sites of coastal property throughout the State of Florida. However, the Maas property fits the description and requirements of his "group", and it happens to be in our own back yard. Qui te simply, Mr . Malowany has the desire and ability to introduce his investors to the City of Clearwater, which could prove to be valuable to the City of Clearwater. 'However, my client desires to be paid a fee for his services. At the present time, this out-of-state group I have seen the minutes from the August 2, 1993, meeting of the City Commission, and I believe that there was some confusion among the Commission members as to the intent and purpose of said Agreement. However, should my client be the one to procure the developer which is ultimately selected by the City of Clearwater to develop the Maas real property, then my client should be entitled to compensation. Mr. Malowany will not work for free, and I doubt that this development group will become aware of the Maas site by any other means. In any event, it is a "no risk - no lose" proposition for the City of Clearwater. The agreement, as previously submitted, was simply a proposal and remains subject to some negotiation. I request that the City of Clearwater revisit my client's proposal, and further request an opportunity for my client to address the City Commission at an open forum. Kindly advise. After each storm, as well as when normal wind-driven sand accumulates, we must gather and remove sand from public facilities at the beach. In the Spring of 1990 we dredged 4,000 cubic yards of saod whioh had accumulated in the Clearwater Harbor cove adjaoent to Coronado Drive (where the pirate ship docks). We believe that oertain sand dunes along the beaoh adjacent to our facilities are significant contributors to thIs ccn,stant maintenanoe problem. It is our desire and Intention, with your permission of course, to ' properly seek a permit for the removal of these dunes I " , It Is our Environmental office's assessment that the use of the property maintenance consideration is the best strategy for obtaining the necessary permits for the removal 'of the dunes. We believe that we can take the palm trees and sea oats out, remove or spread the sand on the beach, and replace the trees and oats in their exaot previous oonfiguration. Fort Harrison Zoning Study. Commissioner Thomas had one question in his memorandum - whether Ordinance No. 5309-92 allowed nonconforming residential structures to be rebuilt in the existing footprint. That ordinance addressed a zoning change only, revising the zoning of a portion of the study area from RM-8 to RS-8 (from multifamily to single family). The Commission did act to exempt certain properties on the north side of Venetian Way from the rezoning, thereby allowing them to remain zoned for multiple family. The Commission recently adopted Ordinance No. 5411-93 that allowed reconstruction of nonconforming single family residential uses.2!J.ly. At the conclusion of the discussion and action on the N. Fort Harrison Zoning Study, the Commission directed staff to research the potential effect of a similar regulation for multifamily structures. We anticipate providing the Commission with a report on this within 60 days. Commissioner Thomas also requested that the N. Fort Harrison area be resurveyed to determine the accuracy of the material that the staff presented at the City Commission meeting. As this is a potentially lengthy survey, I anticipate that it will violate the "Eight Hour" Rule. Also, the resurvey may not be necessary if the code is changed to allow nonconforming residential uses to be reconstructed. Consequently, I am requesting permission to delay this study until we are able to present the Commission with our findings concerning the addition of multiple family uses to the nonconforming use regulation section covered by Ordinance No. 5411-93, or until the Commission directs that the resurvey should be an immediate priority work task.
