Data for the Clearwater Beach Pier 60 newspaper survey was collected
and scored as follows:
Based on input from Ream Wilson, Bill Held, Bill Baker, Jeff Harper, Jim
Lange, and the list of attractions proposed by the Clearwater Beach
Association, the survey consisted of 1 3 specific options and two
blanks spaces for write-in options. Respondents were instructed to
choose as ,Illany options as desired, but to number them in order of
importance, with" 1" being the most important. Options not chosen
were presumed unimportant and were assigned the low value of 15.
Options chosen but not ordered were presumed equal and were
assigned the average value of 7.5.
The survey was published once in the St, Petersburg Times, twice in
the Tampa Tribune (quality problem on their part),' and once in the
Beach Views.
Forty-eight completed surveys were received and recorded, Of these,
31 were from the St. Petersburg Times ad (29 mailed/2 faxed), 9 were
from the Beach Views ad, and 8 were from the Tampa Tribune ad (2
mailed/4 faxed). For each of the 1 3 specific options listed in the
survey, an average value was calculated with the lowest value
indicating strongest preference. The write-in options, due to their
diversity, were listed but not ordered,

,',In comparison, Tom Tobin of the 8t, Petersburg Times received 41
phone calls in response to their survey. Of these, 1 9 wanted to leave
the beachfront as is, 6 wanted only minor changes, and 1 6 expressed
original ideas.

SUBJECT: Parks and Recreation Board/Proposals for P
DATE: May 31, 1994
As requested, the Parks and Recreation Board discussed possible
proposals for the pier 60 site at its Board meeting of Monday,
May 23rd. Although considerable discussion took place regarding
the subject, only five of the eight members present expressed their
views. Of the five, three members felt that the City should not do
anything with the property. A fourth member felt that development
would assist in attracting people to the beach while the fifth
member felt that an open air theater might be successful.
After general discussion, members felt that there would be no
unified position of the Parks and Recreation Board but, rather,
each person would express their interest at the City commission
meeting if desired.

SUBJECT: pier 60 Proposal/Beautification Committee
DATE: June ~, 1994
As requested, the city's Beautification Committee discussed
proposals for the pier 60 site that might be considered by the City
Commission at the meeting scheduled for June 7th. Mr. Bill
Baldwin, Chairman of the committee, distributed copies of a
proposal that was prepared by his Architectural Firm, The Baldwin
Group, Architects Inc. Mr. Baldwin explained various elements of
the proposal and, after discussion, a consensus of the Committee
was to support the proposal and for it to go forward for
consideration by the City commission.
Seven copies of the proposal are attached for city Commission and
City Manager Office review. Further, Mr. Baldwin will attend the
City Commission meeting on June 7th and be available to give an
overview of the proposed project.
