Well-planned anc� desifinecl tech- nology promotes self-servicP, at any time, with access to multiple city ser- vi.ces, support�d by municipal nm- ployees �vhose jobs and roles are dra- matically changed. We cannot em- phasize enough the profound systeinwide changes in internal busi- ness practices required to enable such an environment. To ignore the role of the ein�plo��ees and their prepara- tion is a sure-f.ire invitation for di- saster. The new service delivery model is not merely about technology; it is about fundamental changes throughout th� organization. The nature of the changes and their iin- pact become obvious when looking at a continuur:l of service delivery through Web technology, which Gartner has identified as "The Four Phases of E-Government" (Figure 2). �'he �awr l�hases of E-Governrnent P�1s�e One - P�esenee; Local �overnments moved quickly to estab- lish a presence in the Web commu- nit}�. In addition to tlle increased technology skill sets, the department managers (the contenk experts) and senior staff began to take greater ownership of expecta- tions and delivcry. During this time period, the num- ber of households wit}i access to the Internet increased to approximately 40 percent. To add tu the cornpl�x- ity, citizens, busin�sses, and other governmental agencies become active participants ii� accelerating the level of commitment from city leaders to provide additional capabilities. I'hase 3 - 'Cr�ns�cti.on: The stakes ir,crease, the deman�is increase. Gartner research analyst Mark Smolenski recently reported, "Today, SU percent of U.S. householcis have Internet access, and Uy Z005, Gartiler projects that 75 percer�t of house- holds wil� be connected." It is not just the numbers that are increasing, but the eYpectations as well. As the popu)ation cor�tinues to gain com- fort �vith the Web services offered Uy the private sectar, they come to ex- pect similar capabilities from the g�vernm.ent s�ctor. Inherent in providing this level of integration is the required develop- ineilt of policies and decisions sur- rounding work flow modification, data security and privacy, none of which is a si�nple matter. It is irnportant to point out that the sliift from I'hase 2 to Phase 3 is far more dramatic than the shift froin Phase 1 to Pliase 2; it is not sim- ply the passing of time. In Phase 3, th� organizational i-�eed for business process reengineering (i.e. work flow modification) «nd the further invest- ment in technology resources (sys- terns, staff, training, vendors and sourcing providers) causes the efforts to rise to the level tlzat calls for local leaders to bring their full attention to the issues. It is in th:s phase that the sense of "transformation" is truly recog- nized. The integration efforts to align and forever immerse business processes with technolagy are not cosmetic, not a fad, and certainly not for tlie faint of heart. As such, on- going planning for organiz�tional readiness is of paramount impor- tance. The chatlenge to Ieader�hip is to construct a completely ne�N way to manage the delivery ot service t� co�stituents. The technolo�ry indus- try has barrowed such �erms as "in- frastructure" and "architecture" ta describe attribuies af system designs.
