Trustees of the Agenda Item 11 Employees' Pension Plan 1/18/00 Meeting Date: Agenda Cover Memorandum SUBJECT/RECOMMENDATION: James McCulley, Gas System, be allowed to waive his vested pension as approved by the Pension Advisory Committee. and that the appropriate officials be authorized to execute same. SUMMARY: James McCulley, Gas Sales Representative, Gas System, was employed by the City of Clearwater from July 11, 1988, to January 3, 1999. On January 3, 1999, Mr. McCulley resigned from his pension eligible position to accept a contract position with the Clearwater Gas System. At the time he resigned, he formally requested to vest his pension. On November 6, 1999, the Gas Sales Representatives were converted from contract positions to regular civil service positions. Mr. McCulley was again pension eligible as of that date. Mr. McCulley's pension eligibility date needs to be adjusted by the number of days he was a contract employee which was 306 days. since he had vested his pension, in order for this to occur, he has requested that his previous vested pension rights be waived. This request was approved by the Pension Advisory Committee on December 9, 1999. Upon approval by the Trustees, Mr. McCulley's original pension eligibility date of July 11, 1988, will be adjusted by 306 days, making his new pension date May 13, 1989. SUMMARY: • PriceWaterhouseCoopers, LLP was selected as the Employee Pension Plan's actuary as a result of an RFP. A three year contract was approved at the February 16, 1999 Trustee's meeting for $105,000. Fees included in the request included the cost of three (3) annual actuarial reports ($16,000, $16,500, and $17,000) as well as the estimated costs for annual pre-retirement workbooks, individual employee retirement benefit statements, quarterly retirement seminars, employee retirement counseling, and a minimal amount for miscellaneous actuarial advice to staff. • In November 1999, this contract was increased by $15,000 due to a need to conduct actuarial analyses on the costs of potential changes to the pension plan. These changes include: 1. an option for retirenvient at age 65 with at least 10 years of service, 2. a cost of living adjustment, 3. converting to high five years rather than last 5 in the benefit calculation, and 4. changes required by legislation regarding police and fire only (Section 175/185). • Prior to any changes being implemented, a formal actuarial impact statement must be prepared for the State. PriceWaterhouseCoopers has quoted a cost of $3,500 to prepare impact statement(s) on these changes. Two impact statements may be required based upon the timing (items 1-3 in one statement and item 4 in a second statement). This price is based upon 2 separate statements. • The changes for items 1-3 will require a referendum which is scheduled for March 2000. This authorization will provide for the pension plan's portion of the cost (not to exceed $10 ,000) to be paid from the pension plan.
