BACKGROUND:
· The Request for Proposals and Qualifications for the Downtown Eastern Corridor Property represents a continued
opportunity to join In the downtown revitalization and renaissance activities taking place in Clearwater's Central
Business District.
· The preferred office development will complement nearby existing and proposed land uses. The preferred
development will be evaluated for:

The Request for Proposals and Qualifications for the Downtown Eastern Corridor Property
represents a continued opportunity to join in the downtown revitalization and renaissance
activities taking place in Clearwater's Central Business District. Clearwater's Community
Development Agency (CRA) is interested in offering a prime location in its Central Business
District, Eastern Corridor for a financially sound business to locate and develop an office facility
on 1.21 acres, located on the north side of Cleveland Street, just west of Missouri Avenue. The
preferred office development will complement nearby land use patterns. The preferred business
will produce jobs that will support families and provide growth opportunities. Brownfields
economic assistance may be available.

The Clearwater City Commission has prepared a Vision Statement that includes a strong
commitment to economic development., and the continued creation of new businesses that will
produce jobs that will support families. Clearwater is a Suncoast community that cares about the
health and safety of its community. A recently-released document entitled "One City. One
Future" outlines the City's blueprint for redeveloping the Downtown, among other areas of the
City. Development proposals should be compatible with the concepts in this document. Copies
of "One City. One Future" are available upon request.
The City of Clearwater is a full service waterfront community with a pennanent population of
over 100,00 people located along the West Central Gulf Coast of Florida in the Tampa Bay
Region.
Clearwater is the County Seat of local government, and is located in Pinellas County, a peninsula
with long beautiful beaches fronting on the Gulf of Mexico to the west, and Tampa Bay to the
east. The City of Tanlpa is located dL.-ectly east of Clearwater linked by the Courtney Campbell
Parkway Bridge over Tampa Bay.
The City of Clearwater's Economic Development Team is a highly trained group of
professionals employed by the City to assist in the development ('If new business and associated
opportunities. Economic Development Services include: land planning and engineering
expertise; streamlined permitting assistance; financial advice and funding incentives; a
City/Merchant Group Alliance to facilitate the Central Business District, and a resourceful
Chamber of Commerce dedicated to the business community.

As part of the proposal submittal, each Proposer must demonstrat~:

2. Ability to demonstrate a significant workforce of above national mean wages;
3. Ability to demonstrate compatibility with nearby properties; and
4. Ability to provide a sound financial history.

Accept Warranty Deed for former Annex property and transfer from City of Clearwater to Community
Redevelopment Agency (eRA).
II and that the appropriate officials be authorized to execute same.
BACKGROUND:
. On 1/15/98, the former Annex property was declared surplus at an advertised public hearing by the City
Commission.
. The City Commission finds that there is a valid public purpose for the transfer to the CRA.
. The attached Warranty Deed transfers said property from City to CRA pursuant to Clearwater Charter
Section 2.01 (d)(4)(iii).
