BACKGROUND: · The Request for Proposals and Qualifications for the Downtown Eastern Corridor Property represe"nts a significant step forward in the downtown revitalization process in Clearwater. Clearwater is interested in offering a prime location in its Central Business District, eastern corridor subdistrict for a commercial, office, residential, recreation and/or a mixed use development on the subject 14.3 acres. The preferred development will be evaluated for: . The development proposal; . The developer's qualifications; . The economic benefit to Clearwater; and . The financial capability of the respondent . The idea behind the RFP/Q is to generate interest in the annex site during a time of significant economic growth activity and respond to a "catalyst development" at the annex site. . " . , REQUEST FOR PROPOSALS AND QUALIFICATIONS DOWNTOWN EASTERN CORRIDOR PROPERTY The City of Clearwater is requesting development proposals and qualifications for a highly visible comer parcel consisting of 14.3 acres of cleared vacant land located in the eastern corridor of the City's Central Business District. Clearwater is offering this prime location for a financially sound business to develop residential, office, recreation, commercial and/or mixed use land uses. The preferred development proposal will produce significant economic benefit to the City of Clearwater and its citizens. INTRODUCTION The Clearwater City Commission has prepared a Vision Statement that includes a strong commitment to quality economic development, and the continued growth of businesses that will produce Florida median income wages ($27,483) and higher. Clearwater is a Suncoast community that cares about the health and safety and economic growth of its community. The City of Clearwater is a full service waterfront community with a pernlanent population of over 100,000 people located along the West Central Gulf Coast of Florida in the Tampa Bay Region. Clearwater has just completed the construction of a new Municipal Services Office Complex, consisting of approximately 153,000 sq. ft. office space, and a five-hundred car parking facility, which now makes available the opportunity for development on this highly visible 14.3 acre site, located in the eastern corridor of Clearwater's Central Business District. The City will welcome proposals that include this site and combines other adjacent and abutting properties which exceed ten acres in size. These privately owned parcels are located directly west of the subject property and are currently listed and offered for sale. Clearwater is the County Seat of local government, and is located in Pinellas County, a peninsula with long beautiful beaches fronting the Gulf of Mexico to the west, and Tampa Bay to the east. The City of Tampa and Tampa International Airport are located directly east of Clearwater linked by the Courtney Campbell Parkway Bridge over Tampa Bay. SITE/SITUATION - INFRASTRUCTURE - INGRESS/EGRESS The subject property is located in the Eastern Corridor of the Central Business District, bounded by Cleveland Street, a four lane State Road to the north; Court Street, a four lane State Road to the south; Missouri Avenue, a four lane road to the east, and \Vashington A venue~ a local street to the west. The sit~ is located in the Federal Brownfields Pilot Program area and is also located in Clearwater's Community Redevelopment Area (CRA). Clearwater is currently in the process of completing a contamination remediation project at the northern portion of the site, a former fuel tank site. All utilities are available and stubbed at the property lines, including Clearwater owned natural gas service. Natural gas air conditioning rates are approximately 500/0 less than electricity for heating and cooling purposes. The Land Use Plan Classification is Central Business District with an Urban Center Eastern Corridor Subdistrict, with a mixed use residential/office/commercial comprehensive plan designation. OUALIFICA TIONS As part of the proposal submittal, each Proposer must demonstrate: 1. An ability to provide a proposed plan for all of the 14.3 acre site; or all of the 14.3 acre site in combination with adjacent properties; 2. An ability to demonstrate a significant workforce equal to or above the national median Income; 3. An ability to demonstrate Innovative Technology and design; and 4. An ability to provide a financial history. SUBl\'HTTALS The following submittals will be required as part of the RFP/Q: 1. The proposed economic and land use of the site and detailed or conceptual site plans; 2. Name of Finn, address, telephone and name of representative authorized to negotiate with the City of Clearwater Officials; 3. Existing location(s) ofBusiness(es); 4. Names(s) qualifications and experience of key personnel; 5. A summary of qualifications of the developer and the person or persons who would be directly responsible for supervising the design and construction of the building on the site, especially with regard to their prior experience in accomplishing development of similar projects in scale and character to that which is proposed; 6. A statement identifying the firm or organization that will be responsible for managing the development, including a description of the form of relationship to be established between the developer and the management organization (i.e., parent or subsidiary corporation, partnership, lease management contract, etc.); 3 ':~: ,',':" '.'; " '.' A statement of the relationship between the developer and any parent companies or subsidiaries that might also take part in the development; 13.
