The following procedures sha11 govern appeals to the Community Redcvelopment
Agency from final denial of an appl�cation for Storefront Improvement Grant Program
funds.
1. An a�plicant whose grant submission has been �nally denied must file a
written Notice of Appeal, stating the gr�unds upon which the applicant contests the
denial decision, with the Clerk of the Community Redevelopment Agency within ten
days of the date on which the denial occurred. Failurc to timely file a Notice of
Appeal sh�.11 be deemed a waiver of the right to appeal.
2. Upon receipt of a Notice of Appeal, the Clerk of the Comrnunity
Redevelopment Agency shall notify staff of such receipt and shall agenda an appeal
he�ring for the next av;ulable Agenc� mee�ing. Notice of the meeting shall be mailed,
certified mail, return receipt requested, to the applicant. Appeal hearings shalt not be
deenied "pu6lic hearings" for purpases of advertising requirements and appeaxances by
members �f the public.
3. At the appeal hearing, the following procedures shall apply:
a. The hearing shall be condueted in an informal manner; the Florida Evidence
Code shaU not apply.
b. The applicant shall have the right to appear and to be represented by an
attorney, architect, or other designated person.
c. The applicant may pr�sent such factual evideace, exhibits and witnesses and
make such legal argument as the applicaiit decros necessary and relevan� to the appeal
issues; howev�r, tJ�e applicant will be limited to a maximum time period of one-half
hour for� such prese�.tation.
d. Following the apPlicant's pre�entation, staff may preseat such factual
evide�r.e, exhibits and witnesses and make such legal argument as it deems necessary
and relevant to the appeal issues; however, staff will be limited to a rnaxirr�um time
period of one-half hour for such presentatian.
e. I'3o persons other than the applicant and staff shall have the right to appear
or be heard at the a�peal hearing.
f. Members of the Agency may ask que,stions of the applicant and staff during
aad after the presentation. The Agency may allow the applicant to ask questions of or
seek clari�ication from staff, an�d may allow staff to ask c}uestions of or s�ek
clarification fron� the applican�.
g. Following presentation�s by the applicant and st�.ff, the Agency may hold
discussian of the appeal �nd shall then vote; the Agency may uphold the appeal,
up�hold the appeal with conditions, or deny the appeal. Any such action taken shall be
approved by a majority vote of those members present and voting. A tie vote shall be
deemed a denial of the appeal. Alternatiively, �n the evenx that the Agency needs

4. The decision of the Agency shall be final, aaid there shall be no right of
further appeal to any court or adrninistrative agency from said decision.

Work is perfiormed under the direciion of the Community Redevelopment Agency. Work requires the
exercise of broad administrative and management skiiis. along with strong interpersonal and
communication skilis.
Typical Tasks or Assignmenis:
Prepares analysis of economic conditions and changes occurring in community redevelopment areas.
such as business growth, structural obsolescence and tacility deterioration, traffic flow, �ccessibiiity
of pa�rking, etc. Defines private sector benefits through detailed market analysis and studies of demand
anc9 timing factors tor investment, indesiment recovery peri�ds, etc. Projects public benefits in job
growth, property and sales tax revenue, tax base enhancements, investment recovery periods, etc.
t?evelops short- and long-range proposais for improving the vitality of community redevelopment
a�eas. Seeks to identify blighted o� slum areas �nrithin the cammuniry redevelopment area. Develops
sirategy proposals to eliminate blight and promote• revitalization, dive�sification, ex�ansion, and
economic dev�lopmerL Submits analysis and strategies to the CRA lhrougF� action pian pr�posals,
including ecanmmic� technical. and political decisian-mal�cing conc�ms. Prepares and submits an annual
list of objectives and the budget to the CRA for its operation. Provides for the publication of such budget
proposaf� and schedules pubiic he�rings on the budget prior to adoption by the CRA. Assures that legal,
accountic�g� and budgetary requirements with respect to �he CRA budget, property holdings, and
financial trar�saciions comply wi4h professional and legal requirements. Maintains an undated listing of
ail CRA property and finances and submit� quarterty financial and performance reports and asset and
liabil�ty listings to th� CRA. Innplernents process for property owner input in the redevelopment
effort.
Miinirrium ��alification Requirements:
a. Kn���l�d��, skills, and abilities:
Tho�augh knowtedge of the p�inciples and practices of management, maricetiny and redavelopment
7horough knowriedge of business devel�pment. teasibility analysis, re�i estate investment, and lar�d
devetopment processes.
Ability to bec.�me fam�liar with the natural and ecanomic resources of Clearwater, including the
existing industry. tax stru�ture� environmental regulations. utitiiy systems. traRSportation
systems� financing techniques� and other facio�s of importance in e�conomic redeveiopment.
Considerable skill in the presentation of data �n written form and in public speaking before groups.
b. �ducat�an, Training �nsi Experience:
6achelor's degree in �usiness or public admie�istration, finance, � marketing, management, real
estate� p'anning o� ciaseiy-related t3eld or any equivalent cor�binatiori oi education, Vaining, and
experience. Cansiderable experi�nce in� community redevelopmen4 progr�ms desired.
