As you are aware, there is no scarcity of available commercial space in the area. 2) Our promotional plans c all for the media to be informed of our project in a more formal manner, rather than as a matter of course in a council meeting. Press relations are critical in a project such as ours and our well-formulated plans would be handicapped by such an informal revelation. 3) We are a private company, and as such our investors have no desire to make public our financial affairs. We wen~ joined by Steve Kelly, Superintendent, Building & Maintenance Division who provided the attached estimate in the amount of 532,843.30 to complete necessary building renovations. Upon conclusion of the tour. the committee met at Police Headquarters and I was requested to chair the meeting in your absence. The minutes of that meeting will be published under separate cover. However, as I am scheduled to depart for vacation tomorrow through October 24, I wanted to forward this information to YOll to initiate those actions necessary to utilize the Stepps building as a temporarv winter drop-in center which was the consensus of the committee. Contingent upon sllccessful temporary acquisition of the building for this purpose. it was the consensus of the committee to target early January to begin operations under the direction of a paid staff person assisted by volunteers. to lIse the building only as an overnight sleeping facility, with an evening meal consisting of soup and san<.l\'.:iches provided by St. Vincent de Paul Soup Kitchen. B~ird, Director, General Services; File SUDJECT: stepps Building/Renovations DATE: Sep~ember 30, 1993 On \vednesday, September 29, 1993, the Building and Maintenance Division performed an inspection of the above facility to determine renovation costs for converting the building into a homeless shelter. The utilities are turned off at this time so any conclusion on the operating condition of the plumbing and air conditioning systems is based on a visual inspection only. There did not appear to be any major faults with the sewer and water systems. The aj c systems are very old, one roof r.\ounted air handler is rusted out on the bottom and needs to be replaced. Our recommendation is to replace both systems with roof-mounted package units. Overall the building appears to be in good shape. In May of this year several exterior stress cracks were repaired and in that five month per iod there does not appear to be any further settling occurr ing. There are several items tha t ha ve to be completed before occupancy could be conside~ed, such as fire alarm system, emergency lighting, and ADA and Standard Housing Code requirements. Naturally, the building requires extensive external and internal renovation which would be implemented at the expense of The \Vhale & Dolphin lv1useum of Clearwater. Our proposal to the City of Clearwater which shall serve as a notice of intent only and is subject to further negotiation. is as follows: \Ve are willing to enter into a renewable lease with the City of Clearwater for a duration of no less than two years and no more than five years to lease the premises at 1180 Cleveland, including full and exclusive utilization of the building, parking lot and yard areas. \Ve are willing to accept the building in an II as-is" condition with the full understanding that various structural and systems renovations and repairs need to be performed at the expense of The \Vhale & Dol phin :tvIuseum of Clearwater. The \Vhale & Dolphin Ivfuseum of Clearwater will pay the City of Clearwater a monthly lease payment of $2000 per month, net of all utility charges. To partially compensate The \Vhale &Dolphin :tvIuseum of Clearwater for the extensive expenditures required to perform the various structural and systems renovations and repairs, the City of Clearwater would agree to 'Naive the first eight months of lease payments. The \Vhale & Dolphin Museum of Clearwater agrees that any and all renovations and repairs exclusive of exhibits and movable property of The V\7hale & Dolphin lvfuseum of Cleanvaterwill remain in the building at the termination of the lease and become the property of the City of Clearwater. Since time is of the essence in this lease proposal. It is estimated that the average attendee will spend two hours and thirty minutes in The Whale & Dolphin Museum of Clearvvater, although the admission will allow unl imited use of the facilities for a full day (The Cetacean Experience tank will be subject to an additional fee.) The admission price to The Whale & Dolphin Museum of Clearvvater will be rou.~hly equ jvalent to a movie ticket, thereby assuring an excellent value for the public's investment.
