Program, Inc. (Systematic Tralning for Effective Practice in Preparation for Sercnity). - Recommendation/Motion: To approvc a five year lease apreement with S.T.E.P.P.S.Programs, Inc., a 501 (c)(3) organization, for use of the C.R.A. owned building located at 1180 Cleveland Street. (Lots 4-8, Gibson's Clearwater Height Subdivision) 'rn and that the appropriate officials be authorized to execute same. BACKGROUND: At the Community Redevelopment Agency meeting of September 4, 1990, the C.R.A. approved the concept of leasing the agency-owned property at 1180 Cleveland Street to the S.T.E.P.P.S. Organization. The property will be used for counseling, pregnancy training and day care purposes. It will also be used as a residency for women in need and their baby and or child. The S.T.E.P.P.S. organization will pay the Community Redevelopment Agency $120,000.54 for a GO-month lease. Rent for months one through three will be $3.00 ($1.00 per month) with subsequent payments of $2,105.22 monthly for the remaining fifty-seven (57) months, payment due on the first day of each month. The lease can be terminated by the Community Redevelopment Agency upon 180 days written notice to the S.T.E.P.P.S. organization. The approval for a conditional use - Group Care, Level III, and child day care - from the Planning and Zoning B~ard was obtained on October 2, 1990 with the following conditions: 1. Prior to occupancy, all local and state building, fire, health and safety regulations to be complied with; 2. Vehicular access and egress be limited to only the existing west curb cut along Cleveland Street; the easterly curb cut to be removed and a five foot wide landscape buffer strip provided; 3. The parking area to be property striped delineating parking spaces and movement and incorporate necessary buffer and interior landscaping pursuant to Section 136.023 of the Code~ 5. An on-site outdoor play area be provided and so designed to ensure user safety. The S.T.E.P.P.S~ organization will be responsible for conditions I, 3, 4 and 5. The City will be responsible for condition 2. The City Attorney has reviewed the lease and included language in Paragraph 8, protecting the City from any liens that could be placed on the property.
