INTERIM EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
During the period beginning effective date of permit and lasting until Final Effluent Limits become effective
in accordance with the Schedule of Compliance contained in Attachment II to the Enforcement Compliance Schedule
Letter, the permittee is authorized to discharge from outfall Serial Number 001.
Such discharges shall be limited and monitored by the permittee as specified below:

SCHEDULE OF ,COMPLIANCE
1. Complete and submit the Facility Plan not later than March 31, 1978.
2. Begin Construction not later than July 31, 1979.
3. Attain operational level (meet the final effluent limitations) not
later than July 31, 1980.
4. Submit a report of progress every 9 months beginning upon the
effective date of this permit and lasting until attainment of
final effluent limitations as given in Part I.A.
5. Meet all the terms and conditions of the Permit, except as provided
above.
6. Meet all the terms and conditions of the Enforcement Compliance
Schedule Letter and the attachments thereto.

The Environmental Protection Agency has approved the
final plans and specifications for your sewerage project
subject to your completing and obtaining State Agency
approval of the items noted on th~ attached sheet. These
items must have our approval also before we concur in any
contract award.
You may now advertise for bids on the construction of
this project subject to the conditions mentioned above. You
are cautioned not to advertise unless you have a proper Wage
Rate Decision that will not expire before bids can be
received and tentative contract award made. Please send us
a copy of the advertisement as soon as it is placed, and a
copy of the bid tabulation as soon as possible after bids
are received. If there is any proposed contract of
$1,000,000 or more, we must obtain approval from the Office
of Equal Employment Opportunity and Contract Compliance
prior to award.
We are returning to you, under separate cover, and
approved set of the final plans and specifications. These
must be available at all times. The enclosed five copies of
Part nBn of the Offer and Acceptance are to be completed
after bids have been received and submitted for review with
supporting documents including a detailed cost breakdown
sho,.,ing the units, unit cost, and value of the eligible
work. When revi~.,ed and approved we wll authorize you to
make the proposed award.

ITEMS TO BE INCORPORATED IN PLANS & SPECIFICATIONS PRIOR TO BIDDING
The items listed below are to be incorporated in the plans
and specifications by addendum or revision (change order, if contract
already awarded) before the bid opening date.
PLANS
]. An implementation schedule must be provided to show that adequate
aerobic sludge capacity will be available as the plant flow
approaches the interim design capacity of 8 MGD.
2. Documentation must be provided to show that the existing grit
removal and screening capacity and influent pump station capacity
will be adequate for the ultimate design capacity of 10 MGD.
3. The contract completion time of 900 days appears excessively
long. Justification of this time allowed must be submitted to
EPA for review prior to bidding.

We have reviewed the revised enforcement compliance letter dated February 8,
1977, from Mr. George L. Harlow, Chief of the Water &'forcement Branch of
the Environmental Protection Agency, regarding the compliance schedule for the
Clearwater East Treatment Facility, NPDES FL0021865.
The revised compliance schedule, Attachment II of the letter, states that operational
level to meet final effluent limitations will be not later than July 31, 1980. This
date agrees with the compliance schedule originally submitted to EPA by the City.
Therefore, the City can execute the enforcement compliance schedule Jetter and
return it to the Environmental Protection Agency.
