Section 301(i) (1) of the Clean Water Act of 1977 authorizes the Environmental
Protection Agency (EPA) to grant extensions of the July 1, 1977, treatment deadline
through permit issuance or modification to certain publicly owned treatment works.
The criteria for eligibility for a 301(i)(1) extension are as follows:

An explanation of the various options available in requesting or rejecting a
30l(i)(1) extension is given in Attachment A. If you believe you are eligible, you
may request an extension by marking the appropriate box on Attachment B and returning
it to: EPA, Water Enforcement Branch, 345 Courtland Street, N.E., Atlanta, Georgia 30308.

You may submit additional information supporting your request, or you may rely on
information already in our files. The Water Enforcement Branch may ask for addi-
tional information at a later date.
If you do decide to request a 30l(i) (1) extension, you must notify by letter
all potential tie-ins as to the date and fact of your 30l(i) (1) request, and provide
EPA with proof of notification as specified in Attachment B.
In closing, we are aware that there will be some confusion as a result of the
changes contained in the Clean Water Act of 1977. This is particularly true if you
currently have an effective Enforcement Compliance Schedule Letter. Please do not

A. If you were previously issued an Enforcement Compliance Schedule Letter (ECSL),
and you do not wish to be considered for a 301(1)(1) extension, EPAwill:
Continue to honor the terms and conditions contained in your ECSL.
Your ECSL will be cancelled on the expiration date of the permit
or July 1, 1983, whichever comes first.
