Box 4748 Clearwater, Florida 33518 February 29, 1980 Pinellas County Clearwater East O&M, CS Inspections Re: NPDES Permit No. FL0021865 Clearwater East WWTP Dear Mr. Shoemaker: On January 7, 1980, the Florida Department of Environmental Regulation performed an NPDES Compliance Sampling and Opera- tion and Maintenance Inspection at the Clearwater East wastewater treatment plant located at 3141 Gulf to Bay Boulevard, Clearwater, Florida. This inspection was performed by Mr. Alexander MacEwan, Jr. This facility is a 5.0 MGD activated sludge wastewater treatment plant with chlorinated effluent discharged to Old Tampa Bay. The city applied for a construction permit to modify the existing facili ty by the addition of automatic backwash sand fil te.rs to minimize suspended solids loading in the plant effluent. Permit No. DC52-26605 was issued February 4, 1980. The overall rating of the plant is acceptable. At the time of the inspections there were no problems observed with the operation of the plant. Staffing and training were adequate and the appearance of the plant was satisfactory. Maintenance records and the spare parts inventory were adequate. The plant has a standby electrical power available and has an adequate alarm system. Review of your self-monitoring data and the tests run by the Department on January 7-9, 1980 indicate compliance over the past year with the State permit conditions and the Enforcement Compliance Schedule Letter. It appears there is an infiltration problem in certain sections during periods of heavy rainfall. The plant experienced abnormal flows in April causing an increase in suspended solids in the " . -, 1 Mr. A. L. Shoemaker Page 2 , effluent. The new construction may alleviate part of this problem. The staff should be commended for their efforts in maintaining and improving the appearance of the plant and the grounds.
