07/15/2008 PUBLIC ART & DESIGN ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER July 15, 2008 Present: Josh Bomstein George Ann Bissett Sarah Butz Mark Flickinger Alex Plisko Jr. Howard Warshauer Chair Board Member Board Member Board Member Board Member Vice-Chair Absent: John Timberlake Board Member Also Present: Margo Walbolt Christopher Hubbard Marsha Beall Cultural Affairs Manager Public Art Specialist Staff Assistant The Chair called the meeting to order at 2:05 p.m. at the Municipal Services Building. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes - April 15. 2008 Vice-Chair Warshauer moved to approve the minutes of April 15, 2008 as submitted to members. The motion was duly seconded and carried unanimously. 3. Old Business a.) Private development status Mr. Hubbard discussed private development projects: Oak Cove - 210 S. Osceola Avenue. Oak Cove's projected budget for this project has just increased by $300,000, therefore contributing an additional $3,500 to the discretionary fund. Oak Cove has been granted a temporary seal on the project with a hold on their final CO. . Residence Inn - 940 Court Street - project is progressing well. The developer's commissioned artist Nayer Kazemi to create a "water feature" in the lobby. That artwork has come in under budget; therefore some of the remaining required funds are being used to purchase local artist's works for display near the entrance and lobby area. Any remainder of the dedicated monies may be contributed to the public art fund. . Island View - Osceola Avenue. This was a proposed multi-residential project that has been tabled due to current economy issues. Public Art 2008-7-15 1 b.) Clearwater Bayfront Promenade Project This project is moving along. The plans have been submitted to appropriate departments for approval. This project's budget along with in-lieu contributions from Oak Cove development should surpass $200,000. This money will be used for a public art piece to be located below the bluff near the direct entrance to the boat slips and promenade, which allows for maximum visibility and accessibility. An "Artist Selection Panel" will need to be formed. Since the composition of the panel is dependent on the nature of the project and site, this panel should be comprised of knowledgeable people in art, marine background or people tied to the Bayfront area. Members ensued discussion regarding potential advocates. Suggestions included the Coachman family, Jay Titus, Countryside High School and area design professionals. Members may email Ms. Walbolt with additional suggestions. Ms. Walbolt also asked members to consider facilitating another "Imagine Art" forum in early Fall 2008 at the Main Library. c.) Fire Station #48 . Artists selection status The Public Art Selection Committee met and reviewed twenty-five artist proposals for public art at Fire Station #48. The Committee narrowed the selection down to four (4) artists and will finalize a selection at a meeting on: When: August 6, 2008 Location: Main Library, 2nd floor Board Room Time: 1 :00 - 5:00 p.m. d.) Cleveland Street Rotating Sculpture360 Exhibition . Public Celebration - a public celebration for the Sculpture360 exhibition is planned for July 22, 5:30 p.m. at the Atrium Building lobby, 601 Cleveland St. The festivities will begin with introductions and thanking partners; C-View will show taped interviews of each one of the artists; a docent will be at each sculpture with information on the art piece; downtown merchants will be present; the art pieces will have hotline numbers posted for people to call in and learn more about the artist and their work. Member Bissett and Butz may be available to volunteer their time that evening. Ms. Walbolt reported that under a CRA discussion item at the City Council Work Session on July 14, Mayor Hibbard expressed concerns regarding the absence of Council approval in the public art selection process. Currently, the Public Art Ordinance requires the Public Art Selection Panel to report their selection to the PADB for final approval. Any changes to that process will mean amending Ordinance NO. 7489-05 through Council action. Further discussion will ensue. Public Art 2008-7-15 2 4. New Business a.) Clearwater Beach Recreation Center Mr. Hubbard advised the cost of the renovations to the Clearwater Beach Recreation Center surpassed $500,000. This project has now become an eligible city capital improvement project under the Public Art Ordinance guidelines. Due to the small scope of this project, which will have an approximate budget of $6000, a "direct artist selection" process seems appropriate in this case. The desired medium is glass. The committee should include the Library Director or designee, a Recreation Staff representative, Arts professional and artist. Suggestions included: Sue Benjamin to fill the Arts professional, and Constance Plisko to serve on the Selection Committee. Members are encouraged to submit additional nominations and a vote will be taken via email. b.) Cleveland Street Banner Opportunity Ms. Walbolt updated members about the public art "Outdoor Gallery Banner Project". The initial cost of purchasing each banner is minimal ($110) plus $100 artists' honorariums. No general funds will pay for this program. The Cleveland Street District Banner Program was brought before the CRA Council Session on July 14. The proposal was to display street pole banners bearing artists' work that would further enhance the image of the Cleveland Street District (CSD) as an "Outdoor Gallery." Council approved "Clearwater Gets Jazzed" as the theme for the first banners to be displayed from September through part of December of 2008. The banner artwork will relate to Clearwater's connection and celebration of jazz music. A "Call to Artist" will be sent out. The designs will be printed on the banners and the banners will be displayed in the center blocks of downtown. Sponsorships and partnerships will finance the program. CRA staff will request that the Downtown Development Board fund the first run of the banners. c.) City Building Exhibitions Public Art Exhibitions - City Hall Lobby . June 4 -Aug. 29, Youth Artist Exhibit featuring works from Life Force Cultural Academy dancers and Morningside Recreation Center Spring Campers. Clearwater Main Library Galleries . June 1 - August 28, Youth arts-Children's Banner Exhibit. Area students created more than 20 unique banners using textile arts. This is in conjunction with the 2008 National Handweavers Guild Convention in Tampa. Council did a proclamation declaring June as "Clearwater Celebrates Youth Art". d.) Pre-approved roster of Art Professionals Mr. Hubbard asked if the Board would be interested in a pre-approved artist roster to help expedite forming selection panels. Members were in agreement. Public Art 2008-7-15 3 e.) Meeting time discussion An additional PADB meeting may be called in August to approve the Public Art Selection panel's final artist selection for Fire Station #48. Members will be advised. 5. Items not on the Aaenda Ms. Walbolt and Mr. Hubbard reported on their recent trip to Philadelphia to attend the American for the Arts Annual Conference. They attended some great public art sessions and had an opportunity to see many of their public art mural projects. 6.
