RECOMMENDATION: Approve a request from James C. Komar, Pres., Clearwater
Central Catholic High School, PSA, to conduct a bazaar (Springfest) on Jersey Jim Towers'
parking lot at the S, W. Corner of S, R. 60 and U. S, 19 on February 11. 12, & 13, 1977, subject
to concurrence of the Traffic Engineer, Police Chief, Fire Chief and the issuance of a permit
by the Licensing Inspector; and authorize the issuance of a special permit for the sale of
beer on premises.

BACKGROUN 0:
In the attached letter dated November 29. 1976 Mr. Komar outlined a carnival-type activity
to be called a "springfest" that the Clearwater Central Catholic High School Parish School
Association wishes to conduct for the benefit of the High School. Mr. Towers" owner of the
property at the southwest corner of U. S. 19 and S. R. 60 has granted permission for use of
his property for this activity.
Section 25.04 (8) of the Zoning Code pertaining to prohibited activities in a CG Zone,
provides that "Carnivals, tent shows, exhibits and other temporary amusement projects,
except where special permit has been procured from the City Commission, If It is the
City Attorney's opinion that a special permit can be issued for the sale of beer during such
activity under the provisions of this section of the Ordinance.

preliminary architectural plans for the Main Library.

BACKGROUN 0:
The staff recently submitted an application to Economic Development Adminis-
tration reqaesting funds under the Public Works Employment Act. One of the
projects submitted was the Main Library for the City of Clearwater, Florida.
The firms of Mudano Associates, Architects, Inc. and McElvy, Jennewein,
Stefany and Howard, Architects/Planners, Inc. were chosen as the architects
for this project and a contract was approved by the City Commission on
October 25, 1976. On November 18, 1976, the firms outlined to the Commission
their initial concept plan. At this time they would like to make a brief
presentation of their preliminary architectural plan for the Main Library
which would include an artist's rendering of the building and a detailed
site plan, depiction of all front facings and a design scheme for the front
layout of the building.

The City's inventory of application programs now exceeds four hundred (400) with numerous
in-depth new systems currently in development and more new systems scheduled for develop-
ment later this year. It has become evident that the planned staffing level of seven (7)
Systems Analyst/Programmers is a rninimum staff size. This staffing level is belo~ the
nine (9) minimum recommended by Mr. Mel Ruhe (Chairman of the Data Processing Control
Committee), who has been acting in the capacity of a consultant to this committee.
Currently the City is functioning with a staff of seven (7) Systems Analyst/Programmers
of Which three (3) are funded by the C. E. T. A. program. The operation of Data Processing
is seriously handicapped by the use of a high percentage of temporary employees. We
cannot make long-range plans or even attempt to improve the operation of Data Processing
as long as employee continuity is in question. It is considered essential that a minimum
staffing be solidified.
