The Local Government Comprehensive Planning Act of 1975 mandates that the governing body
shall establish procedures for providing effective public participation in the Compre-
hensive Planning Process and particularly in the preparation of the Comprehensive Plan
or Element or portion thereof. The staff has prepared a set of procedures for public
participation in the preparation of the Comprehensive Plan. These procedures provide
tllat Elements of the Comprehensive Plan hereafter undertaken shall be prepared in four
basic steps. Public participation would be afforded at each of these four steps. The
procedures are attached, and the staff recommends adoption of these procedures by
reference.

RECOMMENDATION: Adopt a resolution approving an agreement between the
Seaboard Coast Line Railroad and the City of Clearwater for the construction of a new
grade crossing on Fairwood Avenue and for the installation of gates and flashing lights
at that crossing.
~ And that the appropriate officials be authorized to execute same.
BACKGROUN D: When Fairwood Avenue between the railroad track and Drew Street was
developed, it was aligned on Fairwood Avenue which is located north of the railroad track
for purposes of providing a continuous street. This new street would permit access to the
Wood Valley area :from Drew Street. It would also provide a short route to Eisenhower School
from the Wood Valley Area.
A public hearing was conducted by the Department of Transportation on February 6, 1975, to
determine whether a new grade crossing could be constructed. The DOT approved the grade
crossing conditioned upon the installation and maintenance of automatic signalization
consisting of cantilevered flashing lights, ringing bells, gates, and sidewalks.
The Capita1 Improvement Budget provided for the construction of this crossing, including
the instal1ation of the gates, in the 1975-76 fiscal year. The agreement with the
railroad calls for payment by the City of $1606 for work performed by the railroad in the
tmmediate vicinity of the rails and for payment of $43,400 for the installation of the
gates, lights, and bells. These charges are based on estimates pro,rided bY' the ra.ilroad
and are subject to increase or decrease in accordance with the itemized statements
submitted by the railroad upon completion of the installation.
Approval of this agreement will permit the City Engineering Department to proceed with
"advertisement for bids for construction of that portion of the street needed to connect
''.-',the area north of the railroad tracks to the area south of the railroad tracks.

BACKGROUN 0:
Included in the 1975/76 Operating Budget was an appropriation for
replacing the roof and repainting the Jack Russell Stadium.
Because the contract for roof replacement was not bid and approved
prior to September 30, 1976, the appropriation lapsed and it is neces-
sary for the City Commission to formally extend the appropriation
by amending the General Fund Operating Budget as presented.
