MEMORANDUM TO:

The City Commission of the City of Clearwater
S U BJ ECT: Main Library Contract with Joint Venture Architects
RECOMMENDATION: Approve the contract with Mudano Associates Architects,
Inc:,.and McElvy, Jennewein, Stefany & Howard, Architects/Planners, Inc.,
(a Jo~nt venture) for the design of the Clearwater Main Library.
OJ And that the appropriate 'officlals be authorized to execute some.
BACKGROUN 0:
In accoraance with City Commission instructions, the staff has met and
negotiated a contract with the joint venture architects for the Main:
Library design. Some of the pertinent factors of the contract include:

That the existing building will be analyzed for possible inclusion
into the new main Library.
Estimated cost of the library are:
a. Utilizing 1960 Addition and remainder of existing library
New Construction @ $45 sq. ft. (45,000 sq. ft.)

The first task of the architects is to evaluate and
recommend to the Commission which approach should be
followed.
For each of the above, the architectural services including the
architectural design, interior and landscape design is $181,650.

If E. D. A. funds are not available, the cost to the City until such
time as a bond referendum is passed, will be $136,237.50
If the City receives federal funding for the project, additional costs
will be incurred due to the accelerated design requirements creating
overtime in the amounts of:
a. Using the total existing building
b. Using only the 1960 Addition of the existing Building
c. Construction of a new building
These costs will not be incurred unless the City received the
federal grant.
An additional cost will be the utilization of a library specialist
to be hired by the architect at a cost of $5,000 maximum.

RECOMMENDATION:
That the City Commission approve the contract with Williams and Walker, Architects,
Chartered to complete the designs for the Branch Libraries on Starcrest Avenue and at
Countryside.
b And that the appropriate offlciols be outhorlzed to execute same.
BACKGROU NO: Per City Commission direction, the staff has negotiated the att~ched
contract with Williams and Walker, Architects, to complete the designs of a branch ltbrary
on the Starcrest site and a second branch library at the Countryside site. The architectural
fees are as follows:
Starcrest Branch Library:
18,600 sq. ft. building at $35. 00 per sq. ft. = $651,000 (cost of building).
Original Architectural Fee @ 7.3% of $651,000 = $47,500.
