RECOMMENDATION: City Commission rezone from CG (General Business) to CTP (Commercial Tourist Facilities) properties described as items 2A, 2C, and 2D in the public hearing notice. BACKGROUN 0: Under City Commission direction, the Planning Department is examining properties that are not ~oned commensurate with actual or probable use. This recommendation recognizes the established and planned tourist facilities at the North end as they relate to CTP zoning and the public beach develop- ment; the Hotel-Motel recreational demands at the South end of Sand Key and similar uses in Belleair Beach. A representative for those persons who own property adjacent to the Sheraton Motel contacted the department and verbally indicated acceptance of CTF. Mr. Bernard Powell, representing his interests in the South area, was present at the Planning & Zoning Board meeting and indicated acceptance per the comments contained in the attached handout/letter. The Planning & Zoning Board and Planning Director support the ~osition contained in said handout/letter. Gulf Blvd. is 100 ft. R/W. This recommendation recognizes the existing high density high-rise uses and future development as the established pattern on Gulf frontage. It also xecognizes completion of planned condominium development on fingers to the southeast. . Frank Felix of U.S.Steel and Dennis Thompson, legal representative for U.S. Steel did not object to this xequest at the Planning & Zoning hearing of June 1, 1976. John Blakely, legal representative for Guaxdian Mortgage Investment Trust, spoke against RM-28 north of the Gallery Restaurant and indicated a preference for CTF zoning. Jack Wolle of the Planning Department noted that CTF would be spot zoning with residential usage and zoning to north, east, and south. 'This would inj ect commercial characteristics, into a residential' area. .- Mr. Blakely did not object to RM-28 on finger to southeast, or a probable private yacht club facility. He did go on record as opposed to the yacht club being open to the public. Probable use for these parcels is in a state of flux and should be determined within a 6 month period. Withdrawal recommendation is based on development efforts in process. Mr. Powell spoke to potential business usage and feasible support from residents of Sand Key and Belleair Beach. Mr. ,Wolle indicated staff support if limited to six months, within which time staff would re-examine these parcels for zoning to proper usage. BACKGROUN 0: The Comprehensive Land Use Plan shows this area to be Public/Semi-public as presently zoned. Attorney William L. Gilkey represented Northwood Estates at the Planning & Zoning Board public hearing and explained the economic difficulties in sales of church sites within the 40 acre Tract I. He pointed out the agreement with the City, when Northwood Estates was platted, that should the developer be unable to sell, with ISP zoning, all or any part of Tract I, within a reasonabl period of time, then Tract I or any remaining part may be rezoned to a density not to exceed 3.3 dwelling units per acre. Two 5 acre church sites have been sold and he has hope of selling a third; however, he requested to rezone the remaining 2S acres into a RS-60 district. Of this 25 acres1they are in negotiation with the School Board for sale of 10 acres just 'south of the remaining ISP area. Once purchased, the 10 acre piece could be rezoned Public. The Planning and Zoning Board and the Planning Director concur with this recommendation. MI. Aaron Turner, the complainant recently reported to the branch that a job promotion within his department was given to a white person who was less qualified and who did not have seniority. Mr. Turner further stated that he and one other Black person were more qualified for the promo- tion and had more experience with the department. I believe you will agree that much has been said and written about seniority and job qualification as it relates to Blacks and employment, including promotion. However, this present situation is atypical. The Blacks here, appear to have what such a promotion requires: qualifications plus senioritYJ yet, these to Black men were denied the promotion. As you are probably aware, the NAACP, organized iri 1909, has as one of its basic objectives, the fight against dis;:rimi-' nation and segregation based solely on race. The project has been approved by the Environmental Protection Agency and a grant offer in the amount of $5,775,000 was made to the City on February 19,1976, and was accepted by the City on March 4, 1976. A Step 1 planning grant is pending for a deep well investigation ,.to evaluate deep well injection as an alternative to advanced wastewater treatment for effluent disposal. The test program will include the construction of test injection and observation wells to make a determination as to the feasibility of disposal of effluent from this plant by deep well injection. If effluent disposal by this method does not prove feasible, the remaining section of the plant will be constructed with additional treatment . components to provide advanced treatment of the wastewater with discharge into Tampa Bay. All of the treatment facilities and deep well investigations will carried out with 750/'0 Federal grant assistance from the Environmental Protection .Agency. , .
