'. '. " .' , BACKGROUN D: Traditionally, the City has maintained as many as 19 separate active bank accounts with the three major downtown banks (First National, Bank of Clearwater and Barnett Bank). This practice has made the investment of idle cash cumbersome. IIi ,the interest of maximizing the City's investment capability, these individual accounts have been grouped into a consolidated cash account, in which all independent funds have an equity based on daily receipts and disbursements into this consolidated account. ' The Consolidated Treasurer's Account will provide for better investment opportunity, will facilitate the control of idle cash to the minimum required by the bank, and will provide an opportunity to award the commercial bank business of the City based on competitive proposals. " . .', .' The procedure used to solicit proposals was to invite every commercial bank in Clearwater to submit a proposal, based on a description of the kind and volume of services required. Of 14 banks, four responded with proposals, of which the Barnett Bank's was most competitive.
