BACKGROUN 0: On November 20, 1975 Ordinance #1591 was adopted. This
Ordinance, among other things, designated 'no wake' zones and prohibited water skiing
in 'no wake' zones. At the time of adoption of this Ordinance (second reading), Section
6-9.1 (c) which geographically defines 'no wake' zones was amended to include the basin
southeas t of Horizon House on Island Estates, A resident of Horizon House stated that
water skiers were causing damage to the bulkhead at Horizon House.

In a letter dated December 9, 1975, Hil Morris, Chairman of the Marine Advisory Board,
stated that the Marine Advisory Board requested that water skiing be permitted in the
basin southeast of Horizon House.

Residents of Horizon House have submitted a petition requesting retention of the ban on
water skiing in this area.
On January 12, 1976, Andy Nicholson, City Civil Engineer, examined the seawall
adjacent to the Horizon House and could find no damage to it.
This public hearing was continued from the Commis sion Meeting of February 19 to the
March 4 Meeting at which further information on the safety aspects of water skiing will
be presented.

County's artificial re~f program, with the provision that the present staging area will be

BACKGROU N D:
O~ March 4, 1974 the City Conunis sion adopted Resolution 74-31 which confirmed the City's
intention to accept Pinellas County's offer to take over the City's Artificial Reef Project and
to participate in the program under County auspices, subject to the County's obtaining staging
areas in other parts of the County so that all materials would not have to be staged through
the Clearwater staging area. The County has obtained a staging area on St. Petersburg Beach
to handle materials from the south County area.
The purpose of this agreement is to provide a more adequate staging area at the Seminole
St. Boat Docks and to formalize the arrangement so that the County can proceed with construe
tion of a suitable docking facility in the bay, adjacent to the Seminole Street Boat Docks at
the western terminus of Seminole Street. It is estimated that the County will expend over
$100,000 in the construction of the docking facility.
The $1.00 per year lease agreement runs for a period of 10 years and gives the County an
option to renew for another 10 years, providing that the property is being utilized in support
of the Artificial Reef Program.

SUBJECT:
Northeast Wastewater Treatment Plant Grant Offer
RECOM MENDATION: Accept the grant offer of $5,775,000.00 from the Environmental
Protection Agency for construction of an $8 million primary and secondary portion of
the Northeast Wastewater Treatment Plant, subject to the Grant Offer conditions
being acceptable;
. And that the ,appropria1e officials be authorized to execu1e same.
BACKGROUN 0:
The Department of Environmental Regulation and the offices of Congressmen Kelly and
Young haye advised the City that a Grant Offer of $5, 775,000 for the Northeast Wastewater
Treatment Plant has been formally approved and is forthcoming. This Grant Offer, as
indicated in the status report received by the Commission February 19. '1976 is to fund the
primary and secondary portions of the plant with the disposal system to be funded by an
additional grant. A planning grant to evaluate deep-well injection as a disposal system has
been forwarded to the State Department of Environmental Regulation and is now being re-
viewed.,
The total cost of the plant through the 8 mgd secondary portion, is $7,700, 000, of which
$1, 9ZS, 000 will be the local share (Safety Harbor's portion of the local share is approximatliy
$560, 000).
This recommendation is subject to receipt of the actual Grant Offer, and the conditions
being acceptable. If this has not been received by the City prior to March 4, 1976, this
item will be continued until the March 18, 1976 Commission meeting.
The grant would be subject, also.. to the City Commission authorization of the sale of the
$8 million water and sewer bond issue M~rch 18, 1976.

city officials, the School Board, and the legislative delegation,
This section gives the County commission the authority to remove
these officials and their employees from office. There is also
broad language concerning the County's authority to manage the
growth of the County and to prevent the development or use of
land contrary to what the County feels is pollution of'the environ-

SUBJECT:
Resolution for Designation of Clearwater Beach as a Major Attraction
RECOM MENDATION: Adopt a resolution requesting the Florida Department of Transpor
tation to determine if Clearwater Beach qualifies to be designated a major
attraction and if so, that the City be authorized to install distinctive traffic
signs to guide traffic to Clearwater Beach.

BACKGROUN D:
The Traffic Engineering Department has been interested in installing distinctive route
signs to guide traffic traffic to Clearwater Beach along the various routes that serve
motorists whose destination is the beach. The Florida Department of Transportation
has indicated that there are some guidelines which must be met before such signing can
take place. It is necessary that the destination be declared a major attraction. This is
an official act performed by the DOT which permits installation of distinctive signs.
In order to have this designation made it is necessary for the City Commission to pass
a resolution asking that it be done. We believe that since there is a substantial nurrher
of visitors to Clearwater whose prime objective is Clearwater Beach, such signs would
be valuable to guide these motorists to their destination.

RECOMMENDATION: Table an appeal from Mr. & Mrs. Terry D. Clark for waiver of
sidewalk installation at their property, lot 69, block M, Brookhill Unit 7, 1428 So, Hillcrest
Avenue, and instruct the City Manager to review applicable City Ordinances and report back
to the City Commis sion with his recommended revisions.

BACKGROUN 0:
In conjunction with construction of a new residence at 1428 S. Hillcrest Ave., Mr. & Mrs.
Clark are required to construct a sidewalk in conformance with Section 7 -6 (City Ordinance
#=1380) of the City Code of Ordinances.

Mr. & Mrs. Clark submitted a request to the City Manager for a waiver of installation of a
sidewalk. The staff recommended denial of the request because it did not meet the provisions
of Section 7 -6 of the City Code of Ordinances, i. e., impracticability of constructing a side-
walk, or entailment of an undue hardship. Consequently, the City Manager denied the rEquest
In a letter dated February 4, 1976 Mr. Clark requested that he be placed on the City Commis
sion Agenda to appeal the denial of the sidewalk installation waiver.
On February 19, 1976, the City Commission considered the Clarks' appeal and continued the
matter to the meeting of March 4, 1976.
At the City Commission Work Session of February 27, 1976 it was the consensus of the City
Commission that the Clarks' appeal be tabled, and that applicable Ordinances be reviewed
and 'revised. Also, it was suggested that the City Manager obtain recommendations from
the Sidewalk Committee on where sidewalks should be installed on an assessment basis.
