The property to the east, 'al thou~!1 zoned RS-50, is being used for storaee
garage purposes based on a series of actions and deninls through 1962-63 and
a 1964 court order after City denial. The property to the south is also
being used for 5toraGc gara~es hnsed on a 1967 request to rezone (south half
of request granted).
,No facts were presented ~~ich indicated need for additional storage garages,
hO't\Tcvcr. a continuing encroachment into a re~identially-zoned area 'vas '

Pinellas County passed Ordinance No. 74-15 relating to zoning and full disclosure
requirements and conditions for continuation of zoning hearings. The City responded
by directing the Planning staff to incorporate a similar requirement and establish
policy and procedures ~ithin the Clearwater zoning ordinance. The City further
indicated that upon passage of such an ordinance, it ~uld then exempt itself from
the County ordinance.

BACKGROUND:
At such time the City Commission reviewed the County zoning application
disclosure requirements, it also reviewed and directed that current Planning
and Zoning Board and City Commission policies concerning action on denials,
denials without prejudice, continuances, withdrawals, and resubmittals of
annexation and zoning requests, and rezoning requests, be written into the
zoning ordinance. Such wmendments and additions, and clarifications give
consisteIlt direction to City Connnission action and provide guides to
applicants for their response.
The Planning and Zoning Board and the Planning Director concur with the
recommendation.

RECOMMENDATION: Implement the recommendations proposed by the Parks & Recrea
tion Department, of which one effect will be waiving the non-resident fee for recreation
programs conducted on City facilities by non-City organizations, including the Upper Pinellas
County Winter Youth Instructional Baseball League.

BACKGROUN D:
'The Upper Pinellas County Winter Youth Instructional Baseball League has requested the
waiver of the non-resident recreation fee for their program. In view of this organization
being very similar with others in the City, it is suggested that this program be considered
in relation to others in the City.
Attached is the report of the Parks & Recreation Department with regard to these programs~
In approving these recommendations, the request of the Upper Pinellas CountyWinter Youth
Instructional Baseball LeaglEis thereby granted.
In the event these recommendations are not approved by the City Commission, it is
recommended that the request of the Upper Pinellas County Winter You.th Instructional
Baseball League be denied.
Recommendations:
1.' Non-resident fee based on the per capita expenditure be adjusted to $15.00.
Z.' A family fee of $37.50 be allowed in lieu of per capita fees where this application would
, be less expensive (based 011 average family size of 2. 5 persons).
3. The policy of exempting playgrounds, drop-in programs, activities where individual
, , admission tickets are sold, and rentals of public facilities, be continued.
4. ' All programs conducted by outside leader ship and which contain a maj ority of City
residents, be exempted from paying non-resident fees,

BACKGROUND:
28 proposals were received from consultants interested in the Downtown Redevelop-
ment Study; and following is the Staff's recommendation for selection of the
consultant for this study:

An initial screening committee of four: John Ehrig (CAC),
Paul Bergmann, City Planner and Tony Shoemaker, ACM,
twenty-eight (28) to seven (7) semi-finalists.

BACKGROUN 0: Approximately six or seven years ago the Tampa Fire Department
gave to the Clearwater Fire Department a Gamewell Fire Alarm Switchboard and three
repeaters that were surplus to their needs. This equipment was very old. It was,
however, of the same make and model as equipment used by the City of Clearwater and at
the time the equipment was accepted by the City it was the intent of the Fire Department
,to use it to expand the capacity of the alarm system.
The decision was made to replace the old Gamewell system used by the City with a new,
modern system before this equipment could be incorporated into the old Clearwater alarm
, system.
" .The Tampa Fi re Department would like to recover the equipment so it can be placed in a
. museum.

Mayor Joseph Wornicki of Pinellas Park, was appointed as a member of the Blue
Ribbon Committee to review the proposed Pinellas County Charter. In connection
with his duties as a committee member, Mayor Wornicki sought legal advice from
the Pinellas Park City Attorney.
A motion was passed unanimously at the September 3, 1975 meeting of the Pinellas
County Council of Mayors that the 24..member municipalities be assessed $60, 00
each to defray the costs of the Attorney. If additional costs a:re incurred, these
costs will be absorbed by the City of Pinellas Park.
According to the Articles of Association of the Pinellas County Council of Mayors,
dues shall be established from time to time by vote of the memhership to defray
such proper expenses as may be incurred by the Council.

Included in the approved budget for 1975/76 are three positions mentioned above which
were justified by the Departments in the budget preparation process, When the Commission
approved the budget these positions were among those the Commission indicated a desire to
r,eview prior to any appointments being made.
,On October I, 1975 the Clearwa ter Municipal Court will be officially moved, to the County.
In accordance with negotiations between the City and the County, current Municipal Court
Employees have bem promised that they could remain City Employees if they desired. Six
,C~urt Employees have elected to remain with the City. Currently there are three available
openings which can be filled. This reql.lestto fill these additional three positions would ac-
complisb the dual objectives of (1) responding-to the need for additional help in these three

, BACKGROUND:
At its regular meeting of June 16, 1975 the City Commission approved the award of
, 'a 'contract to Motorola for two radio consoles, subject to the cities of Largo and
Dunedin agreeing to a consolidated communications center and entering into a
contract. The contract has been agreed to by the City Managers of Largo and
Dunedin and in concept by the City Commissions of both cities.
Federal funds of $19,000 (750/0 of the cost) must be expended by September 20, 1975
or they will be lost. In addition, the local share of $6, 352 has been allocated in the
fiscal 1974/75 budget which must be expended prior to September 20, 1975.
