to the needs of citizens and to improve the efficiency of its operations,
WHEREAS, the County Commission of Pinellas has chosen to select and
appoint a "Blue Ribbon Committee" that purports to represent the interests of
County res idents, and
WHEREAS, the said "Blue Ribbon Committee" is badly constituted in
that residents of north Pinellas County are not represented, and one of its mem.bers

WH EREAS, the County Commies ion is not apparently sensitive to the
requirements of the cities that residual home rule powers should remain 'un-
enumerated in said cities,
WHEREAS, nothwithstanding the serious problems attend~nt upon the
present efforts to develop a Charter for the governmen~ of Pinellas, it is important

on behillf of the Clearwater Employees Association for the City's position on granting
CEA an all inclusive bargaining unit and a five percent (5%) cost of living increase.
I am sure that over the years you have represented employee groups you have found,
as I nave, that an employer's greatest asset is satisfied enlployees. And that with
this satisIaction employees exhibit all the attributes that bring about job efficiency
and other factors tnat develop a degree of job accomplishment vs. salary relationship '.
that is desired but most difficult to achieve, whether it. be in the privt't~ or public
eector of em.ployIm nt.
1 believe that the taxpayers of Clearwater have every right.. as'l bave - to'be proud
of the work team developed by the Clty. I refer especially to the loyalty, efficiency
and devotion to duty exhibited by these employees in performing the services required
to meet the needs of the citizens of Clearwater.
..As the.,Mayor and a citizen of Clearwater, I am concerned regarding the present and
future welfare of our employees. I believe that it is encumbent upon the City to do
everything pos sible to pay wages and provide fringe benefits tbat will make the City
,highly competitive on the labor n'1arket in which it must compete~ This competition is
necessary to retain our present employees and as need dictates; to be able to hire
'new employees who possess the high standards found in our prellent employees. I
believe that such. a policy is in the best.interest of the City and the taKpayers when

BACKGROUND:
The St. Petersburg Junior College, by agreement with the City, has been conducting
swimming classes at the Morningside swimming pool for students at the Junior College.
The Junior College desires to continue this program in the Fall term at 8:00 A. M. on
Tuesdays and Thursdays.
Since the students would be utilizing the pool at a scheduled time, in conjunction with a
College-sponsored educational program, the College has requested that the non-resident
recreational fee be waived. The time of u.se requ.ested would not adversely affect normal
utilization of the pool.

Replacement and Enlargement of existing Bridge across Druid Road at
Stevenson Creek.

in Linn Lake in critical periods and also make it possible to remove
Hyacinths by using equipment parked on the Bridge.

Koontz Equipment Co. did not meet specifications in that a single slot was required
on alternate bids and the lack of a change lock on alternate "B". They do not make an
automatic type. Rockwell, alternate liB" has three slots rather than a single slot as
required. Therefore, Rockwell's alternate "A" was the lowest bid meeting Traffic
Engineering specifications.
The agreement with the County approved by the Commission on June 16, 1975, will
require the addition of $5,954 to elP 2501 for the acquisition of the meters called for
in that agreement. These funds are available from projected surplus Parking Fund
revenues this fiscal year, and this cost will be fully recaptured within one year by
additional parking revenues.

Grant Application to Department of Community Affairs
RECOM M EN DATION: Authorize the City Manager to submit an application for a
grant to the State Department of Community Affairs for $8,000 to be matched by the City.
.And that the appropriate officials be authorized to execute same.
BACKGROUND:
The City received a grant of $18,266 from the Department of Community Affairs for
fiscal year 1974/75. A total of $179,000 was available for 1974/75 for the governing
bodies in Pinellas County. This year, the amount allocated for the entire County is
$70, 000. It is known that Pinellas County, St. Petersburg and three or four other
municipalities have, or will apply, for these funds. The grant application can be
amended if the City Commission desires, in the future, however, the deadline for sub-
mission is September 1, 1975. It is therefore requested that the enclosed application
be approved and the City Manager authorized to submit the application.
