BACKGROUND:
The Planning and Zoning staff ~s pursuing the 'City Commission policy of
eliminating high density zones above a 28 density. The proposed Ordinance
amendments Will accomplish this and other corrections as previously requested.

. BACKGROUND:
Subject property is located 'no~th and south of' Palm Bluff, west of N. Osceola
and is within 500 ft. of Clearwater Bay. This prpperty falls under Commission
direction to, be considered for rezoning to a lower density. Existing zoning
permits high rise and o'~er has challenged the legality of any do~m-zoning.
At the last two Planning and Zoning Board meetings, attorneys Ed Whitson and
Jody Wolfe, representing }tr. Bleakley, and the Clea~ater Yacht Club respective~
ly, presented a proposal of zoning involving RH-~4 zoning (in, order to make' ' .
property eligible for special e:Kception consideration for Yacht. Club use)" and
-an ~greement to covenant to RM-24 density and height. The Board expressed
a desire to ~ave a Yacht Club located on subject tract (following proper
Eoard.of Adjustments and Appeals application and approval), but it could not
accept the proposed higher dens~ty covenant which vas inconsistant with
~resent usage and future zoning patterns established for similarly situated
,~roperties in the N. Osceola area of study~ A preliminary plan exhibited
at th~ first meeting showed marina and clubhouse parking arrangements. ,
Higher density of ID1-14 covenant proposed by .~he Yacht Club recognized resale
value of the property--if BAA,and County/State agencies' p~rmits for ,~he
marina usage did not :naterialize.
The Planning and Zoni-'lg Board and the Planning Director Bupport

BACKGROUND:
City Commission in
a Softball Complex, in accordance with the recommendation of the Parks & Recreation
Department and Board. When the City Commie sion considered the Capital Improvement
Program for adoption on September 3J 1974, a motion was unanimously adopted to
delay the Softball Complex and to utilize these funds for additional Neighborhood
'Recreation Faci1itie~. It was agreed that fina~ decisions on the specific use of these
funds would await a briefing sessi.on with the Parks ,8.t R,ecreation Department an<;l the
Parks & Recreation Board. The Parks & Recreation 'Staff and Board will be present
at the Work Session Thursday to discuss this issue in detail.
The 1974-1980 Capital Impr ovement Program was presented to the

AGREEMENT ON WATER RUN-OFF STUDY
RECOMMENDATION: That a motion be passed approving a cooperative funding agreement
with the U. S. Dept. of the Interior, Geological Survey, whereby that agency will conduct a
study of water rWl-off characteristics in Clearwater and the surrounding area, with the City
. providing $6,500. in matching funds for the period of study, July 1, 1974 to July 1, 1975,
with future participation to be as mutually agreed upon, and that appropriate City officials be
BACKGROUND: Because of a paucity of data on urban run-off characteristics of water-
sheds in the Clearwater area. a comprehensive data base is necessary to support current
environmental and ecological studies. Such a study would provide vitally needed information
in the implementation of the City's Master Drainage Plan. The U. S. Geological Survey has
the capability of performing such in-depth studies.
The comprehensiveness and quality of their work is exemplified in the Sanitary Landfill
study that this agency made for the City in 1972.
The study will eventually 'encompass Hillsborough and Pinellas Counties, and will take six
years to complete, Funding for future years is contingent upon avail~bi1ity of Federal
.funds and as mutually agreed to by participating Cities and agencies.

RECOMMENDATION: That the City Commission approve by motion the attached
Recrea.tion cha.rges proposed by the Parks & Recreatiqn Department, and recommended by
the City Manager, during the consideration ~f the Operating Budget on September 3, 1974.
8ACKGROU N 0: The subject of recreation charges was considered by the City Commissio
on September 3, 1974 and was deferred, pending the consideration of this issue at a Work
Session. The Parks & Recreation Department advises that the majority of the proposed
char ges will probably not be controversial since past practices have included charges, and
periodic revisions in line with rising costs. However, the charges identified on this memo
ma.y be controversial since past practices did not involve charges on the scale proposed
therein. The,Parks &: ~ecreation Department ha.s met with representatives of groups con-
cerned about these proposals, and has summarized their i~put on the attached memorandum.

SUBJECT: PARTICIPATION IN ICMA DEFERRED COMPENSATION PLAN
RECOMMENDATION: That a Resolutioq. be passed authorizing the City Manager, on be-
half of the City, to make application to the International City Management Associatio~ Re-
tirement Corporation for membership in that Cqrporat~onl s Deferred Compensation Plan,
and that appropriate City officials be authorized to execute the membership agreement and
the City Manager be authorized to enroll unclassified employees or c1~ssified employees
in the 1"0 ram.
BACKGROUND: Unclassified employees of the City of Clearwater are not eligible to
participate in the City's pension plan unless they have been previously accepted into the
plan when they served in a classified position.
The ICMA Retirement Corporation's Deferred Compensation Plan provides a means for
unclassified employees who wish to participate, to defer a portion of their income until
retirement through payr,oll deductions, the amount of salary deferred would be the decision
of the employee.
Employees who are covered by the City's pension plan could also participate in this plan
if they choose to supplement the City's pension plan.
The lCMA Retirement Corporation' s De~erred Compensation Plan is transferable to
other governmental agencies.

BACKGROUND: SectIon II of specificatIons for Water Meters under "OptIonal R~i1ewal"
reads that, "by mutual consent of t~e CIty and the successful bidder, the contract may be
extended for two (2) addItIonal twelve (12) month perl,ods beyond the first twelve (12)
months. This option shall be auto~tlcally exercised unless written notice to the contrary

SUBJECT:
CLEARWATER MARINA PHASE II
RECOMMENDATION: That the contract be awarded to the low bidder, Misener
Marine Constructton, Inc., contract execution to await the loan
commitment from local banks.
BACKGROUND:
on May 20, 1974, pending receipt of required permits.
dated November 4, 1974, has been issued.
Award of the contract was deferred by action of the City Commission
Permit Number 73-0976,
This construction will replace docks which are in poor condition, and provide additional
boat slips (66).
Misener Marine is willing to honor their bid of May 6,,197.4, providing that the award is
made on or before November 20, 1974,
This project was authorized in the approval of the 1973/74,Capital I~provement Program
(for $300,000 of Marina borrowing) and was delayed because of permit requirements.
The 1974 Capital Impr ovement Budget authorized an additional $150, 000 of Marina borrow-
ing for this project. The award' of this contract will require an additional $62,456 of
borrowing above that authorized in the 1973 and 1974 Capital Improvement Programs.
Preliminary investigations indicate that a loan commitment to ;finance this construction can
be obtained from local sources, The repayment of the loan would not requ'
in Marina rates since current bond requirements will be satisfied prior
to incurring additional debt requirements. A loan commitment is
expected this week.

SUBJECT:
SCHOOL FACILITY USE CONTRACT FOR CLEARWATER HIGH SCHOOL
RECOMMENDATION: That a motion be. passed approving a School Facility Use Contract
enabling the Parks & Recreation Department to have unlimited usage of the gymnasium
at Clearwater High School when not in confiict with s~lJ.ool programs, and that proper
City officials be authorized to execute it.
BACKGROUND:
During previous years the City has completed School Facility Use Contracts at all City
schools which called for charges for b,ourly utility and custodial costs. The Parks &
Recreation Department's usage of Clearwater Higp. School has always differed from
that of other schools in that a fee of $1,000.00 has, been paid for unlimited usage each
year.

However, it is necessary this year that we execute such a contract. It requires an
expenditure of $1,000 for the year which, as stated above, differs from the hourly
costs paid to other schools in the City.
Hourly costs on projected City use of the Clearwater High School Gymnasium would be
$2,005. 50.
