BACKGROUND: The City of Clearwater has been attempting to receive federal funding to expan'd the Marshall Street facility from a four million gallon secondary treatment capacity to an eight million gallon secondary and modified advance wastewater treatment facility. A grant offer from the Environmental Protection Agency dated October 7, 1974, has been received. The total eligible costs are $5,991,800 with a 750;0 funding from Environmental Protection Agency of $4,493,850. Expansion of this facility will make the Marshall Street plant a regional treatment facility in accordance with Tampa Bay Regional Planning Council's wastewat,er quality management plant Jor the Tampa Bay Region. Funding recom- mendations for Fun IN Sun and for the Welcome Center in this memorandum are consistent with the details of the overall report. Fun IN Sun Festival The annual Fun IN Sun .Festival has been supported by City Expenditures for many year s, Over the past ten year s the funding level has been reduced from $11,700 to $9, 000 which was allocated last year. Fun 'N Sun activities are organized by a volunteer committee who donate considerable time and talent toward making Clearwater's Annual Festival a success with the smallest pos- sible expenditure of public funds. Inflation will handicap their efforts this year. However, the Committee is attempting to counter these effects through making more activities self-supporting and through reducing participation in other celebrations. Funding level over the past ten years has been reduced from $11,700' to $9,000. Request this year is $9,000 - Reconlmendation: $9, 000. Welcome Station on U. S. 19 The Jaycees assume responsibility for operating the Welcome Station where visitors are given free orange juice and tourist information relating to Clear- water. Over 45,000 persons are projected to visit the Welcome Center during the coming year. Representatives of t~e Chamber of Commerce, the Clear- water Beach Resort Association and the Clearwater Innkeepers I Association concur that this service is an important support to the Clearwater busi.ness community.
