SUBJECT: HEARING ON PETITION FOR INCREASE IN TAXI RATES
RECOMMENDATION: That a motion be passed approving a request by the owners of
Clearwater based taxi-cab companies for a rate increase providing for a 60~ 'drop' (first
1/6th mile) then lO~ each additional 1/6th mile for one or two passengers; and that other
rates in the current rate schedule remain the same; and that the City Attorney be instructed
to include this in an ordinance to be brought back to the City Commission for approval.

is considered to be justified. A profit and loss statement for the fiscal year ending
March 31, 1974 indicates that the Clearwater Yellow Cab Company had a net loss of
$9.814.65. The other cab company owners have stated that they have had a similar
experience.
The proposed rate increase would not be in excess of the rates in nei-ghboring communties.

City Manager and the County Administrator whereby the City will sell to Pinellas County that
property known as Block 9 of Jones' subdivision of Nicholson's Addition to Clearwater, which
fronts on .Tones St., Myrtle Ave., Hart St. ROW arid the SCL Railroad for the sum of $99,500.
and the City to construct a paved roadway on the Hart St. ROW to the east spur of the SCL RR
and lant a natural beautificati.on barrier on Cit land north of the Hart t.
BACKGROUND: On August 19, 1974 the City Commission approved the sale to Pinellas
County of Block 9 and a portion of Block 10 of City property fronting on Myrtle Ave. and
J ones St. Pinellas County proposes to construct a health department facility at this location.
On August 20, 1974, the County Commission did not approve the proposed sale because of the
high costs associated with the acquisition of the land. As a result of discussions with the
County Administra.tor and his staff, an understanding was reached whereby the Connty would
purchase only Block 9 for the l,um of $99,500. and the City would construct a roadway along
the north side of Block 9 (Hart St. ROW) and the City v.o uld plant a beautification barrier on
the City's side of the Hart St. ROW. The proposed sale price is the difference between the
appraised value of $l09, 000 and the price the City pai.d for the property ($90,000.)

BACKGROUND: On September 3, 1974 the City Commission adopted Ordinance #1500
which directed properlCity officials to institute condemnation proceedings to obtain road
rights -of-way fr om the High Point Corporation, American Baptist Service Corporation and
East Cove, Inc., for the extension of Pierce Boulevard. This proposed roadway will also
go through Pinellas County property. As a result of discussions with the Pinellas County
Administrator and his Staff, an understanding was reached at a staff level whereby the City
could acquire necessary right-of-way through County property. It is proposed that the
City deed to the County the upland portion of City property fronting on Haven Street and Bay
Avenue commonly known as the "Haven House" property, to include the structu::es situated
thereon and; the City to deed to the County that property fronting on Oak Avenue, Rogel's
Street and Bay Avenue, known as the "Turner Prope rty"; and the County to pay the City
the sum of $IOO, 000. .

by the City of Clearwater's Commission, and become a part of
the official City records.
BACKGROUND: Pursuant to the Federal Water Pollution Control Act, the United
States Environmental Protection Agency has issued the following NPDES Permits:
No.FL0021857 for the Marshall Street Plant
No. FL002l865 - for the Clearwater East Plant
No. FLOOZ1873 for the Marina Station.
These permits cover the operation of the plants from September 2.7, 1974 through
June 30, 1977. The permits establish the treatment parameters, dis charge limits, and
reporting requirements for each facility.
In addition to this period of permit coverage, the Marshall Street p~rmit includes advanced
Wastewater Treatment parameters for that plant for the period June 30, 1977 through
June 30, 1979. A schedule of compliance for the construction of Advanced Wastewater
Treatment facilities at the Marshall Street plant has been included, and is an integral
pa'rt of that permit.
These permits have been reviewed by the firm of Briley, Wild & Associates,
Engineers, and the Utilities Director, and the operating parameters by
EPA are acceptable.

RECOM M EN DATION:

Per standards and procedures, in the Zoning Code, applicant shall be
granted a 2-year extension for submittal of an application for review
and approval-of the shopping center development' plans.
BACKGROUND:
Per an informal request of the City Commis~ion, subject property
was reviewed and proper parties informed of I-year plan require-
ment. Mr. Richard Cope and Mr. Peter Marich consulted with the
Planning Department on August 28 as to Code requirement8~ History
of tract was discussed and direction given to Messrs. Cope and
Marich to request time 'extension as permitted in the Zoning Code.
Mr. Cope conveyed concern for joint package treatment of the
larger 40-acre tract and present market conditions and interest
rates.

BACKGROUND:
The City plans for the Pierce Street Loop construction
will r equi re dem,olition' of existing Pu'mp Station 16. In
conjunction with cons,truction of the new Bayfront Pump
Station, it had been planned to modify Pump Station 16
structurally and to install the standby generator required
for the Bayfront Pump Station. Plans have been prepared
,for a new standby generator building to be constructed
north of the present Bayfront Pump Station. Minor mis-
cellaneous modifications are required on the PUlnp Stations.
During construction of the Bayfront PUlnp Station, rock was
encountered and it was necessary to hand excavate it using
jftck hammers, etc., and additional dewatering equi'pment.
The contractor has requested com.pensation for this additional
work.
