Impact Statement requirements.
RECOMMENDATION:

Approval of Zoning Code amendment ,~d renumber Articl~~IV to XXXV and
adding new ArticleXXXIV-Development Requirements and Procedures relating
to Community Impact Statements per.above Code change,as prepared by the
Planning Department and ,amended by the Planning and Zoning Board.

BACKGROUND:
Several tracts seeking Annexation and Zoning recently showed evidence that
with development they would impact the needs for. City water and sewer supply'
and would affect traffic, drainage and the ecological character of an area
etc.
As a result of the Commission policy of demanding information from an appli-
cant" prior to annexation and zon'ing or development - certain criteria', and
standards were established. This set of guidelines, adopted as a part of the
'ZoningO~dinance requirements will provide a means to determine whether or
not and at'what cost 'the City services can keep pace with 'development.d~mancis.
The' content of such impact statements will 'provide the ':Resource Development
Committee", with ,a substantial aata base to r'econnnend decisions that will'
contrqlgrowth and support established ~onnnunity values.
It wi:ll also'provide the developer with an adequate "package of facts" to
support an economic 'feasibility positio~ in the course of meeting ,City
de~nds . ' ,

The Downtown Development Doard, after much discussion, wishes
to propose that we enter into a joint venture with the city to
cover the cost of the re~evelopment plan.
If you will look at the future benefits of the plan, it is
obvious that the City and the tax payers over a wide area, will
receive the benefits from the plan.
We hop~ that the property
owners and the developers willnalize a profit in bringing this
plan to its ultimate conclusion, however, their profit will be
just a one time prOfit, while the city's return on its investment
will
be an on going
and'continuina basis

for years
to come,
based
upon increased tax assessment on the properties which will be
encompassed by this redevelopment plan. So, from a logical point
of view, the city should share in the cost of the plan.
Eased upon its present income generated by a one mill levy
on properties in the core area, there is sufficient to give the
Board the necessary funds for cost of operation, plus a reserve
for the redevelopment fund of $13,000 in our 1975 budget that
may be used in part to defray our share of this plan.
The Board
feels that they wi+l be more than willing to obligate themselves
for the sum of $10,000 per year for as long as up to five
years
to defray up to 50% of the cost of this plan.

operations for the additional projects that may be developed within
the area.
The Downtown Development Board Act specifically states the

AUTHORIZATION TO OBTAIN BIDS - SANITATION VEHICLES
RECOMMENDATION: That a motion be passed authorizing the City Manager to obtain
bids on an unbudgeted tractor-trailer rig and sludge spray truck for use
in the Sanitation Division.
BACKGROUND: The lead time and costs of purchasing heavy, specialized equipment
are continually increasing. The lead time on tractor-trailer rigs and sludge spray
tz:ucks is now approximately one year to 15 months. In view of this situation, it
is\' essential that action be taken now to obtain bids for this equipment so that
delivery can be made in 1975 when it will be essential to have this equipment in
operation.
Atfached are memorandums explaining the need for this equipmeqt. It is estimated
that the cost of each will be approximately $40, 000 and are to he included in the
1974/75 budget.

Recommendation
That you request the City Commission to authorize you to obtain bids on
an unbudgeted tractor-trailer rig for the Sanitation Division.
Backgr ound
The Sanitation Division is currently operating at maximum capacity at the
Transfer Station with three tractor-trailer rigs. With anticipated peak
tonnages in the next few months, it vvi.1l be necessary to rent an additional
tractor for two days a week. By !3arly 1975 it will be necessary to have four
trailer rigs on a full-time basis. Experience has shown that ~ tractor alone
will not suffice as trailers are too vUlnerable to down -time for maintenance.
Even a minor problem can render a trailer unus.able.
During heavy days over. a typical 6-week peak period (Mal'. 1 through April 1'5)
on eithel' Monday or Tuesday we averaged 350 tons/ day to Toy town, or 117
tons/day per truck. With an average load of 17, tons, each vehicle made 6.9
. trips. Under absolute perfect conditions, this is 7 hours, plus 20 minutes
loading time, or 2.3 extra hours, or 9.3 hours total per truck per day. In
realiw, it is a minimum of 10 - lO-l/Z hours with breaks, waita, etc.
The"Transfer Station has relatively small storage facility and .the relationship
to time is as big a factor as the relationship to tonnage. Example: 3 rigs,
under absolute perfect conditions, can handle a maximum of 18 refus e vehicles
in a 3-hour period. From ~ay 18 to June 18, we have averaged 25 trucks in the
peak 3-hour period each day. In that month, a total of 245 trucks (ranging from
3 to 30 per day) had,to wait from 20 minutes to 1-1/2 hours to dump. These
delays can only be adjusted by adding rigs to the operation. We have attempted
to stagger the incoming loads, but, with our basic operational time -table, the
results are undesirable and impractical.
A fourth rig on the road will permit ideal handling of 24, rather than 18 vehicles
in 3 hours. In July and August, the heaviest nlonths of the year, we will rent a
tractor as it is required. We will be working at a yearly rate of 74,000 tons,
or a 40cro increase over the first year ot operation. 'The delivery titre on such
vehicles is approximately one year to 15 months. Consequently, it will be
well into the next fiscal year before this item could be received.'
The cost of this equipment is estimated to be approximately $40, 000.

Countyl s new water rate schedule; and that the City Manager be authorized to pay up to
$4,000 as the City I s share of the c'ost of the study, and that the City Manager and City Attor-
,ney be authorized to initiate a legal suit to contest t~e new County water ratesif appropr,iate.
BACKGROUND: Effective July 1, 1974, the County adopted a new municipal water rate
schedule which increased the water rates to municipal (wholesale), customer s to $0.452. per
thousand gallons from $0.15 per thousand gallons (10~ of this increase to be retained as
reserves and might be rebated on an annual basis). Whole sale customer s are Clearwater,
Largo, Pinellas Park, Safety Harbor and Dunedin.
On July 2., 1974 a meeting was held with administrative representati.ves of neighboring com-
munities. 'This meeting resulted in a consensus that a rate study of the Countyl s
new water rate schedule should be made by a competent professional who would be qualified
to testify in Court should it be decided to contest the Countyl s water rate schedule in Court.
The' group estimated that the cost of such a study would be $15,000 to $2.0, 000, but that the
study could result in a considerable saving to the municipalities if ~t should lead to even a
minor reduction in municipal water rates. The City Attorney is examining the possibility
of initiating a law suit to contest the County's new water rate schedule.

ment to the Zoning Ordinance, to be brought back to the City Commission for approval as
soon as possible.
BACKGROUND:
1974, Lyle Dokken, 19Z 1 Souvenir Drive, Clearwa.ter,
Block 3, Pinecrest Subdivision for the purpose of selling
pa~ckage alcoholic beverages. Because of Borne uncertainty about the required distance
of 200 feet of the proposed package store from the Alpha 8t Omega Church, the applicant
was requested to submit building plans to ascertain if this distance would be complied with.
