RECOMMENDATION:

Approval of "the revised final p~an for Clearwater Tennis Club (The
Royal Racquc"t Club Apartments) zorred RCPD, located on south side of
N.E. Coachman, west of U.S. 19.
BACKGROUND: The City Commission approved the original zoning and prelim-
inary Master Plan for the Clearwater Tennis Club (Coachman properties) 6-18-73.
Planning and Zoning Board reviewed and approved final Revised Plan 6-4-74.
Revised Plan reduces number of tennis courts--centralizes clubhouse facilities
and_parking, relocates structures more in accordance to valuable tree coverage
area, and provides more efficien~ access to clubhouse area and principal
apar~ment structure grouping.
'Plan (approx. 34 acres) includes 250 apartments (was 366)
(was 12.7). Clubhouse facility includes 20 tennis courts
is already under construction).
Parking is sho\m in quantity to meet the ordinance requirements and located
for,rninimal removal of trees.

SIGN EASEMENT AGREEMENT - WILLOUGHBY'S RESTAURANT
RECOMMENDATION: That a motion be passed approving an Easement Agreement with
the 'Williams &: \\ralker, Ltd. firm pertaining to a sign constructed within the 'City right-of-
way in conjunction with construction of Willoughby's Restaurant along the west side of
US19 south of S. R. 590, as r~~ommended by the City Manager and City Attorney, and that
the proper City officials be authorized to execute it.
BACKGROU N 0: In conjunction with the construction of a restaurant known as
"Willoughby's Restaurant'. along the west side of USl9 on property owned by Williams &:
Walker, Ltd., a sign advertising this restaurant was apparently inadvertently constructed
partially within City right-of-way property. This right-of-way was a!=quired for the
possible future widening of U.S.l9. On Aprill, 1974, the City Commission referred this
matter to the Board of Adjustment & Appeals on Signs'.' The Board reviewed and approved
the attached proposed agreement pertaining to this sign. The proposed agreement grants
,~onditiona.l continued use of the sign and among other stipulations~ provides that the sign
will "be removed at the owners' expense within 30 days of written notice by the City.

LARGO RESOLUTION REGARDING COUNTY WATER DISTRIBUTION
RECOMM ENDATION: That the City Commission discuss the Town of Largo's Resolution
which requests Pinellas County to consider transferring its retail water
operations to districts operated by the various cities in the County, and
that Pinellas County concentrate its efforts to obtaining water and distribu-
ting water to Pinellas County municipalities on an equal basis.
BACKGROUND:
Pinellas County officials have informed municipalities that the County Commis sion
will consider increasing water rates to its retail customers from $0. IS/thousand gallons
to $0. 4S2/thousand gallons (10~ of this increase would be retained as reserves, and '
might be rebated to customers on an annual basis).
The County, in cooperation with the cities, recently set up fire districts and charged
the various cities with providing fire protection service throughout those districts.
The Town of Largo maintains that provision of adequate water distribution facilities,
hydrants, etc. to t~e Fire Districts is an integral part of providing fire protection.
Consequently, the Town of Largo maintains that the cities could best discharge their
responsibilities to provide adequate fire protection if they assume the responsibility
of retailing and distributing water in their Fi.re Di.'stricts.

BACKGROUND: The Clearwater Police Depar'tment maintains one 'of the finest
total communications center~ in the country and is ,recognized fpr the pro-
fessional service provided in this field. Clearwater has been designated by
the State Division of Communications as one of three consolidated centers in
Pinellas County under the Florida County and Municipal Law Enforcement Commun-
ications Plan. The center will be dispatching Police Operations for Clearwater
Dunedin and Largo, who will be sharing in ihe total expense 'of operating and
maintaining the center. The requested equipment is for a twin radio console
that will provide two additional dispatch positions. This will be the first
phase of the expansion to cover the State Plan and it will also assist this
agency in maintaining 'our projection for future growth of the depart~ent's
communications and, "Emergency Operations Center" for natural disasters, such
as hurricanes and tornadoes, etc. · .
The total amount of the project is $25,352. with 75%($19,000) Federal funds
and a local match of 25% ($p,352)

BACKGROUND: BELCHER ROAD, north of Gulf-to-Bay Boulevard,
does not coincide with the road south of Gulf-to-Bay
in width, It is therefore recommended that the
road be widened to a five-lane width inasmuch as
Belcher Road will, in the near future, be extended
to Sunset Point Road,
Pinellas County will shortly award a bid for the
resurfacing of Belcher Road north of Gu1f-to-Bay,
Therefore, the City of Clearwater should accomplish
its widening project as soon as possible.

RECOMMENDATION: That a motion be passed approving the City Manager's and the
City Engineer's recommendation that a contract for the construction of the Kings Highway
Recreation Center be awarded to S. A. Thompson, general contractor, 1408 45th Ave.
N. E., St. Petersburg, for the sum of $111, 600, to be completed within 200 consecutive
calendar days, and that the appropriate City officials be authorized to execute said contract.
BACKGROU N 0:
On November 5, 1973, the City Commission approved an agreement with Mr. George
C. Haddox, .AlA, to design a recreation center on Kings Highway. On May ,20, 1974
the Commission approved a design submitted by Mr. Haddox and authorized the
City Engineer to obtain bids for the construction of this facility.
Bids were advertised and six were received from responsible bidders, ranging from
$120,177 to this low bid of $111,600.
