PROPOSED WOMAN'S CLUB EASEMENT AGREEMENT
RECOMM ENDATION: That a motion be passed approving the Easement as proposed
by the City Manager, which supersedes the Easement dated August 6, 1962, and
authorizing its execution by the proper City officials.
BACKGROUND: In August, 1962 an Easement Agreement was concluded with the
Woman's Club of Clearwater which allowed that group to conduct its business in a building
constr\lcted on City property. This Easement was to run until August, 1987. On May
15, 1972, the City Commission initiated action to cancel the Woman's Club Easement
because of a discriminatory clause in the State Worna~' s Club Charter. The Wor;nan's
Club of Clearwater vacated the premises. During the interim, the discriminatory clause
was removed from the State Charter, and the matter was not submitted to formal litigation.
On April 10, 1974, Mrs. Paul Wampler, President o(the Woman'.s Club, in a letter to the
City Manager, set forth a proposal to reoccupy the premises. The proposal stated that a
lea~e of 10 years ($l.OO per year) would be c.cceptable and that the Woman's Club would
make the facility available to other gr <ups and would repair the structure.
The proposed Easement, which is agreeable to the Woman's Club for a term ,of 10 (ten)
yeal's and supersedes the current Easement, incorporates the conditions mentioned above.

JONATHAN'S JITNEY - TERMINATION OF SERVICE
RECOMMENDATION: That a motion be passed, terminating the Jonathan's
Jitney bus service to and from Clearwater Beach, effective
immediately, as recommended by the City Manager and the
Director of the Central Pinellas Tra,nsit Authority.
BACKGROUND: Jonathan's Jitney was origi.nally ,conceived with the intent of lessening
the traffic to the beach by offering a park-and-ride service at low fares.
Previous experience has shown that the daily ridership averaged 50 passengers. As
directed by the City Comrnission, the service was term'1nated for a period of approximate!
four months, to resume again Easter week-end. Since that time, the" service has been
run on five Sundays, and the ridership has averaged 77 passengers a day. On these aver..
ages, it is costing the City approximately $138. 00 a day, or $1. 79 per passenger to provide
this service.
It ,has been determined by CPTA that the real purpose of the Jitney is not being attained.
Instead of families parking their cars at one of the four designated parking lots, it is
found that many parents are dropping their children off at the stops and returning home.
O'bviously, those cars would not be going to the beach whether the Jitney ran or not, since
the regular CPTA buses can be used. Under these circumstances, there is very little
effect on the traffic situation,
CPTA informs us they have recently increased the Sunday beach service
to~5 minute headways, and that 1'l10St, if not all, of the Jitney passenger
can'use this regular service. Also, at. this date we have expended all
of the LWlds allocated to this roject.
