Dear Mr. Williams: Both senior management and City staff has reviewed your letter of June 1, 2001. The legitimate concerns you expressed regarding proposed changes to Noland Properties long-term lease of the referenced property have been carefully considered. In order to both comply with the current City of Clearwater Code of Ordinances, and to ameliorate the Code's impact to Noland Properties use of the lease site, I offer the following for your consideration and response: . While outdoor storage is not permitted within the current "Institutional" zoning district that governs the lease premises, the City will undertake, at its cost and expense, to have the lease parcel rezoned to a "Commercial" zoning designation that would provide for outdoor storage. A copy of the applicable development regulations is enclosed for your information and review. . As we previously discussed, City management deemed it prudent after so many years to have the lease parcel appraised to determine an appropriate current lease rate. The enclosed transmittal letter submitted by State Certified Appraiser L. Kenneth Frost, MAl, SRA, reasonably estimated the current rental value of the site to be $10,000 per year, about $833 per month. Staff will support City Commission approval of initial monthly rent for the new lease in the amount of one-half that amount - $416.67 per month, adjustable annually thereafter with the CPI. BRIAN J. It is anticipated that senior management will permit the current lease terms to continue on a month-to-month basis for a reasonable period to allow time for amicable resolution of the aforementioned matters. The City certainly desires to continue its longstanding relationship with Noland Properties, while meeting its broader obligations to the citizens of Clearwater. Please review the above proposals.
