The Chair called the meeting to order at 2:03 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2. Approval of Minutes
2.1 Approve the minutes of the June 16, 2008 CRA meeting as submitted in written
summation by the City Clerk.
Trustee Petersen moved to approve the minutes of the Community Redevelopment
Agency meeting of June 16, 2008, as recorded and submitted in written summation by the City
Clerk to each Trustee. The motion was duly seconded and carried unanimously.
3. CRA Items
3.1 Approve the Cleveland Street Banner Program and Guidelines.
In an effort to further the CRA’s (Clearwater Community Redevelopment Agency) vision
to develop downtown Clearwater as a vibrant destination for commerce, culture and tourism,
staff proposes to display street pole banners bearing artists’ work to further enhance the image
of the Cleveland Street District (CSD) as an “Outdoor Gallery.”
The program also aims to build upon and complement the Cleveland Street District’s art-
related efforts, such as the Cleveland Street District Rotating Sculptures Exhibition, and
Sculpture360, which was unveiled this month in the 400, 500 and 600 blocks of Cleveland
Street. The City’s Cultural Affairs Division, as part of the Public Art & Design Program, will
manage the program in concert with the CRA.
Initially, it is proposed that up to 30 lamp poles in the 400, 500, and 600 blocks be
designated for up to 30 unique banner designs displayed based on designated themes that
correlate to City-sponsored functions. The remaining lampposts, of which there are a total of
57, will continue to display the CSD logo banner as they are currently displayed.

There will be two themed exhibitions per year aimed for the fall and spring. "Clearwater
Gets Jazzed" is the proposed theme for the first banners to be displayed from September
through November of 2008. The banner artwork will relate to Clearwater's connection and
celebration of jazz music.
A second banner competition is proposed for a January through April 2009 exhibition.
Artist selection will follow the process outlined by the Public Art & Design Board through
competition or commission by a selection committee made up of members appointed by the
Public Art & Design Board.
Sponsorships, partnerships and the Public Art Fund will finance the program. CRA staff
will request that the Downtown Development Board fund the first run of the banners through
their CSD marketing line item in the FY07-08 budget.
Discussion ensued. A suggestion was made that banners welcoming the Phillies back
to town be displayed March through April annually. It was suggested that flexibility regarding
banners placed in downtown is needed. It was felt that the CRA should review the banners
selected by the Public Art & Design Board before they are placed downtown.
Discussion ensued regarding the whether the City Council should have final approval of
public art being displayed. Concerns were expressed that everyone views art differently. The
Public Art & Design Board was designated to make these decisions as they are more versed in
the arts than Council members and reservations were expressed regarding the Council stepping
into this role. Concerns were expressed that it is the Council people will hold accountable, not
the Public Art & Design Board.
The majority of the CRA agreed to suggest to the City Council that the current ordinance
be changed to reflect that the City Council approve artwork selected by the Public Art & Design
Board prior to being displayed.
Trustee Doran moved to approve the Cleveland Street District Banner Program and
guidelines. The motion was duly seconded. Trustees Hibbard, Petersen, and Doran voted
"Aye"; Trustee Cretekos and Gibson voted 'Nay." Motion carried.
