Dear Mr. Mai:
This letter constitutes a Development Order pursuant to Section 4-202.~ of the Community
Development Code. On November 12, 2004, the Development Review Committee (DRC) reviewed
your application for Preliminary Plat approval to subdivide a 7.22-acre parcel into a twelve lot single-
family home subdivision, under the provisions of Section 4-703. The DRC recommended approval of
the application with the following bases and conditions:
Bases for Approval:
1. The proposal complies with Preliminary Plat criteria under the provisions of Section 4-701;
2. The plan complies with General Applicability Criteria under the provisions of Section 3-913; and
3. The proposed development is compatible with the surrounding area.
Conditions for Approval:
1. ,That a final plat be recorded with Pinellas County prior to building permit approval:
2. That individual water taps be provided for each lot, prior to issuance of a building permit:
3. That the water main must be 4-inch diameter to the end of Earlham Drive, prior to issuance of a
building permit;
4. That the connection to the existing sanitary manhole shall be cored. Must provide invert elevation

I concur with the findings of the Development Review Committee and, through this letter, approve
your application for Flexible Standard Development with the above eight conditions. The approval is
based on and must adhere to the application dated received September 29,2004, the drainage analysis
dated received October 22,2004, and the revised site plans dated received November 12,2004.

1. Purpose & Scope
Mr. Paul Hagler, P.E. requested our testing services through correspondence
with our office. Authorization for the investigation was by acceptance of BTL
Proposal No. 04-054 dated February 10, 2004.
The scope of field services was to drill five auger borings to depths of 6 feet
below land surface (BLS) in areas selected by Mr. Hagler. The purpose of the
borings was to develop an understanding of soil conditions, the groundwater
level and estimated seasonal high water tabl~ (ESHWT).
The appended boring location plan shows the boring locations.
2. Auger Borings
The auger boring was selected as the primary method of soil sampling for this
project. The equipment and test procedures utilized are in general accordance
with applicable provisions of ASTM 0 1452.
Briefly, the test borings are performed as follows: A rotary drilling flight auger is
used to advance a borehole of approximately four inches in diameter to the
desired depth- of penetration. A baffle or "fishtail" drilling bit is most commonly
used to cut and feed the soils to the auger stem for advancement to the surface.
Upon reaching the desired penetration depth, the soils are classified in the field
by color and texture. Further testing of soil properties may be performed in the
laboratory. Utilizing the procedure outlined above, samples were taken at each
stratum interval (noted by color and texture) and carefully recorded.
3. Laboratory Tests
Laboratory testing included grain size (sieve) analyses and Organic Content
determination. These tests were performed where appropriate on representative
samples of each soil group for determination of AASHTO soil classification. In
addition, testing was performed to determine the suitability of soil materiaf for use
as structural fill under roadways and buildings.
4. Results
Soil classifications, water levels (recorded at the time of borings) and estimated
seasonal high water tables (ESHWT) are shown on the appended boring logs.
Soils with the classification of either "A-3" or "A-2-4" are generally considered
suitable for roadway and structural backfill. All other soils are generally not
acceptable as structural backfill.

Consideration should be given to using clayey soils in non-structural areas such
as berms or in common areas away from roads and buildings. Both the
groundwater levels and the ESHWT were found to vary slightly throughout the
site. ESHWT were identified by stain lines or by abrupt changes in the color of
soil zones.
Groundwater levels were found to vary in depth from 24 to 33 inches below the
ground surface. The ESHWT was readily identified in most borings as a thin
stratum of dark silty fine sand. The depth of the ESHWT was found to vary from
12 to 17 inches below the ground surface. These data indicate that underdrains
will not likely be necessary at the site.

A. GEOTECHNICAL ENGINEERING REPORT IS BASED ON A UNIQUE SET OF PROJECT -SPECIFIC FACTORS
I
A geotechnical engineering report is based on a subsurface plan designed to in~orporate a unique set of project-specific
factors. These typically include: the general nature of the structure involved, its size and its orientation; physical
concomitants such as access roads, parking lots. and underground utilities and the level of additional risle. which the client
assumed by virtue of limitations imposed upon the exploratory program. To help avoid costly problems, consull the
geotechnical engineer to determine how -any factors which change subsequent to the date of this report may affect his
recomme ndations. .

Unless your consulting geotec.hnical engineer indicates otherwise. your geotechnical report should not be used:

When the nature of the proposed structure is changed. for example. if an office building will be erected instead of
a parking garage. or if a refrigerated warehouse win be.buill instead of an unrefrigerated one:

MOST GEOTECHNICAL "FINDINGS' ARE PROFESSIONAL ESTIMATES
I
Site exploration identifies actual subsurface conditions only althose points where samples are taken, when they are taken.
Data derived through sampling and subsequent laboratory testing are extrapolated by the geotechnical engineer who then
renders :an opinion about overall subsurface conditions. their likely reaction to proposed construction activity, and
appropriate foundation design. Even under optimal circumstances actual conditions may differ from those opined to exist,
because no geotechnical engineer. no matter how qualified. and no subsurface exploration program, no matter h<;>w
compreh ensive, can reveal what is hidden by earth, rock and time. For example. the actual interface between materials
may be far more gradual or abrupt than the report indicates, and actual conditions in areas not sampled may differ from
predictio ns. Nothing can be done to prevent the unanticipated, but steps can be taken to help minimize their impacJ.. For
this reas.on. most experienced owners retain their geotechnical consultant through the construction state. to identify
.variance, conduct additional.tests which may be needed. and to recommend solutions to problems encountered on site.

SUBSURFACE CONomONS CAN CHANGE
I
Subsurface conditions may be modified by con.stantly-changing natural forces. Because a geotechnical engineering report
is based on conditions which exist at the time of subsurface exploration, construction decisions should not be based on
geotechnical engineering report whose adequacy may have been affeded by time. Speak with the geotechnical
consulta nt to learn if additional tests are advisable before construction starts.

Construction operations at or adjacent to the site and natural events such as Hoods. earthquakes or groundwater
fluctuations may also affect subsurface conditions and. thus the continuing adequacy of a geotechnical report. The
geotechnical engineer should be kept appraised of any such events, and should be consulted to determine if additional
tests are necessary.

A GEOTECHNICAL ENGINEERING REPORT IS SUBJECT TO MISINTERPRETATION

Costly problems can occur when other design professionals develop their plans based on misinlerpretation 01 a
geotech nical engineering reporL To help avoid these problems. the geotechnical engineer should be retained to
work with other appropriate design professionals to explain relevant geotechnical findings and to review their
adequacy.
