The use of transferable development rights shall not authorize uses not otherwise permitted in the City of Clearwater as a whole. This is a residential unit being transferred to a property whose zoning district allows residential uses, C, The use of transferable development rights may be authorized to increase the permitted height of a building up to one and one-half times the maximum height otherwise permitted, provided that: 1.
