FOOD PANTRY ON MYRTLE NEAR HART: ANOTHER "ROUND ABOUT"
DISASTER
The turn down for the food pantry on Myrtle was correct, if only for the lack of parking facilities.
By trying to "make it work," the city is opening itself to a future embarrassment similar to the
Round About for the following reasons:
· The proposed changes that R. C. S. will present to cover parking are inadequate.
Original plans ofR. C. S. were to have 27 parking places allotted on the lot. This was
already determined to be inadequate. Newer plans are to cut down more trees and put an
additional 7 parking places making 34 on the lot. The city has promised 6 more parking
places making a total of 40 . Yet pictures and reports of several witnesses have observed
between 48 - 52 cars parked outside the current Food Pantry on Druid Street. That means
that at certain times 8-12 cars will have to find other parking places.
· There is no way for R.C.S. to assure us that the number of people coming to the
Food Pantry won't increase in the coming years. Population in Pinellas County grows,
and the economy is not stable with increased layoffs, big corporations going out of
business, etc. For sure, R.C.S., by their very compassionate nature, will not turn people
down and tell them they can't come to the Food Pantry as there are not enough parking
places. 8-12 extra cars could turn into 20 extra cars very easily. Try putting those cars on
the small side streets around the site.
· The streets around the proposed site are narrow, "carriage type streets" that will
not allow for any more parking, let alone ADDITIONAL TRAFFIC. Already, cars
must be careful on the back parallel street to the site, (Vine Avenue) for with cars parked,
moving cars must be courteous and wait for other cars to go by. Two cars can not easily
pass in opposite directions on the narrow street. Hart Street is additionally narrow,
indeed cars parked near the corner make it difficult to see ongoing traffic moving on Vine.
When spillover parking and also spillover TRAFFIC is added to these small streets, it will
be uncomfortable and disastrous for this small quiet neighborhood with small streets.
· NO TRAFFIC STUDY has been done about the impact of this new site with the large
numbers its serves on traffic congestion.
· The neighborhood contains many houses built in the early part of the last century - 1927-
1940. There are no two car garages or wide driveways to provide parking for inhabitants.
Many currently use the streets for parking now. Will the neighborhood be endangered in
the future by new traffic signs being put up, say making Vine a one way street, or putting
no parking signs all along it to handle traffic and congestion? Will parked cars from the
Food Pantry overspill take away parking places from home owners? Either of these two
things which could happen would inconvenience the people who live in the neighborhood
and who have worked hard to improve it.

· Are we sacrificing the truly working to benefit those who are not? The newspaper
article and the R.C.S. representative has claimed that the people who come to the Food
Pantry are the working poor. I went and surveyed people at the Food Pantry, and not one I
spoke to was actually working. Most were on disability, some were on unemployment
compensation. One well dressed lady had been coming to the food pantry since 1992. I
did meet an old lady, bless her heart, a retired school teacher of 84, and I noticed she only
took a few things out of the pantry. None of the people I talked to were on a training
program to increase their abilities or help them find suitable jobs. About one fourth had
cable and almost all watched TV about 2 ~ a day. Many smoked. How can they afford
cable and cigarettes and not afford food?
Also, if these people worked, created some kind of home business those 2 ~ hours a day,
not to mention the rest of the day, would they be able to afford food? Industry counts. The
book, The Millionaire Next Door points out that the average American millionaire is a
boring type who works ten to fourteen hours a day, six days a week. Many "disabled
people" work. Itzhak Perlman, famous violinist, is also disabled; so was President
Roosevelt. In our very own neighborhood there is a man who has a replaced hip which
causes him constant pain, yet he makes his own way with his own business. He also trims
trees for a living.
· I think the WORKING poor are really the people who live in the neighborhood,
except for the few houses owned by Religious Services that take in homeless. The majority
of people in the neighborhood have petitioned not to have the food pantry move into their
neighborhood. While charity is noble, I feel that we should not help those who are non
productive at the inconvenience of the hard working guys who are making their own
way and making it go right to feed themselves and their families.
Let's not go forward and "make it go" by crowding in a few more parking
places into a space that is inadequate now, will be even more inadequate in the
future, and which portends another "Round About Disaster" from lack of
study and planning. . /1 ~

The presence of Food Pantry decreases property value and
also poses a vulnerability of a potential lawsuit for~ltn~
clients of Food Pantry injuring themselves on our property.
They constantly cut through our property and for awhile were
actually parking on our property. We wish they were in a
different area!!!

FOOD PANTRY FACTS:
1. The Planning Staff reports (pg 3) that there may be 6 employees and 20
volunteers. That equals 26 Food Pantry staff. There are 27 regular parking
spaces and 4 handicap spaces.
2. The RCS letter (March 17, 2003) states that between 12:30 and 3:45,
85 households may come for food: 68 (80%) by car and 17 (20%) by
other means.
3. The RCS letter, (March 17, 2003) states that client wait time is 45 mins.
Just paying attention to the math as presented by the City of Clearwater
Planning Staff and the RCS Director, there is a significant problem.
In a 3 hour 15 minute time frame you have 94 cars (26 staff + 68 client)
vying for 27 parking spots. That means there is 1 parking space for 68
clients. The client's household cars will be on site for a total of 51 hours (68
x 45mins. each). This is not just a quick "in and out".
,This is congestion.
Including the 17 households that arrive "non car", all 85 clients will take a
total of63.75 hours (85 X 45mins.) to be processed in a 3 hour 15 minute
time frame. All of this activity is proposed on a major thoroughfare with
limited ingress and egress, and totally inadequate parking. Even if off site
overflow parking was secured, this is still far too much activity with such
limited access - the queuing process trying to shuttle cars in and out will be
a nightmare - a dangerous traffic bottleneck would be a continuous
everyday occurrence on this stretch of AL T 19.
Quite simply, this site would be blatantly overused by the proposed project.

DURING CONSTRUCTION ALL STORM SEWER INLETS IN THE VICINITY OF
THE PROJECT SHALL BE PROTECTED BY SEDIMENT TRAPS SUCH AS
SECURED HAY BALES, SOD, STONE, ETC. WHICH SHALL BE MAINTAINED
AND MODIFIED AS REQUIRED BY CONSTRUCTION PROGRESS.

11. THE LOCATION OF ALL EXISTING UTILITIES SHOWN ON THE PLANS HAVE
BEEN DETERMINED FROM THE BEST INFORMATION AVAILABLE AND ARE
GIVEN FOR THE CONVENIENCE OF THE CONTRACTOR/SUBCONTRACTOR.
THE ENGINEER ASSUMES NO RESPONSIBILITY FOR ACCURACY. PRIOR TO
THE START OF ANY CONSTRUCTION ACTIVITY IT SHALL BE THE
CONTRACTOR'S/SUBCONTRACTOR'S RESPONSIBILITY TO NOTIFY THE
VARIOUS UTILITIES AND TO MAKE THE NECESSARY ARRANGEMENTS FOR
ANY RELOCATIONS OF THESE UTILITIES WITH THE OWNER OF THE
UTILITY. THE CONTRACTOR/SUBCONTRACTOR SHALL EXERCISE CAUTION
WHEN CROSSING AN UNDERGROUND UTILITY WHETHER SHOWN ON THE
