On April 19,2005, the Commumty Development Board reviewed your request for Flexible Development approval (1) to permit retail sales and service (bank) and offices in the Commercial DIstrIct with a reduction to the front (north) setback from 25 to 23.5 feet (to pavement), a reductIOn to the front (east) setback from 25 feet 20 feet (to building), an increase to building height from 25 feet to 28 feet (to roof deck) with an additional 3.33 feet for parapet (from roof deck) and an additional 8.83 feet for archItectural embellishments (from roof deck), a reduction to required parking from 38 to 35 spaces and a deVIation to allow direct access to a major arterial street (Gulf to Bay), as a Comprehensive Infill Redevelopment Project, under the provIsions of Section 2-704.C; (2) to permIt non- residential parking in the Medium DensIty Residential District wIth a reduction to front (east) setback from 25 feet to 15 feet (to pavement) and a deviation to place landscaping on the inside of the buffer fence along the west and south sides of the property, as a Residential Infill Project, under the provIsions of 2-304.G. The Community Development Board (CDB) APPROVED the application wIth the following bases and condItions: Bases for Approval: 1. The proposal complies with FleXIble Development CrIteria as a Comprehensive Infill Redevelopment Project and Residential Infill Project, per SectIOn 2-704.D and SectIOn 2-304.G respectively. 2. The proposal IS In compliance wIth other standards in the Code includIng the General ApplicabIlity Criteria per Section 3-913. 3, The proposal is compatible WIth the surroundIng area and will enhance redevelopment efforts. Pursuant to SectIon 4-407, an applIcation for a building permit shall be made withm one year of Flexible Development approval (April 19,2006), All reqUIred certIficates of occupancy shall be obtained withm one year of the date of issuance of the bUIldmg permit. Time frames do not change with successive owners. The Community Development Coordinator may grant an extension of time for a period not to exceed one year and only wIthin the origmal period of validity. The Commumty Development Board may approve one additional extension of time after the community development coordinator's extension to initIate a bUIlding permit application. The Issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any impact fees that may be required. In order to facilitate the issuance of any permit or license affected by this approval, please bring a copy of thIS letter wIth you when applying for any permIts or licenses that require this prior development approval. AddItionally, an appeal of a Level Two approval (Flexible Development) may be initiated pursuant to SectIon 4-502.B by the applicant or by any person granted party status withm 14 days of the date of the CDB meetmg. CONCRETE MASONRY WALL CONSTRUCTION Materials, construction and quantity control of masonry shall be in accordance with Uniform Building Code (UBC), Chapter 24. General conditions and construction requirements shall be applied as specified in UBC, Section 2404 (f), during grouted masonry work. 1. All reinforcing steel shall be deformed bars conforming to ASTM A-615, Grade 60. Vertical reinforcement shall be placed in the center of the masonry cell, and shall be held in position at the top and bottom. 2. If a slab dowel does not line-up with a vertical core, it shall not be sloped more than one horizontal in six verticals (1: 6). 3. Horizontal wall reinforcement shall be standard truss type DUR-O-WALL (or equivalent) at 16' O.c.. 4. Hollow Load-bearing Concrete Masonry Units shall be normal weight conforming to ASTM C-90, with a minimum compressive strength of 1,900 PSI. 5. Mortar shall be type M or S, in accordance with ASTM C-270. Place all masonry in running bond with 3/a" mortar joints. Provide complete coverage face shell mortor bedding, horizontal and vertical. 6. Coarse grout shall conform to ASTM C-476, with a maximum aggregate size of 3/S", a" to 10- slump, and a minimum compressive strength of 2,500 PSI at 2a days. 7. Minimum 3- X 3" clean-out hales (saw-cut) are required at the bottom course of all cells to verify grout placement. Clean-outs shall be sealed after masonry inspection-provided in accordance with ACI 531-4.6, and before grouting. a. Prior to grouting, the grout space shall be clean, with no mortar projections greater the ~-, mortar droppings or other foreign material. All cells shall be in vertical alignment, and shall solidly be filled with coarse grout as specified. 9. During placing, grout shall be consolidated with fiexible cable vibrator.
