Tampa, FL 33629
RE: Revised Development Order regarding case FLS2004-03018/PLT2004-00002 at 2095
Edgewater Drive.
Dear Mr. Landers:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On May 6, 2004, the Development Review Committee (DRC) reviewed your
application for Flexible Standard Development approval for the redevelopment of a single-family
residence with a Preliminary Plat approval for the proposed three-unit townhouse in the Medium
Density Residential (MDR) zoning district. The request includes: A reduction in the required north
and east landscape buffers; and for waiver to the sidewalk requirement along Union Street, per section
2-303.A. The DRC recommended approval of the application with the following bases and conditions:
Bases for Approval:
1. The proposal complies with Attached Dwellings criteria under the provisions of Section 2-303.A;
2. The plan complies with General Applicability Criteria under the provisions of Section 3-913; and
3. The proposed development is compatible with the surrounding area.
Condition for Approval:
I. That the space located above the garages not be rented or utilized as independent dwelling units:
2, That a final plat be recorded with Pinellas County prior to building permit approval:
3. That landscape plan be revised to show palm trees meeting Code prior to building permit approval:
4. That plans reflect root prune lines for staff review and approval prior to building permit approval:
5. That Recreation Facilities Impact Fees of $400 for 2 net new residential units are due prior to
issuance of building permits or final plat, whichever occurs first: and
6. That a traffic impact fee of $2,277 to be paid prior to e.O.
I concur with the findings of the Development Review Committee and, through this letter, approve
your application for Flexible Standard Development with the above one condition. The approval is
based on and must adhere to the application dated received March 24, 2004 and the revised site plans
dated received April 13, and June 28, 2004.

Mr. Landers - Page Two
Pursuant to Section 4-303, an application for a building permit shall be made within one year of
Flexible Standard Development approval (July 12, 2005). All required certificates of occupancy shall
be obtained within one year of the date of issuance of the building permit. Time frames do not change
with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any impact fees that may be required. In order to facilitate the issuance of any permit or
license affected by this approval, please bring a copy of this letter with you when applying for any
permits or licenses that require this prior development approval.
If you have any questions, please do not hesitate to call John Schodtler, Planner I, at 727-562-4604.

PINE TREES AND PALMS REQUIRE
100% PROTECTION. ALL OTHER
SPECIES REQUIRE 2/3 PROTECTION.
EROSIONffURBIDITY CONTROL NOTES
1. THE INSTALLATION OF TEMPORARY EROSION CONTROL BARRIERS SHALL BE
COORDINATED WITH THE CONSTRUCTION OF THE PERMANENT EROSION CONTROL
FEATURES TO THE EXTENT NECESSARY TO ASSURE ECONOMICAL, EFFECTIVE AND
CONTINUOUS CONTROL OF EROSION AND WATER POLLUTION THROUGHOUT THE LIFE OF
THE CONSTRUCTION PHASE.
.
N
~L
f
]
2. THE TYPE OF EROSION CONTROL BARRIERS USED SHALL BE GOVERNED BY THE NATURE
OF THE CONSTRUCTION OPERATION AND SOIL TYPE THAT WILL BE EXPOSED. SILTY AND
CLAYEY MATERIAL USUALLY REQUIRE SOLID SEDIMENT BARRIERS TO PREVENT TURBID
WATER DISCHARGE, WHILE SANDY MATERIAL MAY NEED ONLY SILT SCREENS OR HAY
BALES TO PREVENT EROSION. FLOATING TURBIDITY CURTAINS SHALL BE USED IN OPEN
WATER SITUATIONS. DIVERSION DITCHES OR SWALES MAY BE REQUIRED TO PREVENT
TURBID STORMWATER RUNOFF FROM BEING DISCHARGED TO WETLANDS OR OTHER
WATER BODIES. IT MAY BE NECESSARY TO EMPLOY A COMBINATION OF BARRIERS,
DITCHES AND OTHER EROSIONfTURBIDITY CONTROL MEASURES IF CONDITIONS
WARRANT.
2"x2"x4" VERTICAL WOOD STAKES,
DISTANCE BETWEEN STAKES SHALL
BE NO MORE THAN 8' APART,
3. CONSTRUCTION OPERATIONS IN OR ADJACENT TO WETLANDS SHALL BE RESTRICTED TO
THOSE AREAS IDENTIFIED IN THE PLANS AND IN THE SPECIFICATIONS.
4. EXCAVATED MATERIAL SHALL NOT BE DEPOSITED IN THE WETLANDS OR IN A POSITION
CLOSE ENOUGH THERETO TO BE WASHED AWAY BY HIGH WATER OR RUNOFF.
TREE BARRICADE DETAIL
NTS
5. WHERE PUMPS ARE TO BE USED TO REMOVE TURBID WATERS FROM CONSTRUCTION
AREAS, THE WATER SHALL BE TREATED PRIOR TO DISCHARGE TO THE WETLANDS.
TREATMENT METHODS INCLUDE AND ARE NOT LIMITED TO, TURBID WATER BEING PUMPED
INTO GRASSED SWALES OR APPROPRIATE VEGETATED AREAS, SEDIMENT BASINS, OR
CONFINED BY AN APPROPRIATE ENCLOSURE SUCH AS TURBIDITY BARRIERS, AND KEPT
CONFINED UNTIL ITS TURBIDITY LEVEL MEETS STATE WATER QUALITY STANDARDS.

NOTE:
ALL EXISTING IMPROVEMENTS TO BE REMOVED
6. THE CONTRACTOR SHALL SCHEDULE HIS OPERATIONS SUCH THAT THE AREA OF
UNPROTECTED ERODIBLE EARTH EXPOSED AT ANY ONE TIME IS NOT LARGER THAN THE
MINIMUM AREA NECESSARY FOR EFFICIENT CONSTRUCTION OPERATIONS, AND THE
DURATION OF EXPOSED, UNCOMPLETED CONSTRUCTION TO THE ELEMIENTS SHALL BE AS
SHORT AS PRACTICABLE. CLEARING AND GRUBBING SHALL BE SO SCHIEDULED AND
3PERFORMED THAT GRADING OPERATIONS CAN FOLLOW IMMEDIATELY THEREAFTER, AND
GRADING OPERATIONS SHALL BE SCHEDULED AND PERFORMED THAT PERMANENT
EROSION CONTROL FEATURES CAN FOLLOW IMMEDIATELY THEREAFTER IF CONDITIONS
ON THE PROJECT PERMIT,
7. THE CONTRACTOR AND/OR OWNER'S REPRESENTATIVE SHALL PROVIDE ROUTINE
MAINTENANCE OF PERMANENT AND TEMPORARY EROSION CONTROL FEATURES UNTIL
THE PROJECT IS COMPLETE AND ALL BARED SOILS ARE STABILIZED.
8. SILT FENCE SHALL BE LOCATED AT THE PERIMETER OF CONSTRUCTION LIMITS, AS
DEFINED BY FIELD CONDITIONS.
9. CONTRACTOR IS TO PROVIDE EROSION CONTROL AND SEDIMENTATION BARRIER (HAY
BALES OR SILTATION CURTAIN) TO PREVENT SILTATION OF ADJACENT PROPERTY,
STREETS, STORM SEWERS AND WATERWAYS. IN ADDITION, CONTRACTOR SHALL PLACE
STRAW, MULCH OR OTHER SUITABLE MATERIAL ON GROUND IN AREAS WHERE
CONSTRUCTION RELATED TRAFFIC IS TO ENTER AND EXIT SITE. IF, IN THE OPINION OF THE
ENGINEER AND/OR LOCAL AUTHORITIES, EXCESSIVE QUANTITIES OF EARTH ARE
TRANSPORTED OFF-SITE EITHER BY NATURAL DRAINAGE OR BY VEHICULAR TRAFFIC, THE
CONTRACTOR IS TO REMOVE SAID EARTH TO THE SATISFACTION OF THE ENGINEER
AND/OR AUTHORITIES.
10.IF WIND EROSION BECOMES SIGNIFICANT DURING CONSTRUCTION, THE CONTRACTOR
SHALL STABILIZE THE AFFECTED AREA USING SPRINKLING, IRRIGATION OR OTHER
ACCEPTABLE METHODS.
