04/15/2008 ` PUBLIC ART & DESIGN ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER April 15, 2008 Present: Josh Bomstein Chair Sarah Butz Board Member Mark Flickinger Board Member Alex Plisko Jr. Board Member Howard Warshauer Vice-Chair Absent: George Ann Bissett Board Member John Timberlake Board Member Also Present: Margo Walbolt Cultural Affairs Manager Christopher Hubbard Public Art Specialist Marsha Beall Staff Assistant The Chair called the meeting to order at 2:04 p.m. at the Municipal Services Building. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Board Terms a. Davida Milne - term ended March 31, 2008 b. Mark Flickinger - reappointed through March 31, 2012 c. Sarah Butz – appointed through March 31, 2012 Sarah Butz is a new board member representing the artist community. Member Butz is actively involved in the Tampa Bay Surface Design Guild, Clearwater/Nagano Sister Cities Exchange Program, Countryside High School arts programs and community projects. 3 - Approval of Minutes – January 15, 2008 Vice-Chair Warshauer moved to approve the minutes of January 15, 2008 as submitted motioncarried to members. The was duly seconded and unanimously. 4 – Old Business a.) Private development status Mr. Hubbard discussed private development projects: Bayside Arbors – 2729 Seville Blvd. This is a residential complex on U.S. Highway 19, ?? south of Clearwater Mall. The developers are planning on expanding the property connected to this residential complex. Although the addition would equal or exceed an aggregate job value of $5 million dollars, some of the renovations may fall within the existing gated community, which limits public access. Once the construction valuation of 1 Public Art 2008-4-15 all permits is established, a new development agreement will outline the public art requirement for this project. Clearwater Bay Marina - this project is a high and dry marina storage facility that is in ?? development. The developer is considering contracting a professional artist do create a permanent public artwork on this property. Ms. Hubbard is advising the developer on the guideline criteria for the public art piece. Republic Land – this is a residential property project in downtown core of Clearwater. ?? This project is only in the preliminary stages at this point. Super Wal-Mart – 23106 US Hwy 19 N. In-Lieu of an on-site public art piece, the ?? developer will be contributing a check for $87,750 to the Public Art program. Prospect Lake – this is a new affordable housing project located at Cleveland ?? Street/Myrtle Avenue/Prospect Avenue. This project is in the development stage and has applied for the necessary permits. A percentage of funding for this project is allocated to affordable housing, which is exempt from aggregate job value. The remainder would be assessed under the public art requirements. b.) Clearwater Bayfront Promenade Project On March 13, 2008 the citizens of Clearwater approved a referendum allowing boat slips to be built along the downtown waterfront. The original estimate of costs for the project was $10,249,718. Due to escalating prices the total cost for the project increased to $12,972,350. The project's revised budget is slated for approval at Thursday night's Council meeting. The new project budget will account for $128,439 reserved for public art. There is also $92,783 from the in-lieu of contributions from the Oak Cove development project that have been earmarked to supplement this project's budget. c.) Fire Station #48 Artists selection status ?? In March, the Selection panel met and affirmed their interest in re-advertising a second Call to Artist due to a decision that the original site location for the public art piece would not be accessible for public viewing. The location has changed to the corner of Logan/Belcher Road. A second Call to Artist was issued and expires April 18. To date, in addition to the original ten packets an additional fifteen artist applications have been received. In mid-May, the Public Art Selection Committee will be responsible for selecting one artist from those who apply. d.) Cleveland Street Medians - Rotating Sculpture360 Exhibition Call to Artist – ?? The medians of downtown Clearwater will soon become a venue for the arts as the Clearwater Public Art and Design Program begins Sculpture360: Art in the Cleveland Street District Outdoor Gallery. The Sculpture360 program is an annual rotating exhibition that will feature sculpture from locally and nationally recognized artists. A sculpture will be installed in each of the District’s three medians within a four-block span, where it will be on display for a period of 12 months. 2 Public Art 2008-4-15 The Call to Artist was sent out. April 11, 2008 is the deadline for artist to apply. Twenty-six artist applications have been received. The next element in this process will be to enlist citizen opinions through an online opportunity and setting up specified display panels to allow citizens to vote on their favorite public art submission. A Public Art Selection Committee (Chaired by Member Bomstein) will review all eligible artist submissions, consider public opinion and select the finalists. Nominations for the Public Art Selection Panel were distributed to board members for consideration. Discussion ensued. Member Flickinger suggested considering utilizing a Risk Management person and also making sure you can defend the selection of any artist’s works; Vice-Chair Warshauer recommended future consideration of representative from the African/American community; Member Plisko raised the question about limiting the amount of members on future panels. Vice-Chair Warshauer moved to approve the Public Art Selection Panel as submitted to motioncarried members. The was duly seconded and unanimously. Member Butz presented the idea of inviting St. Petersburg College or the High Schools to place temporary artwork in the medians between exhibitions. Ms. Walbolt noted the concept has great merit and suggested considering any temporary exhibits augment other exhibits as to not incur additional expenses such as installation, advertising, etc. e.) Neighboring cities’ ordinance status Ms. Walbolt reported the City of Largo is trying to move forward with their public art ordinance. It seems to have strong support from their Commission and staff. The City of Dunedin is still considering a public art ordinance as well. Since both municipalities are experiencing budgetary concerns, they may be unable to fund a designated staff member to run the program. 5 – New Business a.) Clearwater Beach Recreation Center & Library – Mr. Hubbard advised the cost of the renovations to the Clearwater Beach Recreation Center have surpassed $500,000. This project has now become an eligible city capital improvement project under the Public Art Ordinance guidelines. The next step is to consider holding stakeholder meetings to decide an appropriate art piece for this location or consider a direct selection of an artist. Member Flickinger suggested hiring an artist who would work with the community to create a mural. b.) Cleveland Street Banner Opportunity Ms. Walbolt advised members about a new public art “Outdoor Gallery Banner Project”. The initial cost of purchasing each banner is minimal ($60) plus artists’ honorariums. The idea is to have the banners themed and changed out throughout the year.The banners would be prominently displayed on lampposts flanking the downtown corridor. The colorful banners would encourage pedestrians to stroll along downtown Cleveland Street and traffic to slow. The proposed timetable for this project would be early Fall 2008. Currently, the Cleveland Street District has unveiled the district’s new logo on small banners throughout downtown. 3 Public Art 2008-4-15 c.) Upcoming City Building Exhibitions Public Art Exhibitions - City Hall Lobby . April 1 - May 30, Anthony Jones extended his quilt display with all new works that highlight textile arts. . June 4 - Aug. 29, Youth Artist Exhibit featuring works from Life Force Cultural Academy dancers and Morningside Recreation Center Spring Campers. 1 Clearwater Main Library Galleries . June 1 - August 28, Youth arts-Children's Banner Exhibit. Area students created more than 20 unique banners using textile arts. This is in conjunction with the 2008 national Handweavers Guild convention in Tampa. d.) Meeting time discussion Members discussed July's meeting and decided to meet: July 15 at 2:00 p.m. at the Municipal Services Building, Room 111. 6 - Items not on Aaenda Ms. Walbolt advised members to watch carefully over the next few days for amendments in both the Senate and House. House Bill 1331 and Senate Bill 1516 relates to art in public buildings; repeals a certain provision relating to requirements that a specified portion of appropriations for new construction of state buildings are used for art.
