Project Objectives and Needs
The environmental and public health goals of this project are to promote safe and
clean water. The objective of this project is to protect the quality of water in
Stevenson Creek (WBID 1567 in the Springs Coast Basin of Florida) by installing
a sanitary sewer collection system to replace approximately 450 onsite disposal
(septic) systems. The septic systems in the project area are aging and failing
septic systems that provide a pathway for human exposure to raw sewage and
allow raw or partially treated wastewater to enter public water bodies and impair
water quality. The project area, known as Idlewild & The Mall, is located
adjacent to the Spring Branch tributary of Stevenson Creek. The proposed
collection system will collect and transmit the wastewater to the City of
Clearwater's Marshall Street Advanced Pollution Control Facility (MSACPF) for
treatment. The minimum permitted effluent quality discharged from MSAPCF is
advanced wastewater treatment (AWl) with not more than 5 parts per million
(ppm) of bio-oxygen demand (BOD5), 5 ppm total suspended solids (TSS), 3
ppm nitrogen (N) or 1 ppm of phosphorus (P). The treated wastewater from the
MSAPCF is the source for the public access reclaimed water system with any
excess flows of AWf effluent discharged to the tidal segment of Stevenson
Creek.
Environmental Results and Benefits of the Project
The reduced load from the septic systems into Spring Branch will help reverse
the 303(d) verified impairment for dissolved oxygen and nutrients by reducing the
(BOD), fecal and nutrient load on Spring Branch of Stevenson Creek. The
environmental results will include additional advanced wastewater treatment for
approximately 450 citY households, a reduced pollutant loading discharged to
waters of the U.S. and improved quality of water discharged to an impaired water
body. Environmental benefits will be measured at the end of the project by the
number of parcels taken off on-site systems and sewer extensions (linear feet).
Additional benefits of the project include increased reclaimed water available for
reuse and increased regionalization of wastewater treatment in the most densely
populated county in the state of Florida.
Project Description
In 2002 the City of Clearwater Public Utilities Department commissioned the
"Sewer System Expansion Feasibility Study" (Wade-Trim, HDR and Burton and

Associates) to investigate the feasibility of extending city sanitary sewer to non-
sewered or onsite disposal (septic) system areas within the city's wastewater
service area as shown on Figure 1. The project identified in this workplan,
combines the two highest-ranking priority areas identified in the 2002 study.
Idlewild & The Mall are adjacent to each other and includes approximately 130
acres or 480 existing and future (primarily residential) non-sewered parcels.
The project entails the planning and development of the environmental impact
documents (EID); conceptual and final design; and construction of a sanitary
sewer collection system to replace approximately 450 existing onsite disposal
(septic) systems in IdlewildlThe Mall area of the City of Clearwater, Florida. The
project activities to be funded by federal grant and matching city funds include
the preparation of an environmental impact document (EID), preparation of plans
and specifications, solicitation of bids and construction of the collection system.
The project collection system will include an estimated 26,500 linear feet of
sewer pipes, 100 manholes and, if necessary, pumping stations. The average
annual daily flow of wastewater collected by the project is estimated to be 65,000
gallons per day. The project wastewater collected will be transmitted via the City
of Clearwater's existing wastewater collection system to the Clearwater's
MSAPCF for advanced wastewater treatment prior to discharge to the City of
Clearwater Reclaimed Water System and/or surface water discharge to
Stevenson Creek.
Land Acquisition
The City of Clearwater anticipates no land acquisition as part of this project. All
improvements will be designed in existing City rights of way and easements. The
project will include a lateral and cleanout installed to the property line of each
parcel in the project area. The property owner will be responsible for all work on
private property to tie into the sanitary sewer collection system and abandonment
of existing septic tanks.
Pre-Award Costs
The City of Clearwater does not anticipate request of any pre-award costs.
Geographic Location
The project area, Idlewild & The Mall, as shown on the attached Figure 2 is
bounded by Union Street to the north, Poinsetta Avenue to the west, Byram Drive
to the south and Alpine Road to the east in the City of Clearwater, Pinellas
County, Florida.
