Downtown Dlstnct The DRC unanimously recommended approval of the apphcatlOn
With the followmg four conditions
That a final landscape plan be submitted to and approved by Staff pnor to the
Issuance of any permits,
2 That an approved Flonda Department of TransportatIOn (FDOT) dnveway access
permit be submitted to Staffpnor to the Issuance of any permits,
3 That any fayade changes wIll be submitted for review by the DRC as part of a
FleXible Standard Development apphcatlon, and
4 That all slgnage IS brought mto comphance With Code pnor to the Issuance of any
permits

1. ALl DESIGN AND CONSTRUCTION OF THIS PROJECT SHALL CONFORM
TO THE CITY OF CLEARWATER, FLORIDA D.O.T. AND SWFWMD STANDARDS,
SPECIFICATIONS, LAND DEVELOPMENT, ZONING AND/OR RELATED ORDINANCES.
2. ALL ELEVATIONS ARE REFERENCED FROM NATIONAL GEODETIC
VERTICAL DATUM. 1929.
3. THE CONTRACTOR SHALL NOTIFY ALL UTILITY COMPANIES AT LEAST
48 HOURS PRIOR TO THE START OF CONSTRUCTION. CONTRACTOR
SHALL "CALL SUNSHINE" 1-800-432-4770 A MINIMUM OF 2 DAYS
AND A MAXIMUM OF 5 DAYS PRIOR TO THE START OF CONSTRUCTION.
4. ALl UNDERGROUND UTILITIES MUST BE INSTALLED BEFORE BASE
AND WEARING SURFACE ARE CONSTRUCTED. LOCATION OF EXISTING UTILITIES
ARE APPROXIMATE. CONTRACTOR SHALL CONFORM TO THE INTENT OF
THE PLAN. ANY REQUIRED CHANGES OR ADJUSTMENTS SHALL BE
APPROVED BY THE ENGINEER BEFORE INSTALLATION.
5. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO USE WHATEVER
MEANS NECESSARY TO CONTROL AND PREVENT EROSION AND TRANS-
PORT OF SEDIMENT TO SURFACE DRAINS AND TO DITCHES OFFSITE
DURING CONSTRUCTION. SEE EROSION AND SILTATION CONTROL

SURFACE WATER SYSTEM REQUIREMENTS
DRAINAGE NOTES
1. 11-:E RETENTION AREA SHALL BE ROUGH GRADED PRIOR TO CON-
STRUCTION, WITH ALL STORM WATER DIRECTED TO IT. AFTER
COMPLETION OF ALL WORK, REMOVE DEBRIS AND SILTATION FROM
THE BOTTOM OF THE RETENTION BASIN, FINE GRADE THE FINAL
TWO (2) INCHES AND SOD. CONTRACTOR TO MAINTAIN THE SIDE
SLOPE REQUIRED AS SHOWN ON PLAN, AND NOTIFY ENGINEER FOR
AN INSPECTION PRIOR TO SODDING.
2. THE RETENTION AREA SHALL BE CONSTRUCTED EARLY IN THE
CONSTRUCTION PERIOD TO MITIGATE ANY ADVERSE WATER QUANTITY
IN PARTS OFF SITE.

3. AFTER COMPLETION OF THE PROJECT. THE OWNER WILL BE RESPON-
SIBLE FOR THE OPERATION AND MAINTENANCE OF THE STORMWATER
FACILITIES. ACTIONS INCLUOED SHALL BE REGULAR MOWING OF THE
BOTTOM AND SIDE SLOPES, PLUS PERIODIC INSPECTIONS AND RE-
MovAL OF DEBRIS. TRASH, ETC. THAT MAY BLOCK THE PERCOLATION
OF THE STORM WATER.
1. NEW WATER MAINS
AFTER COMPLETION OF INSTALLATION OF NEW WATER MAINS, PRESSURE
TESTING SHALL BE PERFORMED IN ACCORDANCE WITH THE LOCAL
JURISDICTION WATER SYSTEM STANDARDS AND SPECIFICATIONS. SAMP-
LING OF NEW WATER MAINS SHALL CONFORM WITH COUNTY PUBLIC
HEALTH UNIT REQUIREMENTS AND RESULTS FORWARDED TO THE
ENGINEER. UNDER NO CIRCUMSTANCES SHALL A NEW WATER SYSTEM
BE PLACED INTO SERVICE UNTIL CERTIFICATION BY THE ENGINEER HAS
BEEN COMPLETED AND A RELEASE FROM COUNTY PUBLIC HEALTH UNIT
HAS BEEN ISSUED.
UNDERDRAIN AND FILTER MEDIUM SPECIFIC A TIONS
2. IRRIGATION NOTE:
IRRIGATION SYSTEMS SHALL UTILIZE LOW VOLUME DESIGN SUCH AS LOW
TRAJECTORY HEADS OR SOAKER HOSES TO PROVIDE DIRECT APPLICATION
AND LOW EVAPORATION AND MUST HAVE A RAIN SENSOR DEVICE OR
SWITCH WHICH WILL OVERRIDE THE IRRIGATION CYCLE OF THE SPRINKLER
SYSTEM WHEN ADEQUATE RAINFALL HAS OCCURRED. WATER SUPPLY SHALL
BE PIPE TO EACH INDIVIDUAL PLANTER ISlAND.
SHAlLOW WELLS, OPEN SURFACE WATER BODIES, OR RECLAIMED WATER
SHALL BE USED (UNLESS UNAVAILABLE) AS A SOURCE OF IRRIGATION
WATER. 100 ~ COVERAGE MUST BE PROVIDED. AN IRRIGATION PLAN SHALL
BE SUBMlnED IN ORDER TO AVOID DELAYS AT THE TIME OF THE CER-
TIFICATE OF OCCUPANlCY INSPECTION SHOULD A NON-ACCEPTABLE SYSTEM
BE INSTALLED.
1. THE FILTER SAND SHALL BE HARMON BROTHERS 20/55, OR APPROVED
EQUAL, APPROVED BY THE ENGINEER, AND MEET CURRENT
SWFWMD AND D.E.P. RULES. THE FILTER SAND MUST BE WASHED
(LESS THAN ONE PERCENT SILT. CLAY, AND ORGANIC MATTER)
AND HAVE AN EFFECTIVE GRAIN SIZE OF 0.20 TO 0.55 MILLIMETERS
IN DIAMETER; A UNIFORMITY COEFFICIENT OF 1.5 OR GREATER,
AND A PERMEABILITY RATE OF 0.046 CM/SEC (0.09 FT/MIN) OR GREATER.
IF THE PERMEABILITY RATE OF THE FILTER SAND IS LESS THAN 0.046
CM/SEC. A REPLACEMENT OF THE FILTER SYSTEM WILL BE RE-
QuRED AT THE CONTRACTOR'S EXPENSE. THE CONTRACTOR SHALL
HAVE THE SAND TESTED AND APPROVED BY THE ENGINEER PRIOR
TO INSTALLATION. IT IS RECOMMENDED THAT THE CONTRACTOR HAVE
THE FILTER SAND TESTED AND APPROVED PRIOR TO PURCHASE
AND/OR DELIVERY TO THE JOB SITE.
2. THE PERFORATED PIPE SHALL CONSIST OF POLYVINYL CHLORIDE (PVC)
CONFORMING TO ASTM 0 3033, HAVE MINIMUM OF SIXTEEN (16) 3/8
INCH DIAMETER PERFORATIONS PER LINEAR FOOT OF PIPE AND BE
ON THE BOTTOM 135. OF THE PIPE.
3. THE CONTRACTOR SHALL PROVIDE DEWATERING MEASURES AS
REQUIRED DURING THE INSTALLATION Of THE UNDERDRAIN AND ALL
OF ITS COMPONENTS.
4. THE CONTRACTOR SHALL NOT BACKFILL THE DRAIN PIPE UNTIL THE
ENGINEER HAS VERIFIED AND APPROVED THE DRAIN PIPE GRADES
AND INSTALLATION OF FILTER MEDIA.
5. SWFWMD REQUIRES AS-BUIILT CERTIFICATION BY THE ENGINEER FOR
THIS FILTER SYSTEM. TESt REPORTS FROM AN APPROVED LABORA-
TORY ON GRADUATION AND PERMEABILITY SHALL BE INCLUDED IN THE
AS-BUILT SUBMITTAL
3. TREE BARRICAIDES
REQUIRED TREE BARRICADES AND EROSION CONTROL MEASURES
MUST REMAIN INTACT THROUGHOUT CONSTRUCTION. ENCROACHMENT
INTO OR FAILURE TO MAINTAIN THESE BARRICADES WILL RESULT
IN ENFORCEMENT ACTION WHICH MAY INCLUDE CITATIONS AND/OR
PERMIT REVOCATIONS. AS PROVIDED BY THE CITY OF CLEARWATER
COMMUNITY DEVELOPMENT CODE.
4. TRENCH EXCAVATION
- INCLUDE OSHA STANDARD 29 CFR. SECTION 1926.650 SUBPART p,
, WHICH IS NOW A PART OF LAWS OF" FLORIDA CHAPTER 90-96.
- THE CONTRACTOR SHALL PROVIDE WRITTEN ASSURANCE OF
COMPLIANCE WITH THIS LAW.
- A SEPARATE COST ITEM IDENTIFYING THE COST OF COMPLIANCE.
- A TRENCH SAFETY SYSTEM SHALL BE DESIGNED BY THE CONTRACTOR
AND APPROVED BY THE ENGINEER. ·
5. ALL RETENTION AREAS, STORM SEWER PIPING, STORM SEWER
STRUCTURES, ETC. MUST BE IN PLACE AS PART OF THE FIRST
PHASE OF CONSTRUCTION.
IT IS THE RESPONSIBIUTY OF THE CONTRACTOR TO ACCOMMODATE
POSITIVE DRAINAGE THROUGHOUT CONSTRUCTION TO AVOID FLOODING
OF THE ADJACENT PROPERTIES. ANY FLOODING THAT MAY OCCUR
DUE TO HIS WORK SHALL BE THE SOLE RESPONSIBIUTY OF THE
CONTRACTOR TO REPAIR.
6. THE USE OF ELECTRONICALLY STORED DATA IS INTENDED FOR INFORMATIONAL
