05/21/2008 ENVIRONMENTAL ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER Wednesday, May 21st, 2008 in the MSB Conference # 221 @ 4:00pm Present: D. Michael Flanery Chair Joseph A. Director Eng./Stormwater Veronica Josef Senior Staff Assistant Absent: Anna Fusari Vice Chair Richard Packman Board Member Ed Chesney Environmental Manager APPROVED The Chair Mike Flanery called the meeting to order at 4:00 p.m. in the MSB Building, Conference Room # 221. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 1. APPROVAL OF MINUTES Member Ron Gregory moved to approve the minutes of the regular meeting of April 16th, 2008 as submitted in written summation to each board member. The motion was duly seconded by Member Joe Calio and carried unanimously. 2. CITIZENS COMMENTS Nan Bennett – Assistant Director of Public Utilities gave an overview on Water, Sewer and Reclaimed projects. a. Water Supply, Treatment and Distribution b. Wastewater Collection, Treatment & Disposal c. Reclaimed Water d. Efficiency Improvements and Cost Savings e. Water Production Annual Savings f. Waster Collection System g. Infiltration/Inflow Reduction h. Lift Station # 58 Rehabilitation Savings i. Nutrient Removal Improvements j. Anaerobic Digester Rehabilitation k. Cost Savings on Wastewater Treatment Plants and In-house Projects vs Outside Consultant Contractor 1 Environmental Advisory 2008-05-21 ~ tj, DISCUSSION ITEMS Discussions took place on items relating to environmental issues and the EAB suggested that recommendations be made to the City Council for consideration on the concerns expressed on the following items: a. Sustainability Coordinator The EAB made recommendations that the City Council approve the establishment of a Sustainability Coordinator position that would focus on the City's sustainability initiatives. A motion was made by Member Ron Gregory that the Sustainability Coordinator position will oversee: Implementing and monitoring of the City's carbon footprint program Assist in additional initatives to focus on overall cost saving The position will also be responsible for monitoring and maintaining the City's Green initiatives and the US Conference of Mayors Climate Protection Agreement. The motion was duly seconded by Member Joe Calio and carried unanimously. D. Scott Rice stated that Sara Josuns, Environmental Specialist was working on the Green Certification Program. b. Hazardous Recycling A motion was made by Member Joe Calio that the City needs a better handle on hazardous waste collection. Solid Waste to consider monthly pickups at a standard location. The motion was duly seconded by Member Ron Gregory and carried unanimously. c. Moccasin Lake Park Increase the level of demonstrations for alternative power by utilizing these sources to actually fuel the building's operations. Chair Mike Flanery stated that he will draft a letter to the City Council for the June 2nd, 2008 Work Session, expressing the above concerns and the letter will be e-mailed to Veronica Josef and Ed Chesney, Environmental Manager. 4. ESTABLISH AGENDA Nomination of Chair & Vice Chair 5.
